What is the Legal status of amount which is being collected on the name of self-finance scheme for admission by the public Universities in the Province?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES &BOARDS: -

It is stated that only 20 public sector Universities out of 30 Universities are collecting amount in the name of Self-Finance Scheme for admission under Self-Finance Program, which has been a long-standing practice in public sector Universities of Sindh to address financial constraints and to support the budgetary needs of the Universities.

Following Medical Universities have reserved 15% seats for self-finance as per Pakistan Medical & Dental Council (PMDC) Regulations and as per prospectus issued by Health Department, Government of Sindh, Karachi:

Medical Universities:
i. Dow University of Health Sciences, Karachi.
ii. Jinnah Sindh Medical University, Karachi.
iii. Karachi Metropolitan University, Karachi.
iv. Liaquat University of Medical & Health Sciences,Jamshoro.
v. Shaheed Mohtarma Benazir Bhutto Medical University, Larkana.
vi. Peoples University of Medical & Health Sciences for Women, Shaheed Benazirabad.

The following Engineering and General Universities are General Universities are granting admission under self-finance program duly approved by the statutory bodies i.e Senate, Syndicate.

Engineering Universities:
vii. NED University of Engineering & Technology, Karachi.
viii. Dawood University of Engineering & Technology, Karachi.
ix. Mehran University of Engineering& Technology, Jamshoro.
x. Quaid-e-Awam University of Engineering, Science & Technology, Nawabshah.

The enrolment of students and teaching & non-teaching working staff in Technical College/Institutions in District Karachi-South as on 01-06-2025?

ANSWER

There are Seven (07) Institutes (Boys & Girls) of STEVTA in District South Karachi. The details of the total number of enrollment and staff (teaching & non-teaching) are at Annexure placed on the Table of the House.

(a)      Is it a fact that all the Universities have a similar harassment complaint cell;

(b)     If answer to (a) above is affirmative   university-wise details thereof?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS:-

Yes, it is a fact that all public sector universities of Sindh have already implemented the Protection against Harassment of Women at the workplace Act, 2010 and have also established Harassment complaint Cell in the public Sector Universities.

Whether all the Universities in Sindh have sufficient public transport available if yes, university-wise number of buses and points?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS: -

767 public transports (including Buses, Coasters and Vans) are available in all thirty (30) Public Sector Universities of Sindh using for pick & drop of Students, Faculties and Employees of the respective Universities, mentioned as under:

i.     Own Buses / Points: 448.

ii.   Own Coasters: 40

iii. Own Vans: 08

iv. Hired Buses / Points: 262

v.   Hired Coasters: 06

vi. Hired Vans: 03

University-wise total number of scholarships awarded to the student from 2020 till to date?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS: -

Total 112,198 Scholarships have been awarded to the students of public sector Universities of Sindh during the entire period of 2020 to 2025.

(a)   Is it a fact that a scheme titled Strengthening/ Upgradation of Jinnah Sindh Medical University, Karachi” with a cost of Rs. 791(M) is to be completed by June 2026?

(b) If answer to (a) above is affirmative, details of work completed and amount spent todate?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS: -

(a)    Due to valid reasons the project under the said scheme could not be started and submitted for modification. The proposed modified PC-I has been approved in principle at the forum (P&D Department Govt. of Sindh) through 5th PDWP. The scheme is going to be executed in this financial year and may be completed accordingly by the end of 2027-2028.

(b)   In continuation to the reply (a) no expenditure is incurred till date under the project head/capital component of the said scheme due to the submitted modification.

(a)   Is it a fact that a scheme titled “Establishment of Shaheed Mohtarma Benazir Bhuttto Chair & Convention centre University, Karachi” with a cost of Rs. 442(M) is to be completed by June 2026;

(b)  If answer to (a) above is affirmative, details of work completed and amount spent todate?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS: -

(a)       An ADP scheme titled "Construction of Shaheed Benazir Bhutto Chair Building and Convention Centre / Auditorium" was approved on 15-03-2013 with an estimated cost of Rs.442.041 million and seating capacity of about 2000 persons. The scheme was to be completed on 30-06-2026. However, the Executing Agency requested for revision of the scheme.

(b)      The Revised Scheme was considered and approved by the PDWP forum in its meeting held on 05-05-2025, at the cost of Rs.2264.92 million (Rupees Two Thousand Two Hundred Sixty-Four Million and Nine Hundred Twenty Thousand only) with plan period of original eleven years 2013-14 to 2023-24 revised to fourteen years 2013-14 to 2026-27.

Number of students enrolled in public universities in Karachi division as on 01-05-2025?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS: -

As on 01.05.2025, a total of 92,037 students are enrolled in public sector Universities of Karachi Division.

(a)     Is it true that drug usage is on the rise in schools, colleges, and universities;

(b)    If answer to (a) above is yes, what steps is the department taking to stop this menace?

ANSWER

MR. MUHAMMAD ISMAIL RAHOO, MINISTER FOR UNIVERSITIES & BOARDS: -

(a)       No case of drug usage has been reported as yet in public sector Universities. However, if any case is reported, strict penalties will be imposed on the individuals as per the Rules andPolicy.

(b)      In all public sector Universities, Anti-Drug & Tobacco Committees have been constituted to control such type of drug activities. Notwithstanding the above, the Universities continue to take the following preventive and vigilant measures to ensure a drug-free campus environment:

• Strict enforcement of the University's Code of Conduct and zero-tolerance policy.

• Continuous monitoring by the Security Section across all academic blocks and hostels.

• Awareness campaigns and counselling sessions for students regarding the harmful effects

of drugs.

•Close coordination with local authorities for preventive action whenever required.
