1832.   *Mr. Sanjay Parwani:          Will the Minister for Mines & Mineral be pleased to state:-

 

District-wise number of mines on lease in the Province along with number of mines available for lease as well as criteria to get the lease?

ANSWER

Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:

There are two types of mining operations one for large scale and other for small scale mining. Mining lease is granted for large scale mining operation. Whereas, mining permit is granted for small scale mining. The district wise list of number of mines granted across Sindh is at Annexure-I placed on the Table of the House.

 

There are 27 minerals found in the province of Sindh, the list of such minerals along the estimated and un-estimated reserves is at Annexure-II Placed on the Table of the House.

 

The Mining leases and mining permits are granted in accordance with Sindh Mining Concession Rules 2002, whereas for granite, The Sindh Mining Concession Granite Order 2007 is applicable.

 

The criteria to get these mines are different for both mining leases and mining permits. For Mining Lease, application is submitted before Licensing Authority in approved form and documents required therein in accordance with Rule 10 and 49 of SMCR-2002. (Annexure-III Placed on the Table of the House).

 

For Mining Permit, application is submitted before Licensing Authority in approved form and documents required therein in accordance with rule 74, 75 and 83 of SMCR-2002 (Annexure-IV Placed on the Table of the House).

 

In addition, the licensing Authority, in his capacity under rule 11(1)(a)(ii)  of SMCR-2002, required additional documents for determining eligibility criteria and he got the public notice published in daily leading  newspapers in November-2018 (copy of public Notice showing additional documents is at Annexure-V Placed on the Table of the House). Besides he amended and approved application form for Mineral title/Permits (copy of approved application form is at Annexure-VI Placed on the Table of the House.



2168.   *Ms. Rana Ansar:     Will the Minister for Mines & Mineral be pleased to state:-

Number of lease of Granite at Karonjhar and Thatta has been given to parties along with names of the said parties?

ANSWER

Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:

It is submitted that the there are total Seventeen (17) mining License/leases/permit of granite in Nagar Parkar out of seventeen only six are in Karoonjhar, the details along with name of parties is at (Annexure-I Placed on the Table of the House).

It is clarified that in Sindh granite is found only in Nagar Parkar areas including Karoonjhar Range mountain in district Tharparkar.

It is submitted that, there is no granite in district Thatta.

 


2562    *Ms. Nusrat Sehar Abbasi:  Will the Minister for Mines & Mineral be pleased to state:-

 

(a)   Is it a fact that a scheme of environment mapping of mining areas of Sindh for conservation of minerals and natural resources (Karachi, Hyderabad, Sukkur, Thatta, Jamshoro, Khairpur, Thar, Dadu, Sanghar and Kambar) is at purview of your dept.;

(b)   If answer to (a) above is affirmative, date of start and completion of the same?

 

ANSWER

Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:

(a)   It is a fact that the scheme of Environmental Mapping of Mining areas of Sindh for conservation of minerals and natural resources (Karachi, Hyderabad, Sukkur, Thatta, Jamshoro, Khairpur, Thar, Dadu, Sanghar and Kambar) is at purview of Mines and Mineral Development Department.

 

(b)   (i) Date of start as per work order issued to the Consultant is 17.09.2019.

ii)  The date of completion for the scheme is 16.09.2021 (i.e Two Year) as per PC-II.


2564.   *Ms. Nusrat Sehar Abbasi:  Will the Minister for Mines & Mineral be pleased to state:-

 

(a)   Is it a fact that a scheme of study of identified minerals in terms of quantity and quality leading to market ability is at purview of your department;

(b)   If answer to (a) above is affirmative, current status, date of start and completion of the same?

 

ANSWER

Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:

(a)   It is a fact that the scheme titled as “Study of Identified Minerals in terms of quantity & quality leading to marketability” was initiated during year 2016-17 by this Department and DDWP approved the scheme on 28.09.2016 with approved cost amounting to Rs 65.450 million. The Expression of Interest (EOI) was published in leading newspapers time to time for hiring of consultants/ firms/ contractors but no participant applied; hence it could not be materialized.

i.     The EOI was re-advertised and got republished in the leading newspapers again when only one Consultant /Firm /Contractor participated in the re-advertisement.

ii.   For execution process this Department re-published   advertisement/ publication for Expression of Interest (EOI),  in leading newspapers but the same could not materialize for reason that only one Company (i.e. M/S DRD Deep Rock Drilling (Private) Limited) submitted their proposals and the said scheme could not be materialized for execution, too. Therefore, the scheme was dropped.

 

(b)   To obtain the same objective and scope for quantity and quality of mineral reserves, this Department proposed a new scheme in 2020-21 titled “Profile study for Identified Minerals for reserves estimation in province of Sindh” with estimated cost amounting to Rs 500.0 million, but the scheme is not reflected /approved for   ADP 2020-21 by the Planning & Development Department, Government of Sindh.

 

2920.   *Ms. Adeeba Hassan:           Will the Minister for Mines & Mineral be pleased to state:-

 

(a)   Is it a fact that there are legal platforms in the Province from where sand and gravel is being picked illegally;

(b)   If answer to (a) above is affirmative, the details & reasons thereof?

ANSWER

Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:

It is submitted that Mines and Mineral Development Department, Government of Sindh, has issued 67 mining concessions of mineral Sand and Gravel across the Sindh Province where its deposits are available, which is legal platform to undertake lifting of mineral including Sand and Gravel.

On the other hand, action by this Department is taken against the persons not having been granted mining concessions and carrying out unauthorized excavation of mineral. In this regard, teams of this Department assisted by police of Police Station Mines and Mineral Development raids from time to time at different locations from where information about any kind of illegal lifting of mineral is received.

In addition, it is stated that officers of Mines and Mineral Development Govt of Sindh has lodged one F.I.R and Submitted thirteen (13)challans against nineteen (19) perpetrators of illegal mining and seized nineteen (19) vehicles in previous two months,  in concerned districts courts in accordance with Sindh prohibition of talking minerals including Reti (Sand) and Bajri from any land Act 2003, the Honorable Courts imposed penalty upon the perpetrators in accordance with the said act and passed releasing orders.

As such the bottom line of the answer to the question under reference is that currently there are no legal platforms in the province to carry out illegal lifting of any mineral including sand and gravel
