CHAPTER V
SITTINGS AND CLASSIFICATION AND ARRANGEMENT OF BUSINESS

    27.    There may be four Sessions of the Assembly every year as follows:

        ( a )    Spring Session;

        ( b )    Summer Session;

        ( c )    Autumn Session; and

        ( d )    Winter Session.

    28.    Every sitting of the Assembly shall commence with recitation from the Holy Quran  followed by its Urdu and Sindhi translations 1[and a Naat Shareef   in Urdu and Sindhi on alternate days.]

2[29.    Unless the Speaker otherwise directs:_

    (i)        the Assembly shall meet on days of the week except Sundays and                            Holidays; and

    (ii)      the Assembly shall observe the following timings:_

                (a)    From 1st April to 30th September.
                MONDAY        From 9-30 a.m.  to 1-30 p.m.
                TUESDAY               -do-
                WEDNESDAY        -do-
                THURSDAY           -do-
                FRIDAY          From 9-00 a.m.  to 12-00 noon.
                SATURDAY   From 9-30 a.m.  to 1-30 p.m.

                (b)    From 1st October to 31st March.
                MONDAY        From 10-00 a.m. to 2-00 p.m.
                TUESDAY               -do-
                WEDNESDAY        -do-
                THURSDAY           -do-
                FRIDAY         From 9-00 a.m.   to 12-00 noon.
                SATURDAY  From 10-00 a.m. to 2-00 p.m.

    (iii)    if the business set down for the day is completed earlier or if it  is not completed in time, the Speaker shall adjourn the Assembly, provided in case of closure being in progress, the Assembly shall be adjourned after completion of the proceedings under the closure.
   
30.    Notwithstanding anything contained in these rules, the Speaker may at any time, adjourn a sitting and call the sitting so adjourned, at time and date different from that to which it was adjourned.
   
31.    Business of the Assembly shall be classified as :-
        ( i)     Government business, or
        ( ii)     Private business.

Explanation : Private business means and includes Bills, Resolutions and the Motions given notice of by a Member other than Minister.

   
32.    On 1[Tuesday.] private business shall have precedence, and on all other days no business other than Government business shall be transacted except with the consent of the Leader of the House or, in his absence, the Minister for Law and Parliamentary Affairs:

    Provided that if any 1[Tuesday] is a holiday, private business shall have precedence on the next working day:
   
    Provided that if any 1[Tuesday] is allotted by the Speaker for the presentation of the Budget or for any stage of the Budget, a day in lieu thereof shall be set apart by the Speaker for private business.
   
33.    (1)    The Secretary shall arrange Government business in such order as may be intimated by the Minister for Law and Parliamentary Affairs or in his absence by any other Minister.

         (2)     Private business may be transacted in the following order :
        ( a)     Bills to be introduced;
        ( b)     Resolutions;
        ( c)     Bills already introduced:

        Provided that the Speaker may direct that Bills and Resolutions may be taken up on separate days and in that case on the day reserved for Bills not more than half day may be devoted to the introduction of  Bills.

34.       (1)    The order of priority for introduction of Private Bills shall be determined by ballot.

            (2)    Bills already introduced shall be taken up in the following order:-

            (a)    Bills  for which the next stage is that the Bill be passed;

            (b)    Bill for which a motion has been carried that the Bill as reported by the                                                 Standing or Select Committee be taken into consideration;

            (c)  Bill for which the report of Standing or Select Committee has been presented;

            (d)    Bill for which the report of a Standing Committee or Select Committee is to be presented;

            (e)    Bill circulated for eliciting public opinion:

        Provided that the Bills of the same category shall be taken up according to the priority of introduction in the Assembly.

35.    (1)   The relative precedence of private resolutions shall be determined by ballot.

         (2)    A resolution not drawn in a ballot shall be included in the subsequent ballots in the same session of the Assembly.

36.    The ballot for Bills and Resolutions shall be held in accordance with the procedure set out in the Fourth Schedule subject to variations as may be made by the Speaker.
   
37.    (1)    The Secretary shall prepare and make available for the use of all Members and other persons entitled to take part in the proceedings of the Assembly a List of  Business for each working day.

        (2)    Save as otherwise provided in these rules:

       (a)     the business for the day shall be transacted in the order in which it appears in the List of  Business;

        (b)     no business other than that included in the List of Business for the day shall be transacted except  that of a formal or ceremonial nature as may be permitted by the Speaker;
 
       (c)     no business requiring notice shall be set down in the List of Business for the day before the expiry of the period of notice;

        (d)    unless the Speaker otherwise directs, not more than five resolutions, other than that which was taken up but not disposed, shall be set down in the List of Business for any day allotted for the disposal of private business.

38.    If the business fixed for any day is not disposed on that day, it shall stand over until the next day available for such class of business or such other day in the session as Member -in- Charge of the business may desire:

        Provided that private business so standing over shall have no priority on such day unless it has been commenced in which case it shall only have priority over other Private business except the Bills to be introduced.
