Areas affected include Lasbella, Patel Para, Gurumandir, Jahangir Road, Jail Road, Jail Chorangi, PIB, Mina Bazar, Martin Quarter & Clayton Quarter, despite multiple complaints. I urge immediate intervention by the Metropolitan Commissioner KMC.

IX. RESOLUTION UNDER ARTICLE 144 OF THE CONSTITUTION OF THE ISLAMIC REPUBLIC OF PAKISTAN, 1973 FOR REGULATING THE SUBJECT “EXPLOSIVES” BY THE PARLIAMENT.

WHEREAS prior to Eighteenth Amendment in the Constitution of Islamic Republic of Pakistan, 1973, the subject “Explosives” was regulated by the Federal Government by the Explosives Act, 1884;
AND WHEREAS in consequence of the 18th Amendment in the Constitution of Pakistan, 1973, the subject “explosives” falls within the provincial legislative field and the Provincial Assembly of Sindh in exercise of its powers under paragraph (c) of Article 142 of the Constitution, enacted a law titled “the Sindh Explosives Act, 2019”;
AND WHEREAS the Federal Government has approached the Provincial Government and has conveyed its apprehension that owing to loopholes in the existing rules, regulations and gaps in implementation, pilferage in domestically manufactured explosives, supply chain has increased; and that the pilferage may be exploited by the terrorists by using the same in terrorist activities and thus the pilferage is attributed to complicated and multifarious issues involved in licensing, manufacturing, transportation, storage and commercial usage;
AND WHEREAS the Federal Government has drafted a National Explosives Policy to monitor and regulate the subject matter at Federal level but to approve the National Explosives Policy, it is required that the subject “explosives” may be transferred back to the Federation and thus has requested to initiate the transfer the subject “explosives” to the Federation for formation and subsequent implementation of the National Explosives Policy and to make amendments in the Explosives Act, 1884 at Federal level.
AND WHEREAS after 18th Amendment in the Constitution, the subject “explosives” falls within the provincial legislative field and the Parliament can enact a law if one or more Provincial Assemblies pass Resolution to authorize the Parliament under Article 144 of the Constitution of the Islamic Republic of Pakistan, 1973;
AND WHEREAS keeping in view the apprehension and request of the Federal Government, it is expedient in the public interest to authorize the Parliament to enact/amend the law;
NOW, THEREFORE, the Provincial Assembly of Sindh by this Resolution hereby authorizes the Parliament to enact / amend the law by the Parliament to regulate the subject "explosives" at Federal level.

Government schemes initiated to eliminate gender based violence in the province together with the details of funds earmarked for such schemes?
ANSWER
MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-
There is no any scheme at Women Development Department to eliminate the gender-based violence in the province.
However, the cases of GBV’s are tackled through Women Complaint Cells already functional at many districts of Sindh. Moreover, the victims of GBV referred by Court are provided shelter at Darul Aman and Safe House working under Women Development Department, Sindh.

However, one Day Care Centre was established in Karachi University under ADP scheme “Establishment of Day Care Centres at Karachi, Jamshoro & Sukkur”. The scheme is completed in June 2022 and PC-IV is submitted to P&D department with proposal to shift Day Care Centre at Karachi university from development to non-development budget. The process is in progress.
