SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
Total Viable closed Schools were 1248, in which 835 Schools have been re-opened of ongoing recruitment process through Sukkur-IBA, remaining Schools are expected to be re-opened in third phase of recruitment. Besides that department is also working on STR and CTR based placement of teachers for opening of all remaining closed viable schools is at Annexure placed on the Table of the House.

District-wise number of Primary and Secondary school buildings have been declared unsafe in Karachi city and what steps being taken by the Governmentin this regard?
ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
a) The total number of Primary Schools in the 7 districts of Karachi is 1,236.
b) Out of these, 1194 schools have buildings, in which 158 Primary school buildings are reported as dangerous.
c) There are 375 Secondary Schools in the 7 districts of Karachi.
d) Out of these, 375 Schools have buildings, in which 41 Secondary School buildings are reported as dangerous.
e) Further, district-wise details of unsafe buildings are at Annexure placed on the Table of the Hous
f) Total 233 Primary and Secondary Schools have been declared unsafe in Karachi and demanded Rs: 4,156.355 Million for repairing purpose.
The Department of SELD (Budget Wing) is processing summary for Honorable Chief Minister Sindh for demand / provision of funds from out-side budget as no new ADP scheme is taken in Financial Year 2024-25.

(a) Whether it is a fact that there are still schools in the province where teachers are absent from their duties;
(b) If answer to (a) above be in the affirmative measures taken to resolve the issue of absenteeism?
ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
The field teams of Director of Monitoring & Evaluation identified 4,679 Absconders and 8,409 Habitual Absentees during the academic years 2022-23. It is further informed that out of total 4,657 absconders identified in the last academic year, 3,472 are the same absconders in previous academic years. Thus, the total new absconders identified in 2022-23 are 1,185.
Accordingly, this office has reported around 9,632 total common absconders of five years i.e., 2018-19, 2019-20, 2020-21, 2021-22 & 2022-23 to the Secretary, School Education & literacy Department, Government of Sindh as well to the concerned authorities i.e., Directors / DEOs for disciplinary proceedings. However, the disciplinary proceedings against around 2,500 out 9,632 absconders have been concluded and imposed major / minor penalties, whereas, the disciplinary proceedings against the remaining 7159 absconders is still pending.

In Karachi and specially District East Karachi PT classes are being taken regularly where PETs are posted / appointed. Selected teachers have been trained through Sindh Boys Scout Association on their interest are also taking drill classes in the schools.
Government of Sindh has also introduced Physical Education Curriculum with collaboration of Right to Play Pakistan (NGO) which is unique and single example with compare to other provinces of Pakistan.
Sindh Government is also working with collaboration of some NGO’s in the province including Karachi on “Educational Games and Teaching through Play and Play based Activities”.

Yes, steps are being taken to enhance enrolment, particularly amongst girls/children from underprivileged backgrounds in Sindh educational institutes with following initiatives;
i. Establishment of a Gender Unit within the Sindh Education Department to promote gender-inclusive policy-making.
ii. Provision of free textbooks to all students.
iii. Girls' Stipend program, which provides financial assistance to girls from low-income families.
iv. Implementation of a digital learning platform to promote digital literacy.
v. Real-time school monitoring system to ensure teachers' attendance and functional facilities.
vi. Introduction of a mobile application to monitor schools and teachers.
vii. Geographic Information System (GIS) based monitoring to improve school monitoring
viii. Teacher training programs to improve the quality of education
ix. Revision of textbooks and associated curricula through comprehensive gender review and analysis.
Further, there are various projects are started with the collaboration of national and international NGOs and partners specially for girls' students. Keeping in view of the above, SE&LD take several steps for the above mentioned three goals.
· Under ASPIRE Project following steps has been taken:
i. Upgradation of primary schools to Elementary level to reduce the drop out ratio of students after passing the primary school due unavailability of Elementary school nearby, under ASPIRE project 60 schools are being upgraded in 4 districts i.e. Dadu, Shaheed Benazirabad, Tharparkar and Umerkot.
ii. To reduce the drop out ratio due to shortage of facilities in schools is also cater through ASPIRE project by providing toilet, drinking water and furniture facilities.
iii. To improve the literacy quality Sindh Foundational Learning Policy is under approval process. Foundational Learning Policy is an approach that focuses on building a strong foundation in core subjects like literacy, numeracy and critical thinking among the children enrolled in Early Childhood care and Education to grade 3.
iv. To increase the literacy rate in 4 lagging districts i.e. Dadu, SBA, Umerkot and Shaheed Benzirabad, Accelerated Learning centers are being established to engage out of school children with collaboration of Sindh Education Foundation (SEF).
· Under SELECT Project following steps has been taken:
i. Transforming Teaching Practices in Early Grades.
ii. Developing an Effective and Safe Learning Environment by Improved Learning Spaces, School Upgradation, Facilities and Infrastructure.
iii. Improving System Capacity for Effective School Leadership and Management Support by Automated Monitoring System, Resource Allocation and Support.
· Activities under Rolling Work Plan (UNICEF)
a. Enrolment and Retention Drive and Orientation of SMCs.
b. Provincial level planning for Sindh- Enrolment and Retention
c. Drive Provincial, regional and district launch of the Drive
d. Regional and District level planning, implementation and monitoring
e. Mobilizing public opinion using radio, and social mobilization through door-to-door campaign
f. Support to conduct orientation of SMCS/VECs to develop and implement School Improvement Plans (SIPs) with emphasis on increased enrolment, retention, completion and students' transition, especially girls) along with SIP software development and implementation.
Girls stipend:
a. RSU, is distributing stipend amongst girl students of classes VI, IX & X. The main
b. purpose of stipend is to:
c. Relieve financial burden of parents for educating their girl children.
d. Provide an incentive for girls to remain in school.
e. Decrease the drop out ratio of girls while promoting from class V to VI and from VIII to IX.
f. The collection rate was 78.5% in academic year 2022-23.

ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
Yes, the Government is working to ensure equitable access to quality education in all communities in Sindh, the following steps have been taken to ensure equitable access to quality education in all communities in Sindh.
a) The Sindh School Education Standards and Curriculum Act 2015/Rules 2017 was developed for the integration of 21st century learning skills.
b) Developed and notified ECCE Policy along with ECCE Curriculum, Standards and ECE Syllabus.
c) 6,562 ECE Classrooms have been established in all districts of Sindh.
d) Notified school clustering policy for up-gradation and integration of schools and retention of enrolment.
e) Developed Non-Formal Education Policy for Sindh.
f) DCAR has been revised and the Scheme of Studies from ECCE to XII have been notified.
g) SE&LD has developed Life Skill based Education (LSBE) Curriculum.
h) PITE has been mandated to conduct Teachers Training, so far regarding the training of the Teachers on LSBE (Life Skills based Education) more than 150 thousand HSTs, JESTs and TTI and GECE Teachers & Faculty have been trained by PITE in two rounds.
i) The Government of Sindh notified the Teaching License Policy on 15th June, 2023. In accordance with this policy, STS conducted the teaching license test on 28th January 2024, and the results were announced on January 30th, 2024. A total of 201 pre-service candidates and 445 in-service candidates passed the test, including various categories of teachers (HSTs JESTs, JSTs, ECTs, PSTs). The verification of the degrees is in process, and the license will be issued thereafter.
j) According to the Sindh School Education Standards & Curriculum Act-14 passed by Sindh Assembly, the Provincial Education Assessment Center (PEACE) is mandated to conduct large scale assessment at grade III, V and VIII levels. So far the PEACE has completed Grade III and V Assessment while grade VIII pilot testing has been completed.
PEACe has been also mandated to promote formative classroom assessment so far 4phases of Teachers Training have been completed through which more than 2000 Teachers have been trained to conduct Summative and Formative assessment at district level.
k) Another Initiative to Rapid scale-up of access to digital learning to all students in Sindh province through introduction of the Learning Passport.
l) As per the recommendations of Sindh Curriculum Council, the Sign Language is adopted and printed in the Inner Title Cover of the Textbooks of secondary level to help children who are facing the hearing and speaking challenges.
m) Continuous efforts have been made to develop and update Curriculum and Textbooks according to the 21st century learning skills. New curriculum and textbooks have been developed for all the grades to ensure access to quality education.

