How will you ensure a data driven approach to identifying underserved areas and tailoring service delivery solutions to their unique needs?

It is submitted that the Sindh Solid Waste Management Board (SSWMB) is mandated to perform sanitation services across the whole of Sindh Province, subject to concurrence and approval by the respective local councils.
So far, SSWMB has outsourced sanitation services and awarded contracts to international firms in all seven districts of Karachi Division, as well as in the Divisional Headquarters of Hyderabad, Larkana, and Sukkur. Moreover, the tendering process for Shaheed Benazirabad and Mirpurkhas Divisions is currently in progress and will be floated after Transitional and Technical Advisory is provided by the Project Director of the World Bank-assisted Solid Waste Efficiency and Emergency Project (SWEEP).
Data-Driven Identification of Underserved Areas SSWMB ensures a data-driven approach through the following structured mechanisms:
1. Comprehensive Feasibility Studies
Before floating any contract, detailed feasibility studies are conducted. These studies assess:
· Population size and density
· Number of households
· Commercial activity levels
· Industrial clusters
· Existing waste collection gaps
· Infrastructure availability.
2. Waste Characterization Studies
Scientific waste characterization surveys are undertaken to determine:
· Types of waste generated (organic, recyclable, hazardous, etc.)
· Daily waste generation volumes
· Seasonal variations in waste patterns
This data enables tailoring of operational models (e.g., frequency of collection, type of vehicles, need for Material Recovery Facilities).
3. GIS Mapping & Operational Zoning
Operational areas are demarcated based on mapping of neighborhoods, density clusters, road accessibility, and informal settlements. This helps in identifying underserved or previously neglected pockets.
4. Performance Monitoring Systems
Through centralized monitoring mechanisms, field performance data is regularly analyzed to identify service gaps, response times, complaint frequency, and coverage inefficiencies.
5. Public Complaint & Feedback Data
Complaint data received via helplines and digital platforms is analyzed to detect recurring sanitation issues in specific areas, which are then prioritized for operational adjustments.
6. Tailored Service Delivery Models
· Based on collected data, customized solutions are adopted, such as: Increased manpower in high-density areas
· Deployment of specialized vehicles for narrow streets

Yes, it is a fact that Karachi Water & Sewerage Corporation (KW&SC) has not been handed over to Local Councils.
The Karachi Water & Sewerage Corporation is a duly constituted entity under the Karachi Water & Sewerage Corporation Act, 2023, duly passed by the Honourable Sindh Assembly. In accordance with the Sindh Rules of Business, the Corporation falls under the administrative purview of the Local Government, Housing & Town Planning Department, Government of Sindh.

What was the expected cost of the Korangi Causeway Bridge project, when did construction begin and when will it be finished?

· The approved cost of the project was Rs. 6,135.146 million.
· The physical construction of the project commenced in August 2023 and was completed in January 2026.

Number of ongoing projects of CLICK Project currently running in Karachi alongwith number of sewerage and fresh drinking water projects separately?

Ongoing Click Projects in Karachi:
The CLICK Project currently has 98 schemes under implementation across Karachi, 91 of these schemes are being executed for 25 Town Municipal Corporations, whereas, 7 schemes pertain to the Karachi Metropolitan Corporation. Furthermore, a total of 8 schemes contains partial sewerage infrastructure components.
However, there is no exclusive scheme under CLICK pertaining to provision of safe drinking water. Overall, these projects encompass rehabilitation of roads, parks, playgrounds, dispensaries, schools, community centers, IT centers, solar-powered street lighting, and basic infrastructure facilities.

What Steps are being taken by the department for the improvement of Karachi water and Sewerage Board (KW&SB)?

Hub Trunk Main Division, a wing of KW&SC, is presently carrying out de-silting of the Hub Reservoir to restore its original storage capacity, which had been reduced due to accumulated silt. The de-silting activity is expected to enhance the duration of water supply. Meanwhile, the Division has undertaken extensive repair and maintenance works, including rectification of heavy leakages on major PRCC and M.S. trunk mains, replacement/repair of damaged and jammed valves, and rehabilitation of transmission lines at various locations. These measures are aimed at minimizing water losses, improving operational efficiency, and ensuring better water supply to District West, Kemari, and parts of District East and Central.

Details of solid waste management projects initiated in Sindh during 2023-2025?

