Number of burns wards are available in the hospitalsof Karachi alongwith number of the same to be built further?

ANSWER

 

DR. AZRA FAZAL PECHUHO: MINISTER FOR HEALTH:-

 

            There are 04- Burns wards in the Karachi, list is described below:

1.         Dr Ruth K Pfau Civil Hospital, South Karachi.

2.         National Institute of Child Health (NICH), South Karachi.

3.         Post Burn Plastic Surgery Ward at JPMC, South Karachi.

4.         Abbasi Shaheed Hospital (KMC), Central Karachi.

 

During the year 2023-24, no scheme for developing the Burn Wards in Karachi has been placed.

(a)     Whether the Health department has any plan to construct a new re-habilitation center to treat drug addicts in Karachi;

(b)     If answer to (a) above is affirmative, the details thereof?

 

ANSWER

 

DR. AZRA FAZAL PECHUHO: MINISTER FOR HEALTH:-

 

                There is no plan to construct a new Rehabilitation Centre to treat drug addicts in Karachi.

There are 14 Rehabilitation Centers in Sindh under jurisdiction of Health Department, Government of Sindh.List is described below:

Steps taken by the Sindh Government to control Aids in the province alongwith fund allocated for the same during FY 2018-19 to 2022-23 as well as amount actually spent?

DR. AZRA FAZAL PECHUHO: MINISTER FOR HEALTH:-

 

Health Department through Sindh AIDS Control Program has taken following steps to prevent the spread of HIV infection:

Advocacy and awareness sessions among prisoners, Doctors, Nurses, Healthcare Workers, Community Health Workers (CHWs), College and University Teachers and Students, Barbers, Truck/Bus Drivers as well as key population including transgender, female and male sex workers and people injecting drugs across the province by actively sending Frontline Workers of HIV/AIDS (CDC-I) Department in communities and spreading messages through social media, brochures, pamphlets and community leaders  to educate / sensitize general and kepy population about modes of transmission, prevention methods and importance of testing.

What is the current budget allocated to the Sindh Government Qatar hospital? Is it sufficient to address the needs according to the number of patients?

 

ANSWER

 

DR. AZRA FAZAL PECHUHO: MINISTER FOR HEALTH:-

 

Total Budget of Hospital is               1,168,792,000/-

a)      Human Resource (Salaries)               808,474,000/-

b)      Contingency                                      360,318,000/-

 

In response to meet the requirement of patients, it is sufficient budget in respective head of account and there is no any shortage of medicine

 

 

 

331      *MR. MAZAHIR AMIR:   

WILL THE MINISTER FOR HEALTH BE PLEASED TO STATE:-

 

(a)      Concerns   have   been   raised regarding the availability of essential medical supplies and equipment in government hospitals. Are there   any   budget   constraints impacting the procurement of necessary supplies and equipment?

(b)     How is the government ensuring a consistent supply of these critical resources in Sindh hospitals, including NICVD?

 

ANSWER

 

DR. AZRA FAZAL PECHUHO: MINISTER FOR HEALTH:-

 

No it is not a fact and there are no budgetary constrains which impact the procurement of necessary supplies and equipment in Health Facilities of Sindh. The entire allocated amount is released by Finance Department, Government of Sindh in each fiscal year to all Health Facilities. The Health Facilities on need basis get extra budget through revised estimates or on additional demand so that uninterrupted necessary supplies are ensured.

The Health Department is ensuring consistent supply of medicines and equipment in hospitals adopting multifaceted approach i.e effective procurement, logistic management, regulatory oversight, strategic planning and continuous monitoring & evaluation mechanism. The NICVD has separate Board of Governors (BoG) under the chairmanship of Hon’ble Chief Minister Sindh where all issues related to NICVD are addressed promptly as well as NICVD is directly responsible to BoG. Where, Minister Health remains Vice Chairperson of BoG and Secretary Health is also member of BoG.

(a)      Is it a fact that measures are being taken for family planning by health Department;

(b)     If answer to (a) above be in the affirmative, the details thereof alongwith budget earmarked for same during 2020-21?

ANSWER

 

DR. AZRA FAZAL PECHUHO: MINISTER FOR HEALTH:-

 

Health Department has successfully taken various steps / measures regarding Family Planning and improving access to promotion of family planning services, thus promoting healthy birth spacing in the community. In addition LHW provides guidelines on proper use of these contraceptives, they also create demand generation about maternal, newborn and child health including family planning and primarily responsible for conducting health education and FP promotion with in their communities.

In health Department, the program originally launched as “Prime Minister’s Program for Family Planning and Primary Healthcare in April 1994 pioneered by the then Prime Minister of Pakistan, Shaheed Mohtarama Benazir Bhutto, previously this program was also known as Sindh Lady Health Workers Program, presently this program is known as Reproductive Maternal Neonatal & Child Health (RMNCH).

As per Family planning activities, 20500 Lady Health Workers motivate and counsel clients for adoption and continuation of family planning methods. She has to register the eligible couples for family planning. She has to provide condoms, oral pills as per defined protocols, to eligible couples in the community and brief them regarding proper use and possible side effects.

In the vision of FP 2030, RMNCH is also working on PPFP, in this regard, 02 indicators Postpartum Family Planning (PPFP) and Post abortion family planning (PAFP) have already been included in the LHW-MIS system with the support of Pathfinder International. Furthermore, the training of all cadres of Health Care Providers (HCP) including Lady Health Workers (LHW) has also in process with respect to Postpartum Family Planning (PPFP).

Family Planning commodities (Oral Pills, Condoms, Inject able Contraceptives) are being provided by Population Welfare Department, Government of Sindh. The commodities are provided to Lady Health Workers for further distribution in their targeted communities so the Family Planning activities may be carried out in effective and efficient way. No any Family Planning item being procured by this office.