How many private schools are operating in the Provincealongwithsteps being taken by the Government to monitor and regulate the raise in school fees?
ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
At present 12185 registered private schools are operating in the Province of Sindh.
ii. The inspection committee, in accordance with Rule 7(1) of 'The Sindh Private Educational Institutions (Regulation & Control) Rules-2005', recommends the fee structure of the school at the time of registration or renewal of registration after a detailed inspection. The same rule is reproduced as under:
“The Inspection Committee shall recommend the fee structure of an institution after a detailed inspection of the institution at the time of registration of the institution to the registering Authority.”
iii. As per Rule 7(3) of "The Sindh Private Educational Institutions (Regulation & Control) Rules-2005", the Private schools may increase their monthly / tuition fee upto 5% annually with the prior approval of the Registering Authority only. The same rule is reproduced as under:
“The fee may be increased up to five percent only of last fees schedule subject to proper justification and approval of the Registration Authority.”
iv. A complaint cell has been set up at the Directorate of Inspection & Registration of Private Institutions Sindh to address the grievances regarding unauthorized tuition fees charged by the private schools. Wherein the complaints can be submitted online or through the Prime Minister's portal. The Directorate takes strict action against such schools, ensuring that excess fees are refunded to parents. The registration of some schools has also been suspended for charging extra fees.
v. Moreover, a continuous monitoring process is in place to oversee the private schools. To enhance this effort, 35 inspectors are being appointed for effective inspection and monitoring the private institutions in Sindh.

(a) Is it a fact that there is lack of education and buildings of Primary School have become deplorable in Sindh, teachers are not paying attention on education;
(b) If answer to (a) above be in affirmative, steps being taken to improve the same?
ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
It is a fact that there is a lack of education and the condition of primary school buildings in Sindh is not good as required, in this regard government feel its responsibility and take several initiatives/projects to address and overcome on this issue. There are reports of such schools, lacking basic facilities such as stable roofs, bathrooms, drinking water and furniture specially after the 2022 flood. In this regard, Sindh Govt. immediately established TLCS (Temporary Learning Centers) and approved various schemes/projects (funded by Sindh government own as well as getting foreign funds (Grants & Loans) for the rehabilitation/construction of fully damaged/partially damaged schools buildings. Simultaneously repair maintenance for partially damaged schools buildings also taken. Further, many of schools are now been renovated/ rehabilitated through collaboration of various local and international NGOs.
Through grants from various partner NGOs and Donors and ADPs construction and renovation work is also in progress through which thousands of damaged schools have been taken.
As far as concerned that the teachers are not paying attention on the education, it is to clarify that a robust bio-metric monitoring system is available and continuously working very vigilant and effectively, to check the teacher's attendance. Further through Student Achievement Test (SAT) are conducted to check the students/teachers' learning / teaching performance.
To improve the education sector in Sindh, the government has taken the following steps:
a) Emphasizing the importance of enhancing the quality of education across the province.
b) Investing in teachers training programs to ensure educators possess the necessary skills and knowledge.
c) Updating the curriculum to align with modern educational standards and incorporating innovative teaching methods.
d) Providing educational resources, including free textbooks, learning materials, and technology to all schools in Sindh.
e) Allocating a significant budget for the education sector, with a significant increase in 2024-25 compared to the previous years.
f) Implementing initiatives like the Teacher Licensing program to improve Teachers’ Quality.
g) Focusing on promoting Digital Literacy among students.
h) Providing access to computers and internet facilities in schools.
i) Ensuring transparency through bio-metric verification and real-time school monitoring.
j) Providing stipends to girls to promote education access and gender justice.
k) Outsourcing government schools to education organizations, especially in marginalized areas.

ANSWER

a) Privately managed schools are required to submit an audit report at the time of their registration renewal.
b) From 2018 to 2024, the registrations of about 8,400 schools have been renewed and these schools have submitted the audit report.

(a) Is it a fact that schools are being constructed in flood affected areas by USAID amid 2022 floods;

ANSWER

It is submitted that the USAID project i.e Sindh Basic Education Programme was under taken and the funds were released against 2010 flood and no any funds released by USAID for flood 2022. However, total 106 schools after 2010 flood, had been constructed in USAID project and handed-over to Education m the Department and the Sindh Basic Education project is closed in the year 2023.

