SAEED AHMED, MPA: The attention of this House is drawn to the incomplete construction of the District Head Quarter Hospital of Dadu the construction work of which was started in 2012 and had to be completed in 24 months, however it has still not been fully constructed after almost 8 years. Will the Honourable Minister for Health, Sindh be pleased to state the reasons for the delay in the completion of the Project and the steps taken to complete the construction work?

SEEMA ZIA, MPA: Will the Honourable Minister for Industries, Sindh may please to give answer/ statement that the main roads of the Karachi SITE area are broken and in bad state making it dangerous for Public usage considering daily passage of heavy vehicles. Give reasons why roads of this important Industrial area are not repaired as a priority?

06-   CALL ATTENTION NOTICE NO. 21 OF 2021;GIVEN NOTICE OF BY Mr. Jamal uddin Siddqui, MPA: Will the Honourable Minister for Home, Sindh may please to give answer/ statement that in Pir-Jo-Goth, District Khairpur Mir’s a seven year old girl has been killed after rape; what steps have been taken by the Government to arrest the culprits and to prevent such incidents in future?

2227.   *Mr. Jamaluddin Siddiqui:     Will the Minister for Labour & Human Resources be pleased to state:-

(a)   Is it a fact that employees of labour department are posted in other departments despite of clear orders of supreme court;

(b)   If answer to (b) above is affirmative, action taken by Sindh Govt. against this illegal act?

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

Only Mr. Ameer Bux, Naib Qasid (BPS-02) Directorate of Labour, Sindh is posted in Sindh Higher Education Commission, on deputation basis, vide SGA&CD Order No. SO/(Admin)/(SGA&CD)/2-151/2018/E-IV, dated 14.02.2018 for a period of two years, which has been  further extended for one year, vide, SGA&CD Order No. SOII (SGA&CD)/1-11/2019, dated 03.02.2020.

3540.   *Syeda Marvi Faseeh:          Will the Minister for Labour & Human Resources be pleased to state:-

Registration fee for the establishment of any factory alonwith the time period of registration of an industry?

ANSWER      

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

The Directorate of labour, Sindh registers factories under Section 11 of the Sindh Factories Act, 2015 and there is neither any fee for registration nor any time is fixed for registration.

4094.   *Dr. Seema Zia:         Will the Minister for Labour & Human Resources be pleased to state:-

Responsibilities of industrialists in case of loss of life injury of an employee including compensation policy as of May 31, 2018?

ANSWER      

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

The responsibilities of the industrialists are mentioned given under Section 3 and 4 of Sindh Workers’ Compensation Act, 2015, which are given as, under:

1.      In case of accidental death of worker, employer is liable to pay an amount of Rs. 5,00,000/- to the  legal heirs of the deceased worker.

2.        In case of permanent total disablement of worker, employer is liable to pay an amount of Rs.5,00,000/- to the worker.

3.    In case of temporary disablement, 1/2 of the monthly wages during the period of disablement or a period of one year reckoned from the date of injury, whichever is less and there after only. In cases of occupational diseases, 1/2 of the monthly wages during the period of disablement or for a period of five years, reckoned from the date of injury, whichever is less.

4101.   *Dr. Seema Zia:         Will the Minister for Labour & Human Resources be pleased to state:-

Sector-wise registered and unregistered labourers in Sindh as of May, 2018 including steps taken for their registration during May, 2015 to May, 2018?

Detail of sector- wise registered & un-registered labourers in Sindh, as of May, 2018 is given, as under:-

SESSI has issued letters to the employers for registration of their workers from time to time and also*Form R-2 has been provided to them.

            District wise detail of development schemes of workers Welfare board during 2015 to 2018?

(a)    Is it a fact that despite passing of Occupational Health and Safety Act, its rules have not been framed yet;

(b)   If answer to (a) above is affirmative, the reasons thereof?

ANSWER

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

No,  Rules of Occupational Health & Safety, have been notified vide Notification No. L-II-2-2-2019 dated 31.01.2020.

4676.   *Mr. Khurrum Sher Zaman   Will the Minister for Labour & Human Resources be pleased to state:-

            Number of Occupational Health and Safety Inspectors at present employed in the department?

ANSWER

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

There are fifteen (15) Occupational Health and Safety Inspectors at present in the Directorate of Labour, working/ employed.

4684.   *Mr. Khurrum Sher Zaman   Will the Minister for Labour & Human Resources be pleased to state:-

(a)   Is it a fact that child survey is being conducted by UNICEF to ascertain the exact number of Child Labour in the province;

(b)   If answer to (a) above is affirmative, expected date of completion of the same?

ANSWER

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

Yes, Government of Sindh with the technical & financial assistance of UNICEF is conducting Sindh Child Labour Survey and in this regard, Government of Sindh has allocated Rs. 96.3 million, during the current financial year, 2020-21.

The Survey was to be completed by September, 2020, but, due to COVID-19, all activities were suspended and same are being resumed and it is expected that Survey would be completed by end of March, 2021.
