Subject:             RESOLUTION.

I am to state that the Provincial Assembly of Sindh in its sitting held on Tuesday, the 9th December, 2014 has unanimously passed the following Resolution moved by Mr. Nisar Ahmed Khuhro, Senior Minister for Education & Literacy, Sindh, Dr. Sikander Mandhro, Minister for Parliamentary Affairs, Sindh, Mr. Ahmed Ali Pitafi, MPA, Mir Nadir Ali Khan Magsi, MPA, Syed Sardar Ahmed, MPA, Dr. Suhrab Khan Sarki, MPA, Ms. Khairunisa Mughal, MPA, Ms. Ghazala Siyal, MPA, Ms. Nusrat Sultana, MPA, Mr. Muhammad Hussain Khan, MPA, and Mir Haji Muhammad Hayat Khan Talpur, MPA:-

 

“This Assembly 

 

Recalls that the 18th Constitutional Amendment was passed unanimously by Pakistan’s Parliament.

 

Reaffirms its commitment to the 18th Constitutional Amendment and its particular the process of devolution.

 

Regrets that efforts are afoot to rollback the Provincial Autonomy given under the 18th Constitutional Amendment.

 

Observers that the creation of the National Curriculum Council after the abolition of the concurrent list is ultra vires of the Constitution.

 

Further observes that a rollback in the health, education and other sectors is unconstitutional.

 

Warns that any deviation or rollback of the 18th constitutional Amendment will have serious consequences for the Federation.

 

Therefore, Sindh Assembly resolves and recommends to the Government to approach the Federal government to refrain from all delaying tactics in the way of implementation of 18th Constitutional Amendment in its true letter and spirit which, otherwise may prove detrimental to Provincial harmony.”
