Is it a fact that funds provided to the poor and orphan girls under the head of dowry fund during 2019 to 2023, if so, district wise details thereof?

MR. RIAZ HUSSAIN SHAH SHEERAZI, MINISTER FOR AUQAF, ZAKAT & USHR:
Disbursement of Zakat funds on account of dowry have been made by the District Zakat & Ushr Committees after determination of Istehqaq by Local Zakat & Ushr Committees concerned.
District-wise details of funds provided to poor and orphan girls in province on account of dowry during 2019 to 2023 alongwith amount in each case are as under (Year-wise detail is at Annexure placed on the Table of the Hours.:

The Auqaf Department provided facilities for Zaireen i.e. Drinking Water, Wazoo Khana, Washrooms and security arrangements i.e. CCTV system and walkthrough gates in different Dargahs. Main security provided by the police.

Procedure of distributing Zakaat fund in deserving students of schools alongwith amount distributed in the district West Karachi under the head of zakat during 2021 to 2023 December?
ANSWER
MR. RIAZ HUSSAIN SHAH SHEERAZI, MINISTER FOR AUQAF, ZAKAT & USHR:
Hon’able High Court of Sindh Circuit Court Hyderabad passed orders dated 29-12-2016 and 26-09-2017 in C.P. No. D-2248 OF 2013, D-3651 of 2016, D-214 OF 2017, D-652 OF 2017 AND D-857 OF 2017 that Zakat fund under the head of Educational Stipend should be allocated to all public sector / government universities as well as degree colleges on proportionate basis directly, not through the District Zakat & Ushr Committee. Hence no Zakat funds under the head of Educational Stipend provided to District West Karachi during 2021 to 2023. Since 2018-19 Zakat funds under the head of Educational Stipend are provided to public sector / government universities directly by Zakat and Ushr Department.

Amount spent from zakat fund under the head of marriage of poor and heirless girls during 2018-19 to 2022-23?
ANSWER

Disbursement of Zakat funds under the head of marriage assistance have been made by the District Zakat & Ushr Committees after determination of Istehqaq by Local Zakat & Ushr Committees concerned.
An amount of Rs. 122,809,000/- spent from Zakat fund under the head of Marriage of poor and heirless girls during financial year 2018-19 to 2022-23 (Year-wise detail is at Annexure placed on the Table of the House.

How does the department intend to equitably distributed Zakat and Ushr funds and provide them to those who deserve?
ANSWER

Under Section-9 (1) of Sindh Zakat & Ushr Act, 2011, all the Zakat funds have been distributed on the basis of population and as would help in ensuring satisfaction of the needs of the needy and the poor throughout its jurisdiction as far as possible, on a uniform basis.
