164.     *Mr. Arif Mustafa Jatoi:       Will the Minister for Agriculture be pleased to state:-

(a)   Is it a fact that sugar cane price set for 2018-19 has not been increased for 03 years;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

Mr. Muhammad Ismail Rahu, Minister for Agriculture:

Yes. It is a fact that purchase price of sugarcane has not been increased since last three years.

The Chairman Sugarcane Control Board / Minister for Agriculture calls meeting of the board for fixation of Minimum Sugarcane Price every year in the month of October/November. The Sugarcane Control Board comprises of representatives from Growers and Millers besides official members.

After having detailed discussion by all the Stakeholders (Growers & Millers) and their mutual consent, minimum purchase price of Sugarcane per 40 Kg. is proposed for approval of the competent authority/cabinet. Therefore, Sugarcane price for 2018-19 was fixed same as per last three years.

It is further pointed that the Government of Punjab has also maintained the sugarcane price at Rs.180/- per 40 Kg during last three years.

 

279.     *Mr. Arif Mustafa Jatoi:       Will the Minister for Supply & Prices be pleased to state:-

(a)   Is it a fact that D.C.’s are the competent officers to control prices under price control and prevention of profiteering Act 1977;

(b)   Role of Provincial Government in price of control of goods?

 

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for Supply & Prices:

Yes, the Sindh Government, vide its Notification No. SO(C-IV)/SGA&CD/4-37/11, dated 01-08-2011, has appointed Commissioners, Addl. Commissioners, Deputy Commissioners and Assistant Commissioners as District Controller of Prices and Supplies in their respective jurisdiction in the Province (Annexure-I Placed on the Table of the House). Whereas, vide Home Department, Govt. of Sindh, Notification No. SO(Judl.1)/2-03/2006(A), dated 04.06.2012 all the Deputy Commissioner, Addl. Deputy Commissioners, Assistant Commissioners and Mukhtiarkars has been appointed as Special Magistrates with the powers of a Magistrate First Class, exclusively for the trial of offence relating to Price Control under any Provincial Law or Federal Law within their respective jurisdiction in the Province. (Annexure-II Placed on the Table of the House).

The Bureau of Supply & Prices was revived in 2008, subsequent upon its revival, the Bureau of Supply & Prices drafted bill as “The Sindh Essential Commodities Price Control and Prevention of Profiteering & Hoarding Bill, 2016” and placed it before the provincial cabinet after all necessary codal formalities. However, the provincial cabinet had referred to the sub- committee for deliberation.  

 

Meanwhile, Bureau of Supply and Prices had deputed its staff with the Deputy /Assist Commissioners (List attached at Annexure-III Placed on the Table of the House) for implementation of price list fixed/ notified by Commissioners/Deputy Commissioners. These teams conduct frequent visits in their respective jurisdiction and impose fine on profiteers.

The Staff of Bureau of Supply & Prices, Govt. of Sindh also remain present in the Weekly Bazaars, being organized in the vicinity of Karachi under the auspicious of Bureau of Supply & Prices and ensure the sale of the essential commodities at the Price fixed by the Commissioner for such bazaars.

Beside this, Bureau of Supply & Prices, also participate in the meeting held under the Chairmanship of Commissioner’s/Deputy Commissioners being attended by different Consumer Rights Association, Media personnel, wholesale & Retailers Associations for fixation of prices of essential commodities and submit its working papers for ascertaining the prices of different commodities.

 

557.     *Mr. Khurrum Sher Zaman: Will the Minister for Supply & Prices be pleased to state:-

(a)   Is it a fact that measures have been taken to ensure low prices and availability of essential commodities in the province;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for Supply & Prices:

 

It is stated that the Bureau of Supply & Prices was revived vide Govt. of Sindh Notification dated:11-02-2008(Copy is at Annexure Placed on the Table of the House), and “The Sindh Essential Commodities Price Control & Prevention of Profiteering & Hoarding Act, 2005”, was entrusted to this Bureau (Copy is at Annexure Placed on the Table of the House).

The powers to control the prices of essential commodities were delegated to EDOs and DDOs of the respective jurisdictions (copy is at Annexure placed on the Table of the House) and after the abolition of Sindh Local Government Ordinance (SLGO) all the powers were delegated to the Commissioners, Deputy Commissioners and Assistant Commissioners in their respective jurisdiction. (Copy is at Annexure placed on the Table of the House).

Whereas all the Deputy Commissioner, Addl. Deputy Commissioners, Assistant Commissioner and Mukhtiarkar are also declared as The Price Magistrate in their respective jurisdiction to exercise the power under Price Control Act, 1977  and Sindh Price Control Act, 2005 (copy is at Annexure placed on the Table of the House.).

 

Meanwhile, Bureau of Supply and Prices had deputed its staff with the Deputy /Assist Commissioners for Price checking in different markets throughout the Province. These teams under the District Administration conduct frequent visits in their respective areas and impose fine on profiteers.

Beside this, Bureau of Supply & Prices, also participate in the meeting held in under the chairmanship Commissioners/Deputy Commissioners for fixation of prices of essential commodities and submit its working papers for ascertaining the prices of different commodity. The same meeting is also attended by different Consumer Rights Association, Media personnel, wholesale & Retailers Associations for fixation of prices of essential commodities and submit its working papers for ascertaining the prices of different commodities.

2761.               *Ms. Rana Ansar:      Will the Minister for Agriculture be pleased to state:-

 

Number of bulldozers owned by Sindh Government as well as number of same actually required for the province?

 

ANSWER

Mr. Muhammad Ismail Rahu, Minister for Agriculture:

Agriculture Engineering wing of Agriculture Department owns 236 Nos. Buildozers, which were procured during 1991 to 2018 under foreign grant and various ADP Schemes. Out of these machines, 115 Nos. Buildozers have completed their life hours and are out of order. Remaining 121 Nos. Buildozers are operational.

Agriculture Engineering wing has the capacity to maintain 360 Nos. Buildozers at its strength, which are required by the Department to continue land development process in the Province.
