Subject: MEETING OF THE STANDING COMMITTEE ON CULTURE, TOURISM AND ANTIQUITIES.
I am to state that, the Honorable Chairman has been pleased to convene a meeting of the Standing Committee on Culture, Tourism and Antiquities, is scheduled to be held on MONDAY, THE 10TH AUGUST, 2026, AT 12:00 P.M. in Committee Room No. 01, Old Sindh Assembly Building, Karachi.
AGENDA
1. Review of Recommendations / Observations of the Technical Committee on Dangerous Heritage Structures
The Committee may be briefed on the recommendations and observations of the Technical Committee regarding heritage structures declared dangerous by the Technical Committee on Dangerous Buildings (TCDB), SBCA, vide letter dated 05th November, 2025, and the subsequent action taken thereon.
In particular, the Committee seeks a detailed presentation regarding the thirty-one (31) heritage buildings for which demolition was recommended, including:
· The technical and structural grounds on which demolition was recommended.
· The structural assessment reports and recommendations forming the basis of such decisions.
· Reasons why conservation, restoration and rehabilitation of the heritage buildings were not considered before recommending demolition.
· The present status of all thirty-one (31) heritage buildings.
2. Preservation and Conservation of Heritage Buildings
The Committee may be briefed on the present status of heritage buildings across Sindh, particularly those declared dangerous, the measures being taken for their preservation, conservation and structural rehabilitation.
The implementation status of the decisions and recommendations made during the previous meeting of the Standing Committee on Culture, Tourism & Antiquities. The concerned department shall present an item-wise compliance report indicating the action taken, matters still pending, reasons for non-implementation, if any, and the proposed timeline for completion of the remaining decisions.
3. Advisory Committee on Sindh Cultural Heritage & Technical Committee on Dangerous Buildings
The Committee may be briefed regarding the constitution, composition and functioning of the Advisory Committee on Sindh Cultural Heritage and the Technical Committee on Dangerous Buildings (TCDB). The concerned department shall present:
· Notifications constituting both Committees.
· Names and designations of all members.
· Terms of Reference (TORs), powers and functions of both Committees.
· Number of meetings of the Advisory Committee on Sindh Cultural Heritage held during FY 2024–2025 and FY 2025–2026, along with the dates, agenda items, minutes of each meeting and attendance record.
· Action taken and implementation status of the decisions and recommendations made by the Advisory Committee on Sindh Cultural Heritage.
· Number of meetings of the Technical Committee on Dangerous Buildings (TCDB) held during FY 2024–2025 and FY 2025–2026, along with the dates, agenda items, minutes of each meeting and attendance record.
· Action taken on the recommendations made by the Technical Committee on Dangerous Buildings (TCDB).
· The role of the Technical Committee on Dangerous Buildings (TCDB) in declaring heritage buildings dangerous and the mechanism adopted for coordination with the Culture, Tourism & Antiquities Department before making recommendations affecting notified heritage buildings.
4. Declaration of Plot No. AM-330, Bandas Road, Preedy Street, Artillery Maidan Quarters, District South, Karachi
The Committee may be briefed regarding the declaration of Plot No. AM-330, Bandas Road, Preedy Street, Artillery Maidan Quarters, District South, Karachi, as a dangerous heritage structure. The concerned department shall present:
· The technical and legal basis for declaring the building dangerous.
· The present status of the building.
· Proposed conservation, restoration or redevelopment plan.
· The conservation status of the surrounding heritage buildings and precinct.
· The Director General, SBCA shall also clarify whether any approval, NOC or building permission has been granted for the construction of any high-rise.
· building on the said plot or within the surrounding area, and if so, complete details thereof shall be presented before the Committee.
5. ADP Scheme No. 58 (FY 2026-27) – Paca Qila, Hyderabad
The Committee may be given a comprehensive presentation on ADP Scheme No. 58 (FY 2026-27) – Paca Qila, Hyderabad, including the background of the project, its implementation status, physical and financial progress since 2018, funds allocated and utilized, works completed and remaining, reasons for delay, if any, and the expected date of completion.
6. Gul-e-Rana Nusrat Community Centre
The Committee may be briefed regarding the status of the Gul-e-Rana Nusrat Community Centre project, including the reasons for its non-commencement, the administrative, technical or financial issues causing the delay, the present status of approvals and procurement, and the expected timeline for commencement and completion of the project.
7. Restoration Works at KMC Head Office, M.A. Jinnah Road, Karachi
The Committee may be briefed on the current status of the restoration works at KMC Head Office, M.A. Jinnah Road, Karachi, including the scope of work, implementation progress and expected date of completion.
It is, therefore, requested to attend the said meeting on date, time and venue mentioned above.
