How is the department working to improve the efficiency of tax collection in Sindh?

ANSWER

 

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

The Excise, Taxation and Narcotics Control (ET&NC) Department, Sindh, is responsible for the collection of various taxes and duties, including Motor Vehicle Tax, Professional Tax, Entertainment Duty, Cotton Fee, and Infrastructure Cess. To improve efficiency, facilitate taxpayers, and minimize public visits to departmental offices, the ET&NC Department has implemented a range of online services enabling citizens to pay their taxes conveniently and securely.

 

Elimination of Cash Handling:

The ET&NC Department has removed cash transactions at its Motor Registration Authorities. Payments are now processed exclusively through Alternate Delivery Channels (ADCs), such as online banking, ATMs, and mobile wallets. This initiative has significantly enhanced transparency, public convenience and operational efficiency.

 

Digitization of Professional Tax Payments:

Professional Tax has been fully digitized, allowing taxpayers to pay their dues via any banking channel, ATM, mobile wallets, or banking applications.

 

Progress in Digitizing Additional Revenue Streams:

The department is making strides toward enabling online payment options for Cotton Fee and Entertainment Duty, further advancing its commitment to a fully digital tax collection framework.

 

Extended Payment Flexibility for Motor Vehicle Tax:

To enhance taxpayer convenience and increase compliance, the department now permits Motor Vehicle Tax payments for up to the next five years in advance.

These measures demonstrate the ET&NC Department’s dedication to modernizing its services, ensuring transparency, and enhancing taxpayer convenience. All online services can be accessed through the department’s official website: www.excise.gos.pk.

How is the ministry working with communities to raise awareness about the dangers of narcotics and prevent substance abuse?

ANSWER

 

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

The Excise, Taxation and Narcotics Control (ET&NC) Department, prioritize the awareness programs displaying play cards, banners and posters in public spaces, Organizing events such as rallies and walks on 26th June, (International Anti-Narcotics Day). The Government of Sindh has introduced a Policy against Drug Abuse in Educational Institutions in Sindh 2024.With the approval of Provincial Cabinet Sindh, a “High Powered Monitoring Committee (HPMC)” has been constituted vide Notification No. SO (C-IV)SGA&CD/4-42/2024, dated 18th July 2024, Annexure A &B are placed on the Table of the Houseand three meetings have been held to ensure policy implementation through all stakeholders involved in curbing menace of narcotics in the society.

Is it true that drugs are being ordered online these days If so, how can it be stopped, and what efforts has the department taken to prevent it?

ANSWER

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

Yes, attempts of online drug procurement have been noticed; illegal drugs and counterfeit medicines are indeed being ordered online, often through illicit online pharmacies, social media platforms, or the dark web and subsequently shipped via postal or courier services. This practice presents new challenges for law enforcement due to the anonymity of the internet, coded language, and the use of virtual currencies.

 

To counter these threats, this Department, in collaboration with the Anti-Narcotics Force (ANF), Police, and other Law Enforcement Agencies (LEAs) has undertaken following measures:

§  Crackdowns and Operations: Sustained raids and enforcement actions against drug peddlers and narcotic-related activities across the province.

§  Enhanced Checkpoints: Reinforcement and establishment of checkpoints on highways and inter-provincial borders to monitor and intercept illicit substances. 

§  Inter-Agency Collaboration: Ongoing coordination with ANF and Police, including the signing of Memoranda of Understanding (MoUs) to strengthen intelligence sharing and joint operations.

§  Strengthening Narcotics Control Wing: Deployment of additional personnel and provision of modern training to enhance operational and intelligence-gathering capacity.

§  Public Reporting and Awareness: Appeals to citizens and students to report drug-related activities, coupled with plans to launch awareness programs in educational institutions.

