Is it true that children are being forced to work in brick kilns across the province,

If so, what measures are being taken to prevent it?

 

ANSWER

 

MR. SAEED GHANI: MINISTER FOR LABOUR AND HUMAN RESOURCES: -

The Inspectorate Wing of the Directorate General of Labour, Sindh, is actively enforcing labour laws in the brick kiln sector. As a result of these efforts, about 850 brick kilns across Sindh have been registered. Regular inspections are conducted, and wherever instances of child labour are detected, the employers concerned are prosecuted before the competent court of law.

It is, however, observed that children are often present at brick kilns accompanying their parents and may be seen assisting them. Section 9(3) of the Sindh Prohibitions of Employment of Children Act, 2017 provides that Sections 7, 8 and 9 of the Act shall not apply to any establishment in which any process is carried out by an occupier with the assistance of his family, or to any government-established, assisted, or recognized school for skill learning.

(a)Is it a fact that Minimum Wages Board was to be constituted under section 3(1) of the Sindh Minimum Wages Act, 2015;

(b)If answer to (a) above be in the affirmative, the details thereof, including rates of wages fixed for different categories of workers during 2022-23?

 

ANSWER

 

MR. SAEED GHANI: MINISTER FOR LABOUR AND HUMAN RESOURCES:-

 

Yes. Minimum Wages Board Sindh was constituted under section 3(1) of the Sindh Minimum Wages Act, 2015, vide Notification No. SO(L-II)/13-2/2016, dated: 09th August, 2023.

 

The minimum wages rates of the labourers had been notified under section VIII of Sindh Minimum Wages Act, 2015, vide No: L-II-13-3/2016, dated: 07th July, 2022 in which the minimum wage rate fixed for unskilled workers, i.e. Rs. 25000/-.

 

The rates of wages for other categories of labourers had been notified vide Notification No. L-II-13-3/2016, dated: 28.04.2023.

Minimum Wages per Month

a)      Semi-skilled                 Rs. 26,000/-

b)      skilled                          Rs. 31,961/-

c)      highly skilled               Rs. 33,491/-

Moreover, the current minimum wages rates for the different categories of workers had been notified vide notification No Notification No:L-II-13-3/2016, dated: 25.07.2025, as per following details

(a)       Is it a fact that workers in the Ibrahim Hyderi area died in 2025 after slipping into a pit that contained hazardous chemicals and animal waste used to make poultry feed?

(b)       any probes appear if the response to (a) above is in the affirmative?

ANSWER

 

MR. SAEED GHANI: MINISTER FOR LABOUR AND HUMAN RESOURCES: -

a)      It is not a fact that any worker died in 2025 in Ibrahim Hyderi by slipping into a pit containing hazardous chemicals or animal waste used in the preparation of poultry feed. No such accident has been reported to the Department on Form J-1 or Form H-I, as required under the relevant provisions of labour laws.

b)      Since no such incident occurred or was reported during the said period, no probe or enquiry was initiated in this regard.

(a)  Whether there is any mechanism for monitoring if an adequate salary is being provided to the domestic women workers;

(b) If the answer to (a) above is affirmative, provide details of policy/laws?

ANSWER

 

MR. SAEED GHANI: MINISTER FOR LABOUR AND HUMAN RESOURCES: -

 

Yes, the Sindh Domestic Workers Welfare Act, 2025 has been enacted on 19.05.2026 as Sindh Act No. XVIII of 2026. The Act provides the legal framework for regulating the employment and welfare of domestic workers including matters relating to wages and service conditions.

            Details of the mechanism under the laws is as under: -

 

·         Female domestic workers are entitled to six weeks of fully paid maternity leave.

·         Employer is legally prohibited from reducing her wages or terminating her employment due to pregnancy or maternity absence.

 

·         Full-time or live-in domestic workers cannot be forced to work more than 8 hours a day.

 

·         Maximum working time is restricted to 6 days a week.

 

·         Employers must provide workers with regular rest breaks, medical care, and a minimum number of meals during shifts.

 

·         Every worker is entitled to one full day of weekly rest.

 

·         If an employee is required to work on their designated 7th day, the employer must pay them double the normal wage.

 

·         Employers are legally bound to grant fully paid leave during religious festivals, including Eid holidays with complete salary.

 

·         Workers are guaranteed 10 casual leaves and 8 sick leaves with full pay every year.

 

·         Registered workers gain formal access to provincial social security, medical benefits, and compensation grants.

 

·         No worker can be paid less than the official minimum wage set by the Sindh Government.

 

·         Under-16 child labor is strictly banned and employing anyone under the age of 16 for household work is illegal

 

·         Teenagers between 16 and 18 years old can only perform "light work" that does not harm their health or education.

 

The law establishes a formal Dispute Resolution Committee to handle workplace grievances, wage delays, or contractual breaches between workers and employers.
