Sub:  RESOLUTION.

I am to state that the Provincial Assembly of Sindh in its sitting held on Friday, the 7th December, 2012 has unanimously passed the following Resolutions:-

RESOLUTION; GIVEN NOTICE OF BY DR. SIKANDAR ALI MANDHRO, MPA,
MR. MUHAMMAD AYAZ SOOMRO, MINISTER FOR LAW & PARLIAMENTARY AFFAIRS
AND MS. HUMERA ALWANI, MPA.

This Assembly reiterates its strong resolve to reject the detrimental issue of construction of Kala Bagh Dam and expresses its feelings of aversion to the sources that disrespect the status of this august House ignoring the importance of many unanimously passed previous Resolutions against the Dam.

The issue or even the idea of constructing this Dam is tantamount to erode the foundations of national cohesion, destroy the provincial fraternity in general, and create socio-economic disaster for the Province of Sindh in particular and this House vehemently condemns those who have been supporting it.

This Assembly therefore resolves and recommends to the Provincial Government to vehemently oppose the controversial project at all levels to refrain from raising this dead issue, once and forever; because it is not acceptable in any case to the people of the Province who have shown their historic resentment at a sit up at Kamoon Shaheed under the leadership of Shaheed Mohtarma Benazir Bhutto in the near past.

MR. FAYAZ ALI BUTT, MPA, DR. SIKANDAR ALI SHORO, MPA,
MR. IMDAD ALI PITAFI, MPA, MR. NADEEM AHMED BHUTTO, MINISTER FOR KATCHI ABADIES, SINDH AND MS. HUMERA ALWANI, MPA.

This Assembly stands by the Resolutions passed by the Provincial Assemblies of three Provinces of Pakistan; namely Sindh, Balochistan and Khyber Pakhtunkhuwa and reiterates that the proposed Kala Bagh Dam is detrimental to the very Unity of Pakistan with the most dangerous repercussions on Sindh Province. This House condemns the decision of the Lahore High Court and the supporting statement by the Chief Minister, Punjab Mian Shahbaz Sharif in favour of construction of Kala Bagh Dam. This House therefore once again resolves and recommends to the Federal Government to abandon this project once for all in the larger interest of the people of Sindh and that the dead horse may not be given another life.

MR. MUHAMMAD AADIL KHAN, MPA, MR. MUHAMMAD MUZAMMIL QURESHI, MPA
AND MS. HEER SOHO, MPA.

In view of the fact that Sindh and two other Provinces had categorically rejected the proposal to construct Kala Bagh Dam on River Indus, as it would have adversely affected the economy of the three Provinces, this House resolves that any attempt to revive the proposal from any quarter shall be resisted and rejected outright by the Province and the people of Sindh.

MUHAMMAD SHAHARYAR KHAN MAHAR, MPA, RANA ABDUL SATTAR RAJPUT, MPA, MR. ABDUL RAZZAK RAHIMOON, MPA, ARBAB ZULFIQAR ALI, MPA, MR. AMANULLAH KHAN MASOOD, MPA AND MR. CHETTAN MAL, MPA.

The construction of Kala Bagh Dam is a dead issue, which has been rejected time and again by the masses of the Country. Several Resolutions has been passed against it by three Provincial Assemblies. Raising of this issue by any forum at this stage is nothing but creation of disturbance amongst the masses. Therefore it is once again resolved by this Assembly that the construction of Kala Bagh Dam is rejected.
