Subject: RESOLUTION.
I am to state that the Provincial Assembly of Sindh in its sitting held on Tuesday, the 20th January, 2026 has unanimously passed the following Resolution No. 05 of 2026; given notice of by Mr. Najam Mirza, MPA:
“This House, being mindful that thalassemia is a serious inherited blood disorder which is preventable through timely screening, counselling and informed decision-making;
Notes with concern that prior to the enactment of the Sindh Prevention and Control of Thalassemia Act, 2013, there existed no statutory mechanism in the Province for premarital thalassemia screening, genetic counselling, or documentation at the time of marriage, resulting in a high number of preventable thalassemia major births each year;
Further notes that despite the enactment of the said law, available reports and data indicate that the incidence of thalassemia major births in Sindh remains significantly high, largely due to weak enforcement, absence of procedural linkage with marriage registration, lack of regulation of diagnostic laboratories, and non-existence of any mandatory declaration in marriage registration forms;
Recognizes that the objectives of the parent law cannot be fully achieved without effective implementation mechanisms, including verification of premarital screening, provision of genetic counselling, regulation and accreditation of laboratories, systematic reporting of carrier data, and documentary awareness at the time of solemnization or registration of marriage;
Further recognizes that the prevention of thalassemia is a public health matter applicable to all citizens of Sindh irrespective of religion, and that minority communities residing in the Province are equally entitled to protection from preventable genetic diseases, without any interference in their respective religious marriage rites;
Further recognizes that the proposed additions of clauses relating to verification of premarital screening, mandatory genetic counselling, accreditation and regulation of laboratories, inclusion of a Yes/No declaration regarding thalassemia screening in marriage registration forms, strengthening of reporting mechanisms, and enhancement of penalties are necessary to operationalize the intent of the law;
This House, therefore, resolves to urge that the Sindh Prevention and Control of Thalassemia Act, 2013 be strengthened through incorporation of such enforcement-oriented and procedural clauses, so as to ensure effective implementation of the law, promote informed decision-making, reduce preventable thalassemia births, and safeguard future generations in the Province of Sindh.
