3698.   *Mr. Arif Mustafa Jatoi: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that oil and gas have been partially devolved;

(b)   If answer to (a) above is affirmative, district-wise estimated reserves of the same in the province as on April 30, 2019?

ANSWER

 

     MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY: 

(a)      Yes, the subject of oil and gas has been partially devolved after the 18th Amendment to the Constitution.

 

(b)     The 18th Amendment to the Constitution of Pakistan brought some landmark provisions in oil & gas sector for the provinces.

 

Article 172(3) envisages vesting of oil & gas, which are lying within the province or territorial waters adjacent thereto, jointly and equally between Federal Government and Provinces.  However, the exploration of oil & gas is being controlled by Federal Government which is in contradiction to the spirit of Constitution.

 

Estimated reserves of the oil & gas as on 30th June, 2019 is given below:-

3732.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

 

Percentage of coal mine work carried out by the Sindh Engro Coal Mining Company and period on which generation of Megawatts is likely to be produced?    

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

SECMC has successfully completed 100%  1st Phase of Mining project where it is operating an open cast lignite mine with an Annual Capacity of 3.8 million tons per annum and supplying coal to 660 MW Mine Mouth IPP operated by Engro Powergen Thar Limited. Till date, SECMC has produced more than 4 million ton Coal.

 

Moreover, SECMC has recently achieved Financial Close to double its mining capacity to 7.6 million tons per annum, where it will supply coal to two more powerplants of 330 MW each being setup by Thar Energy Limited and ThalNova Power Thar Limited resulting in total electricity production of 1320 MW. Besides, SECMC plans to further expand Mine to 15.2 mt/a and has completed it Bankable Feasibility Study which will result in expected production of electricity to 2640 MWs. Further Power generation capacity will be enhanced to 5280 MWs from Thar Coal Block-II only at the mining capacity raised to 30.4 mt/a.


3864.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

(a)    Is it a fact that villages provided gas in the Province through Sindh Government funding during 2008-2013;

(b)   If answer to (a) above is affirmative, the details thereof including fund utilized?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

(a)   Yes

 

(b)   Energy Department is playing its role as the administrative department in connection with gas supply programme actively from 2013-14 under C.M. directives. Earlier, P & D Department was looking after this program.

 

That SSGCL is undertaking gasification schemes since 2008 based upon the directives and priorities received from Chief Minister’s office.

As per details provided by the SSGCL, as on 31-10-2020, 855 villages have been gasified so far. An amount of Rs. 5068.819 million has been spent on these gasification schemes out of total loan of Rs. 6500/- million disbursed to SSGCL during the period from 2008-09 to 2012-13. Work on 48 villages is in progress while work on 58 villages is yet to be started (Annexure-I Placed on the Table of the House).

It is to be informed that Physical verification of 846 villages has already been completed by the Energy Department, Sindh. 



4196.   *Mr. Hamid-uz-Zafar: Will the Minister for Energy be pleased to state:-

 

(a)   Is it a fact that amount released in head of development by the Oil & Gas companies during last five years in the province;

(b)   If answer to (a) above is affirmative district wise details thereof including utilization of the same

 

ANSWER

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY: 

(a)    Yes

 

(b)   Oil & Gas, Exploration & Production Companies, operating in Sindh, have been fulfilling their Social Welfare Obligations as under:-

 

1.      PRODUCTION BONUSES

Under Para 4.1.2, Petroleum Policy 2012, Production Bonuses are payable on a contract area basis.

 

2.      SOCIAL WELFARE 

The E&P Companies contribute in the social welfare in pursuance of Annex-3 of Petroleum Policy 2012.

 

3.      MARINE RESEARCH & COASTAL DEVELOPMENT FEE

In pursuance of Para 5.9 of Petroleum Policy 2012 “Marine Research and Coastal Area Development Fee” are charged to E&P Companies engaged in offshore exploration and production.

The aforesaid funds are being spent on the social welfare projects in and around the license / lease areas in a fair and transparent manner in accordance with the relevant guidelines issued by the Federal and Provincial Governments through Petroleum Social Development Committee (PSDC) and Petroleum Marine Development Committee (PMDC).

 

(b) District-wise details of funds received, spent, commitment of funds for expenditure, balance available, No. of schemes completed and ongoing from these funds up to Nov, 2020 is placed at Annexure-I Placed on the Table of the House. Copies of relevant paras of Petroleum Policy, 2012 is also enclosed (Annexure-II Placed on the Table of the House).

 

   

5284.   *Mr. Arif Mustafa Jatoi: Will the Minister for Energy be pleased to state:-

 

The total number of people being provided free electricity from the Thar Power Plant along with the total number of units supplied todate?


 

ANSWER

 

     MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

The total 4514 domestic consumers of Taluka Islamkot have been given incentive of 100 units free electricity.

However, total 2,828,918 units have been supplied by HESCO to the 4514 domestic consumers of Taluka Islamkot.

 

5604.   *Mr. Arif Mustafa Jatoi: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that a cess is being collected in oil and gas producing districts and spent on development schemes;

(b)   If answer to (a) above is affirmative, district-wise details of the schemes and expenditure thereon from July 1, 2018 to-date?