It is submitted that the Sindh Solid Waste Management Board initiated and implemented significant solid waste management (SWM) projects during the period 2023-2025 in order to improve municipal sanitation services, enhance environmental sustainability and modernize waste collection and disposal systems across key urban districts of Sindh Province.
1. Projects in District Sukkur (2023–2025) During the said period, SSWMB extended and strengthened its solid waste management operations in District Sukkur through outsourcing arrangements with an international contractor firm. The procurement and contracting process was carried out strictly in accordance with the rules and regulations of the Sindh Public Procurement Regulatory Authority (SPPRA), ensuring transparency, competitive bidding and compliance with statutory requirements.
Key features of the Sukkur project include:
· Door-to-door collection of municipal solid waste.
· Deployment of modern machinery, including compactors, loaders and waste transportation vehicles.
· Establishment and operationalization of Garbage Transfer Stations (GTS). Mechanized sweeping of main roads and arteries.
· Public awareness campaigns regarding waste segregation and cleanliness. Improved monitoring mechanisms through supervisory staff and performance benchmarkshe outsourcing model was adopted to enhance operational efficiency, introduce international best practices and ensure timely service delivery.
2. Projects in District South Karachi (2023–2025) Similarly, SSWMB initiated and/or expanded solid waste management operations in District South Karachi through international competitive bidding under SPPRA Rules. District South, being a commercial and densely populated zone of Karachi, required a comprehensive and technologically upgraded waste management system. Salient components of the projectinclude: Comprehensive door-to-door waste collection services. Mechanized sweeping of major commercial corridors. Installation and maintenance of waste bins at designated points. Lifting and transportation of waste to designated landfill sites. Deployment of modern fleet management systems for route optimization and performance monitoring. Strict performance-based contract management with penalty and compliance clauses. The initiative aimed to reduce illegal dumping, improve urban cleanliness standards and ensure environmentally compliant waste disposal practices.
3. Memorandums of Agreement (MoA) with Key Institutions In addition to district-level projects, SSWMB signed Memorandums of Agreement (MoAs) with several key institutions upon their requests to provide specialized solid waste management services within their respective jurisdictions. These include: Karachi Fish Harbour Authority For provision of waste collection and disposal services within the harbour premises, ensuring hygienic handling of fish market waste and marine-related refuse. Pakistan Railways Karachi Division For cleanliness and waste management services at railway stations and associated facilities under the Karachi Division.

The following is the list of underpasses under the jurisdiction of the Karachi Metropolitan Corporation (KMC), which were constructed prior to the period from 01.01.2022 to 01.01.2025:

What measures have been taken for the completion of K-4 Project in Karachi by the Government of Sindh during 1-1-2022 to 1-6-2025?
ANSWER

The execution of the main K-IV main system is the responsibility of WAPDA and is a part of the Federal Government. The Government of Sindh, however, is responsible for the augmentation and distribution-side improvements of K-IV within Karachi. In this regard, the Government of Sindh, with financial support from the World Bank (IBRD) and AIIB, has initiated an overall financing envelope of USD 600 million, comprising 80% donor funding and 20% Government of Sindh contribution. The augmentation component of K-IV is estimated at USD 260 million and is structured into three transmission routes with four packages, with tendering planned to commence from April 2026.
It is further submitted that the Government of Sindh has preponed the augmentation works on a 2.7 km stretch along University Road since it's a common corridor with the ongoing BRT Red Line Project. This section is presently under execution. As regards the main K-IV system, WAPDA has reported that approximately 64% of the physical progress has been achieved.

(a) Is it a fact that steps were taken to improve infrastructure of Karachi during 01-01-2022 to 01-06-2025;
(b) If the response to (a) above is yes further steps are being taken for the same in future?

Karachi is the largest city of Sindh Province and Pakistan, serving as the principal commercial hub of the country. Owing to continuous population growth and rapid urban expansion, there remains a persistent need to upgrade existing infrastructure and develop new facilities, particularly in the areas of roads, street paving, water supply, sewerage, drainage, and street lighting for the benefit of the general public.
(a) Yes. During the period from 01-01-2022 to 01-06-2025, the Government of Sindh, through the Local Government Department, undertook numerous development initiatives under the Annual Development Programme (ADP) to improve the infrastructure of Karachi. The details are as follows:
Financial Year 2021–22:
A total of 114 ADP schemes amounting to Rs. 44,017.130 million were executed. These included improvement and extension of water supply, sewerage and drainage systems, along with enhancement of road infrastructure and street paving works.
Financial Year 2022–23:
A total of 247 schemes costing Rs. 66,579.804 million were executed. These included improvement and extension of water supply, sewerage and drainage systems, enhancement of road infrastructure and street paving works, and street lighting projects.
Financial Year 2023–24:
A total of 236 schemes amounting to Rs. 84,862.457 million were executed. These covered improvement and extension of water supply, sewerage and drainage systems, as well as enhancement of road infrastructure, street paving, and street lighting works.
Financial Year 2024–25 (up to 01-06-2025):
A total of 554 schemes costing Rs. 326,467.644 million (comprising completed and ongoing works) were undertaken for improvement and extension of water supply and sewerage systems, as well as enhancement of road networks, street paving, and street lighting across Karachi.
(b) Yes. For the Financial Year 2025–26, a total of 511 schemes (both ongoing and new) with an allocation of Rs. 63,622.720 million have been included in the ADP. These schemes aim to further improve and expand water supplyand sewerage systems, road infrastructure, street paving, and street lighting across Karachi City.
The Local Government Department remains committed to continued enhancement of urban infrastructure in Karachi to meet the growing needs of the city.
