MUHAMMAD OWAIS, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/ statement that in my Constituency, PS-96 Korangi District, groundwater is being extracted illegally, resulting in a significant decline in the water table. Will the Honourable Minister for Local Government Department be pleased to answer/state the measures being taken by the Sindh Government to address this issue?
05. CALL ATTENTION NOTICE NO. 26 OF 2024; GIVEN NOTICE OF BY MS. HEER SOHO, MPA: Will the Honourable Minister for Transport & Mass Transit, Sindh may please to give answer/ statement that in regards to providing convenient transportation, such as Red Bus / Green Bus services for Secretariat and other Government employees. This will ease their commuting challenges, boost productivity and reduce their financial burden. Additionally, the Government will save on transport allowances, easing the treasury’s strain. I urge the Government of Sindh to take swift action to implement these services for the benefit of employees.

It is stated that the Industries & Commerce Department does not register any industrial unit / Manufacture industry except NOC of establishment of new Sugar Mill subject to approval from Provincial Cabinet.
As per the data/ record of Labour Department, Government of Sindh, there are 6856 units are operational in entire Sindh.

Provide information on the growth of the industrial sector in Sindh from 2013 to 2023, broken down by different industry sectors?
ANSWER
JAM IKRAMULLAH KHAN DHAREJO, MINISTER FOR INDUSTRIES AND COMMERCE:
As per the Annual report of State Bank Of Pakistan and the Survey of renowned Consulting/ Chartered Accountancy Firm KPMG (Klynveld Peat Marwick Goerdeler), the growth rate of the industrial sector in Sindh during the period from 2013 to 2023 has shown varying trends across different industries. Here’s a breakdown of the performance of key industrial sectors during this period:
1. Pharmaceutical Industry: The pharmaceutical sector in Sindh has consistently grown with an annual growth rate of 7-9%. This growth has been increased by rising healthcare demands and production capacities.
2. Cement Industry: The cement industry has shown significant growth, particularly due to increase of construction activities and infrastructural projects. The average growth rate for this sector was about 6-8% annually.
3. Automobile Industry: The automobile sector has experienced robust growth, particularly from the year 2016 and onwards. The sector's annual growth rate fluctuated between 5-8%, during this period due to economic stability and increase of demand.
4. Steel and Iron Industry: The steel and iron sector experienced average growth, with the rate ranging from 4-7% annually.
5. Textile Industry: The textile sector is a cornerstone of Sindh’s industrial landscape, leading to average annual growth rate of 4-6%.
6. Food and Beverage Industry: This sector has also seen steady growth, driven by population growth and rising urbanization. The annual growth rate has averaged around 4-6%.
7. Chemical Industry: The chemical industry experienced moderate growth, influenced by both domestic demand and export opportunities. The growth rate for this sector ranged between 3-5% annually.

ANSWER

This department has no primary data collection mechanism, therefore, the data has been obtained from Labour Department & Trade Associations.
The Industries and Commerce Department issue NOC for the establishment of new Sugar Mills subject to approval of Cabinet. For establishment of Cement Factory, the Mines & Mineral Development may issue permission. There is no formal mechanism about data of closed industries or reasons of closure available.

Yes, as per available record 915 new industrial Units established in Sindh during 2018-2023.
For the establishment of Industry, there is no formal NOC is required from Industries & Commerce department except permission of Industries in SITE & SSIC.
