168 *Mr. Abdul Basit:
Will the Minister for Local Government be pleased to State:-
Is it a fact that employees of SBCA have been involved in bribery related to illegal constructions, if so, the details therefor as well as action taken in this regard?
ANSWER
MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-
It is submitted that various officers/officials have been transferred from their place of posting & directed to report to Administration Wing of SBCA. Moreover, 31 officers / officials have also been served with Show Cause Notices & accordingly inquires have been initiated against them on different reasons of negligence and involvement in illegal construction.
Further, SBCA has also taken demolition actions against the illegal & unauthorized construction and so far, 1560 demolition actions have been taken by the SBCA since 22nd March, 2024 to 31st December, 2024.

Whether it is fact that KW&SB has provided water connection to Bahria Town Karachi, if so, the details thereof alongwith revenue earrned by the Government?
ANSWER
MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-
It is submitted that:-
(a) Two 6 dia water connections have been sanctioned and 2.5 MGD water is being supplied to the Bahria Town, Karachi.
(b) Total recovery from Bahria Town Karachi is as under :-
(i) From the first financial year i.e. July- 2022 to June- 2023, an amount of Rs: 395.77 million was received.
(ii) Current month i.e. April- 2024, an amount of Rs: 33.10 million was received.

Whether beautifications schemes to beautify Karachi city are under consideration of the Government if so the details thereof alongwith amount allocated for same?
ANSWER

It is submitted that beautification schemes to beautify Karachi city reflected in the Provincial ADP 2024-25, under the portfolio of this department are at Annexure placed on the table of the House.

Location-wise number of functional pumping stations currently working in Karachi to supply water to the city?

It is further submitted that the details of water distribution boosting / pumping stations of Karachi is at Annexure placed on the table of the House.
605 *Mr. Abdul Waseem:
Will the Minister for Local Government be pleased to State:-
(a) Whether it is a fact that there is large number of encroachment in markets and on roads of Karachi;
(b) If answer to (a) above be in affirmative, any plan under consideration for the removal of the same?
ANSWER
MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-
It is submitted that the Anti-Encroachment Department of Karachi Metropolitan Corporation, is trying its level best for the removal of encroachment / road obstructions from roads & surrounding of the Markets on daily basis even day & night.
It is further submitted that a meeting was hold on 15th October- 2024, under the chairmanship of Honourable Chief Minister for Local Government and Housing Town Planning and the Mayor, Karachi Metropolitan Corporation, wherein it was decided to removal all sort of encroachment/road obstructions from roads and Market areas from the City.
In the light of above decision, operations under the supervision of District Administration and with the coordination of all 25 TMCs have been started and the main Arteries/Roads of the City are being cleared from the encroachment and trying to make Model Roads i.e. free from all sorts of encroachment/road obstructions.

When filter plant will be installed in Latifabad, Hyderabad to facilitate people with pure drinking water?
ANSWER
MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-
It is submitted that under the ongoing ADP Scheme, the 06 MGD Filter Plant for Latifabad area to provide water drinking facility to the inhabitants of the locality is under construction and the same is expected to be completed in June-2026.

Number of employees appointed in WASA,Hyderabad from 2018 to 2023, How many contractual employees were got regularized furnish details thereof?
ANSWER
MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-
It is submitted that approximately 2300 employees were hired / engaged purely on Contingent / Work Charged basis in WASA, now HW&SC up to the year of 2023 for 89 days only and no one has been regularized as yet.

Is it a fact that 250 contracted employees of Municipal Corporation Hyderabad have been sacked despite 8 years presence if so,furnish details?
ANSWER
MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-
In response to the question, the HMC Hyderabad has submitted that the services of all contract employees were terminated vide letter No. G/453/2023, dated 11.09.2023, after establishment of Sindh Solid Waste Management Board (SSWMB) vide Notification No. SO-III (LG)/1-27-2021, dated 08.06.2021, is at Annexure Placed on the Table of the House. Currently, the HMC do not have any contract employees.
Earlier, in pursuance of the government decision, i.e. Provincial Cabinet in it meeting held on 25th May-2021, the Local Government Department, Government of Sindh conveyed the approval of the Cabinet for transfer of Sanitation (Solid Waste Management Department /Section / Branch), including staff along with moveable and Immoveable assets of following Local Councils to Sindh Solid Waste Management Board.
1. Hyderabad Municipal Corporation, Hyderabad
2. Municipal Committee Qasimabad, District Hyderabad.
3. Municipal Committee, Kotri, District Jamshoro.
4. Municipal Committee TandoAllahyar, District TandoAllahyar.
It is pertinent to mention that all of these contract employees were working in the sanitation department, hence they could not be further utilized by the HMC.