College Side
The College Education Department, Government of Sindh, has taken several initiatives to ensure effective participation of parents, communities, and other stakeholders in the decision-making process and quality improvement measures. These include:
• College Management Committees (CMCs)
Formed with representation from parents, local communities, alumni, and other stakeholders to provide constructive feedback and insights on educational policies and initiatives.
• College Admission Committees (CAC):
Facilitate parental awareness by briefing parents/guardians on education policies during admission and obtaining their suggestions for improvement.
• Parent-Teacher Meetings (PTMs):
Conducted regularly under the framework of CMCs to:
- Share student performance and progress.
- Obtain valuable feedback and suggestions from parents.
- Address concerns and resolve issues promptly.
The Department has initiated reforms in collaboration with stakeholders to enhance education quality:
1. Teacher Training Programs – Organizing regular training workshops in partnership with communities and experts.
2. Curriculum Development – Engaging stakeholders in curriculum review and upgradation.
3. Infrastructure Development – Identifying needs through community input and implementing development plans.
4. Student Support Services – Expanding academic and counselling support in light of parental feedback.
5. Quality Assurance Mechanisms – Establishing monitoring and evaluation systems to ensure standards of teaching and learning.
The Department has integrated parental and student facilitation through the Sindh Electronic Centralized College Admission Program (SECCAP):
• SECCAP Forum: Online platform for students of government colleges to discuss academic matters.
• Attendance Checking Option: Enables both students and parents to monitor attendance online.
• Online Digital ID Cards: Facility for students ensuring transparency and accessibility.
• Facebook Page: Open channel for parents, candidates, and community members to raise concerns,
• Dedicated Helpline (021-111-002-100):
Functional since 18th August 2025, allowing candidates and parents to directly resolve admission-related issues.
The College Education Department, Government of Sindh, through CMCs, CACs, PTMs, and SECCAP reforms, has institutionalized parental and community participation. This collaborative approach ensures transparency, enhances student performance, and fosters strong relationships between parents, communities, and the Department.

The textbooks have been distributed. Teams from the Sindh Textbook Board are actively visiting schools across the region to address any outstanding demands arising due to increased enrollment. The Sindh Textbook Board committed to providing textbooks according to the actual requirements and needs of the institutions.

(a) Is it a fact that steps have been taken to enhance secondary education;
(b) If the response to (a) above is in affirmative detail of science lab and computer lab at Higher Secondary schools?
ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
(a) SINDH SCHOOL EDUCATION IMPROVEMENT PROJECT (SSEIP);
1. Provision of Science Lab Equipment’s to Existing SEF (Sindh Education Foundation) Schools.
By April 2023, 100 SEF-operated secondary schools were equipped with essential science lab equipment to support the teaching of Physics, Chemistry, and Biology.
2. Construction of 117 State-of-the-Art Secondary School Blocks
As part of SSEIP, 117 new school blocks are being constructed in 10 districts. These include:
· Fully furnished Science Laboratories (Physics, Chemistry, Biology)
· Modern Computer Laboratories integrated into Digital Library Rooms
· Furniture, safety measures, and utilities for effective learning environments
The construction is divided into three packages:
· Package I (40 schools): Expected completion by August-September 2025
· Packages II & III: Expected completion by May 2026
All completed schools will be handed over to Education Management Organizations (EMOs) under Public-Private Partnership arrangements, ensuring fully operational labs and facilities.
3. Additional Financing: Sindh School Rehabilitation Component
An additional 156 new secondary schools are under construction in five flood-affected districts of Upper Sindh. These schools will feature:
· Classrooms, Science Labs (Physics, Chemistry, Biology)
· Digital Labs integrated with library rooms
· Full furniture and ICT infrastructure
These schools are also being built in multiple packages:
· First package: Completion expected by March 2026
· Remaining packages: By September 2026
All 117 and 156 schools will be operated by EMOS to ensure quality education and proper maintenance of science and digital learning infrastructure.
(b) REFORM SUPPORT UNIT;
However, as Annual School Census 2024-25, list of Science & Computer Labs in higher Secondary Schools is under;

(d) SINDH EDUCATION FOUNDATION;
“Yes, in addition to various steps taken by the School Education & Literacy Department, the Sindh Education Foundation has also taken notable steps in promoting post-primary education across its Schools.
Currently, SEF has 77 higher secondary schools, however, there are 309 science labs and 304 computer labs across SEF Assisted Elementary / Secondary Schools altogether.”

Is it a fact that 4452 students are being provided scholarship by the SEF, If so, detail thereof?
ANSWER
SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-
Currently, 4208 students are being provided scholarship by SEF under the Sindh School Education Scholarship Program (SSESP) while 250 students have passed out at the closing of the last Academic Year. The detail are at Annexure placed on the Table of the House.
