Subject:      RESOLUTION.

 

 

I am to state that the Provincial Assembly of Sindh in its sitting held on Friday, the 11th September, 2026 unanimously passed the following Resolution moved by Mr. Zia ul Hassan, Minister for Law, Parliamentary Affairs & Criminal Prosecution and Home, Sindh.

 

 

WHEREAS, Article 147 of the Constitution of the Islamic Republic of Pakistan, 1973 empowers a Provincial Government, with the consent of the Federal Government, to entrust, either conditionally or unconditionally,  to the Federal Government or its officers, functions in relation to any matter to which the executive authority of the Province extends;

 

AND WHEREAS, pursuant to the relevant notification issued by the government of Sindh, Pakistan Rangers (Sindh) were deployed in aid of civil power throughout the Province of Sindh for a period of one year, commencing on 20th July, 2025 and ending on 19th July 2026;

 

AND WHEREAS, during the aforesaid period of deployment, Pakistan Rangers (Sindh), in close coordination with the Sindh Police and other law enforcement agencies, carried out intelligence-based operations, assisted in the apprehension of proclaimed offenders and other criminals, recovered illegal arms and ammunition, and made a significant contribution towards improving the overall law and order situation, including a noticeable reduction in incidents of target killing, street crime and other serious offences, as reflected in the reports available on record;

 

AND WHEREAS, the prevailing threat assessments indicate the continued presence and activities of proscribed organization, the existence of high-profile absconders evading arrest, and an evolving security environment posing persistent risks to public peace, safety and order during the year 2026-2027;

 

AND WHEREAS, the government of Sindh, having reviewed the prevailing security situation and the operational effectiveness of Pakistan Rangers (Sindh), is satisfied that their continued deployment in aid of civil power remains necessary to consolidate the gains achieved in maintaining law and order, preserve public peace, strengthen internal security, and protect the life and property of the people of Sindh;

 

NOW, THEREFORE, in pursuance of the proviso to Article 147 of the Constitution of Islamic Republic of Pakistan, 1973, this Assembly hereby resolves to ratify the entrustment of functions to the Federation in relation to the deployment of Pakistan Rangers (Sindh) in aid of civil power throughout the Province of Sindh for a further period of one year, commencing on 20th July, 2026 and ending on 19th July, 2027.
