132      *Ms. Bilqees Mukhtar:  

Will the Minister for Social Welfare be pleased to State:-

 

Amount of grant given to the various NGOs by Sindh Government during 2018 to 2024 alongwith criteria fixed for said grant?

ANSWER

 

MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-

 

The required details of grant-in-aid allocated and provided to the NGOs by Social Welfare Department, Government of Sindh during the period from 2017-18 to 2023-24 are at Annexure placed on the Table of the House. There is a general criteria adopted for providing grant-in-aid by obtaining orders from the Chief Minister, Sindh and where required from the Provincial Cabinet Funds for the NGOs are also earmarked and allocated by the Finance Department, at the time of finalization of Budget Estimates of that financial year, after approved by Provincial Cabinet.

Will the Minister for Social Welfare be pleased to State:-

 

  1. Is it fact that a project of allocation of community development programme (CDP) for sustainable development Goals, Sindh was to be completed by June 2020;
  2. If answer to (a) above is affirmative, why the same has not been completed?

ANSWER

No such program under the name of Community Development Program (CDP) for sustainable development has been initiated / undertaken by Social Welfare Department.

 

871      *Mr. Muhammad Aamir Siddiqui:  

Will the Minister for Social Welfare be pleased to State:-

 

(a)   Is it a fact that ADP Schemes 4065, “Establishment & strengthening of Darul Atfal & Rehabilitation of street children through civil society organization Korangi no.05 Karachi approved in 2010 but still not completed after 13 years;

(b)  If answer to (a) above is in affirmative, reasons thereof alongwith current status of the same? 

ANSWER

 

MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-

 

It is fact that the scheme was approved in the year 2010, and it has been delayed due to reasons mentioned below:

  1. One of the reasons was law & order situation of the area.

 

  1. Besides, most of the work carried out was awarded on the basis of CSR-2012, therefore the actual cost of work became higher as compared to estimated cost of the PC-I. This resulted in cost overrun and a revised PC-I was prepared at an estimated cost of Rs. 265.020 million.

 

  1. After revision there was COVID-19 situation, therefore the masonry work of this scheme remained closed for two years.

 

  1. June 2025 is target date for completion of this scheme.

 

  1. The current status of scheme is 88% work done.

What is the current status of ADP schemes 4065, approved in 2017, regarding the “Establishment of Rehabilitation Center for Drug Addicts at Karachi”?

 

ANSWER

 

MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-

 

  1. Scheme is under revision due to huge variation occurs in market rates and dollar variation from 2017-18, till to date and in this costliness phase where dollar has been escalated to double of its value where construction material & revenue items increased to more than 200 times in comparison to the previous years. Hence most of the items need to be added on urgent basis which are necessary for the completion of this project and due to Covid-19, funds were not released by Finance Department at the time.\
  2. The tentative date of its completion of scheme is June 2025.

What steps have been taken by the provincial government in addressing the issue of gender-based pay gaps and promoting equal pay for equal work?

 

ANSWER

 

MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-

 

There is no any gender-based pay gaps among Provincial Government employees. The Government of Sindh adopts necessarily the pay scales of employees and pays all the regular employees in accordance with the Notification issued by the Pay & Pension Commission, Government of Pakistan. However, there is no discrimination among gender-based

What comprehensive efforts is the provincial Government taking to reduce poverty and improve the standard of living for those who are most in need?

 

ANSWER

 

MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-

 

The following Provincial Government Departments and Authority  /  Program have been taking comprehensive efforts to reduce poverty and improve the standard of living for those who are most in need:

 

  1. Benazir Bhutto Shaheed Youth Development Program (BBSYDP).
  2.  Zakat &Ushar Department.
  3. Social Protection Department.
  4. Minority Affairs Department,
  5. Women Development Department.
  6. Sindh Technical Education & Vocational Training Authority (STEVTA).

 

The Social Welfare Department is also imparting the skill Development & Vocational trainings through   Pilot Social Welfare Complex program, Women Welfare Centers and Computer training Centers in different Taluka in Province of Sindh.
