Location-wise number of filter plants installed in District East Karachi during 2022-23 alongwith amount spent?
ANSWER
MR. MUHAMMAD SALEEM BALOCH, SPECIAL ASSISTANT FOR PUBLIC HEALTH ENGINEERING:-
It is intimated that execution of RO Plants/ Filtration Plants in District East, Karachi is not under the mandate of Public Health Engineering and Rural Development Department. Hence, no any RO Plants/Filtration Plants have been installed by PHED during the period 2022-23 in District East, Karachi.

ANSWER

78 Ro Plants installed at cost of Rs 855.073 Million during the period of 2018-19 to 2022-23 in the Province, location wise details are at Annexure placed on the Table of the House.

863 *Mr. Muhammad Aamir Siddiqui: Will the Minister for Public Health Engineering be pleased to State:-
(a) Is it a fact that a scheme No. 3490 of the “Construction of 3.0 MGD Filtration plant i/c distribution network for water supply scheme Rohri Taluka, Sukkur Rs. 641.518 Millions” (approved 13.05.22) is still not completed?
(b) If answer to (a) above is in affirmative, the reasons thereof?
ANSWER

The scheme was originally planned to provide 3 MGD Filtration Plant and distribution network for residents of Rohri Town who were receiving facility of settled water from old water works. In order to provide filter water to control water borne diseases this scheme was introduced and work is about to be completed.

District-wise detail of water filtration plant projects during last 5 years, including units with expenditures?
ANSWER

It is intimated that total 217 Filter Plants (Rapid Gravity Filter Plant, Reverse Osmosis Plants and Ultra Filtration Plants) executed during the last five years, the district-wise status of these Plants including expenditureincurred is at Annexure placed on the Table of the House.

(a) Is it a fact that contract of 750 R.O Plants worth Rs. 05 billion was awarded to Pak Oasis Company but at present so many R.O plants are non-functioning and those working are releasing saline water;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. MUHAMMAD SALEEM BALOCH, SPECIAL ASSISTANT FOR PUBLIC HEALTH ENGINEERING:-
It is intimated that contract of installation 750 R.O. Plants was awarded to M/s. Pak Oasis through defunct Special Initiative Department. After completion, these plants were maintained by M/s. Pak Oasis till 30th June, 2020. Contractually M/S Pak Oasis installed 750 RO plants; they have installed 748 plants in Tharparkar. Remaining two Plants were installed; one in Jamshoro District and 2nd one in Umerkot District. Now these Plants are maintained by PHED.
Besides, the O&M funds being provided to PHED in pursuance of the recommendation of the Water Commission that includes salaries of the contingent staff deployed on RO Plants. Since 2018 to 2024, the wages were increased from Rs. 15,000/- to Rs.37,000/- per month which has constrained the ability of the department to efficiently manage the O&M of the R.O. Plants within the available budget.
While annual O&M cost for a typical R.O. Plant is Rupees 500,000. The major component includes salary of operators / Chowkidar of plant which is calculated at the Government approved minimum wage of Rs. 37,000/- per month i.e. Rs.444,000/- for one R.O.Plant per annum.
The PHED Tharparkar is working to make the R.O. Plants functional and to provide portable water to residents of the Tharparkar under available budget.

Number of water filtration plants installed in PS-106 Karachi South during the period 01-01-2022 to 01-01-2025?
ANSWER

“No Water Filtration plants have been installed in PS 106, as PHED as per Sindh Government Rules of Business does not have the mandate to execute schemes in this area “.

What measures were taken to address sewerage line leakages in PS-106 Karachi South during the period 01-01-2023 to 01-01-2025?
ANSWER

“No leakages of Sewerages line have been addressed by PHED in PS-106, because as per Sindh Govt. Rules of Business, PHED does not have the mandate to address such matter in this area”.
