The first session of the Provincial Assembly of Sindh was held for two days viz 12th and 14th December 2002. The Assembly met at the Assembly Chamber, Karachi on Thursday 12th December 2002 at 10.00 a.m with the chairman Syed Jalal Mehmood Shah (former Acting Speaker of Provincial Assembly of Sindh) in the Chair. The 164 newly elected Members of Provincial Assembly of Sindh took the oath. On the 14th December 2002 the Honourable Syed Muzzaffar Hussain Shah elected Speaker in one-to-one contest with Jam Saifullah Dharejo. The total number of votes casted 163. Out of which the Honourable Syed Muzzaffar Hussain Shah, has secured 90 votes, whereas Jam Saifullah Dharejo, MPA has got 73 votes . Mr. Speaker took the oath in English before the Chairman Syed Jalal Mehmood Shah (former Acting Speaker of Provincial Assembly of Sindh). Mst. Raheela Tiwana polled 86, in a ballot which was marred by a boycott by the M.M.A and P.P.P.P. So accordingly Mst. Raheela Tiwana elected as Deputy Sepaker, Provincial Assembly of Sindh. Deputy Speaker took the oath in Sindhi before the elected Speaker Syed Muzzaffar Hussain Shah.The 28 Member of the Provincial Assembly of Sindh felicitated to Speaker and Deputy Speaker.
