How does the ministry of narcotics control collaborate with law enforcement agencies to combat drug related crimes?

ANSWER

 

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

 

Collaboration between the Narcotics Control Wing and law enforcement agencies in Sindh plays a vital role in combating drug-related crime. Here are some effective strategies:

  1. Inter-Agency Training: The United Nations Office on Drugs and Crime (UNODC) facilitates training workshops for law enforcement officials from agencies such as Pakistan Customs, the Anti-Narcotics Force (ANF), and Pakistan Railways, Police Departments & Provincial Excise. These workshops focus on interdiction, risk assessment, and profiling of drugs and precursor chemicals. Operational-level officers gain advanced knowledge and technological expertise to enhance their capabilities.
  2. Information Sharing: Law enforcement agencies share intelligence and collaborate on investigations. This information exchange helps identify trafficking routes, apprehend suspects, and seize illicit substances.
  3. Border Security: Enhanced cooperation across borders is crucial. Regional collaboration helps intercept narcotics at customs and border checkpoints.
  4. Joint Operations: Coordinated efforts involve joint operations targeting drug traffickers and criminal networks. These operations leverage the expertise of both the Narcotics Control Wing and other law enforcement agencies.

Capacity Building: Training programs equip officers with skills related to drugs and precursor chemicals identification, and safety rules.

            What is the procedure to register Motor Cycle in the province alongwith its fees?

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

 

    1. Motorcycles are being registered under section 25(1) of Motor vehicle ordinance.
    2. The Purchaser must produce an original Sales Certificate and Invoice issued by the Manufacture Company, alongwith registration Application Form-F for new registration duly filled in all respect.
    3. After mandatory Biometric Verification of the Owner, the Counter Incharge insert particulars of the owner & motorcycle in the computer system, after payment of registration Fee etc into Bank Branch, through pay order.
    4. The details of Registration Fees are as under:-

 

Registration Fee 1% of invoice amount having Upto 149 cc engine capacity.

Registration Fee 2% of invoice amount having above 150 cc engine capacity.

Fixed Registration Fee of Rs. 1000/- for electric Motorcycles / Scooters.

  1. Is it a fact that Cantonment areas are not subject to Sindh Government taxes;
  2. If answer to (a) above is affirmative, the reasons therefor?

 

ANSWER

 

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

 

  1. Partially Affirmative.

 

  1. Cantonment areas in Sindh are not fully exempt from provincial taxes, but they operate under a separate taxation system define by the law. The Cantonment Boards, which are federal entities, hold the authority to collect local taxes, including property tax (following the 26th Constitutional Amendment), with their respective areas.

 

Historically, Cantonment Boards were established by the federal government, and their taxation powers are derived from the Cantonments Act of 1924. This Act grants these Boards the authority to impose taxes, including property tax, within their jurisdiction.

 

  1. The reason for this distinct taxation system is rooted is Pakistan’s constitutional framework. The Constitution gives the federal government the authority to legislate on matters related to defense and cantonment areas, which is why Cantonment Boards operate under federal jurisdiction with their own taxation powers.

                        What is the current status of property tax collection in urban and rural areas of Sindh?

 

ANSWER

 

MR. MUKESH KUMAR CHAWLA: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-

 

The Property Tax is levied exclusively on Urban Rating Areas and is governed by the Sindh Urban Immovable Property Tax Act, 1958.

The function of Property Tax collection has been transferred to the Local Government Department / Local Councils. This transition process began in July 2022 and was formally completed in July 2024, with the entire property tax records being handed over to the respective local councils.

Additionally, the Sindh Government Rules of Business have been amended through Notification No. SORI (SGA&CD)/1-155/2022, dated 21.07.2022. This amendment removed “Property Tax” from the list of functions under the Excise, Taxation & Narcotics Control Department, as specified in Serial No. 2 of Schedule-II of the Rules of Business, 1986 is at Annexure Placed on the Table of the House

This transition represents a significant step toward empowering local councils to administer and collect property tax effectively within their jurisdictions