§  Legislative Review: Identification of loopholes in existing laws and preparation of recommendations for amendments to ensure stricter penalties and prevent exploitation of legal technicalities                                     

 

While these measures primarily address physical drug trafficking, they also provide the foundation for tackling the evolving challenge of online drug sales through enhanced intelligence, cyber monitoring, and inter-agency cooperation.

Is it true that steps were taken to prevent usage of drugs in Karachi city during 1-1-2022 to 1-6-2025; if so, detail thereof?

ANSWER

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

 

Steps were taken to combat drug usage in Karachi City. During the specified period, hundreds of cases were registered against drug peddlers detail is at Annexure Placed on the Table of the House. Broadly, effective prevention strategies incorporate a combination of public education, community engagement, and coordinated law enforcement initiatives.

EFFORTS TAKEN BY THE EXCISE TAXATION AND NARCOTICS CONTROL DEPARTMENT.

The Narcotics Control Wing of this Department has implemented several measures to combat drug trafficking in Karachi.

§  Crackdowns and Seizures: The Department has intensified operations against narcotics trafficking, conducting major crackdowns across various areas. Notably, in collaboration with the Pakistan Maritime Security Agency, 552 kg of Charas and 100 kg of Ice (Methamphetamine) were seized. Another significant recovery of 50 kg of Ice was made in District Central.

 

§  Enhanced Checkpoints:  Checkpoints have been established along highways and inter-provincial borders to monitor the movement of illicit substance. The department has also received Portable Offices (Containers) from the International Narcotics and Law Enforcement (INL) to strengthen operational efficiency.

                  

§  Inter-Agency Coordination: MoUs are being finalized with various law enforcement agencies including the ANF and Police, to strengthen intelligence sharing and conduct joint operations.

 

§  Capacity Building: The Narcotics Control Wing is being reinforced through additional personnel procurement of arms, ammunition, and vehicles, and provision of advanced training in operations and intelligence.

 

§  Public Engagement and Awareness:  Citizens, particularly students, have been urged to report drug-related activities, with assurances of prompt action. Anti-drug awareness campaigns are planned in educational institutions under the oversight of a High-Powered Monitoring Committee.

§  Legislative Reforms: The department is reviewing existing laws to identify gaps and propose amendments aimed at ensuring stricter penalties for drug offenders. The Sindh CNS Act, 2024 has recently been amended to enhance its enforcement efficacy, the Sindh CNS Act, 2025.

What measures have been taken by the Sindh government to prevent drug trafficking in educational institutions, clinics, hospitals, and parks in the province during 01-01-2022 to 01-06-2025?

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

The Sindh Government has implemented various measures during the period from January 1, 2022 to June 1, 2025, to prevent drug trafficking in educational institutions, clinics, hospitals, and parks, focusing on legislation, increased enforcement, and the establishment of coordination mechanisms.

Legislative and Policy Measures

§  Enactment ofSindh Control of Narcotic Substance Act, 2024, and amendment Sindh Narcotic Control Substance Act, 2025, introducing stringent penalties and property seizure provisions.

§  Establishment of a Provincial Narcotics Control Wing and Special Courts are also being established for swift case disposal.

§  A Policy against drug abuse in educational institutions, in Sindh 2024 have been notified.

§  A “High Powered Monitoring Committee” (HPMC) has been established with the approval of Provincial Cabinet, Sindh, to ensure the strict implementation of the Policy against drug abuse in Educational Institutions in Sindh 2024.

 

Enforcement and Operational Measures

§  Intensified crackdowns to arrests the drug dealers.

§  Formation of task forces and committees for institutional coordination.

§  Initiatives for intelligence-sharing through a proposed fusion center.

§  Securing provincial border areas against trafficking through Check Posts.

§  Initiative of mandatory random drug testing of students with rehabilitation support for positive cases.

 

Awareness Measures.

§  Awareness Chapter in the syllabus to educate the students about the danger of drug-abuse.

§  Awareness campaigns highlighting the dangers of drugs, particularly crystal meth (ice) through banners & Play cards.
