                     I am to state that the Provincial Assembly of Sindh in its sitting held on Monday, the 06th March, 2023 has passed the following Resolution moved by Mr. Jam Khan Shoro, Minister for Irrigation, Sindh Ms. Azra Fazal Pechuho, Minister for Health & Population Welfare, Sindh, Mr. Mukesh Kumar Chawla Minister for Parliamentary Affairs, Food and Excise Taxation Sindh, Mr. Imtiaz Ahmed Shaikh Minister for Energy, Sindh. This House resolves as under:- 

(1) That the 7th Housing and Population census should be carried out strictly in accordance with Law, in a fair and transparent manner so as to reflect the genuine head count of the people living in Pakistan.

(2) This House expresses its reservations that sufficient publicity and media coverage has not been given to this exercise of digital census and the people of the Province of Sindh have also been kept in dark about outcome of the pilot census which was conducted in July 2022.

(3) This House also expresses its serious reservations that despite start of census from 20th February, 2023, no public official responsible from the Government of Sindh has been provided access to the data set. Moreover, the dash board is also not operational, which casts serious doubt on the quality and quantity of enumeration.

(4) This House is cognizant of the fact that the people of the Province of Sindh are still recovering from the devastating floods in which 2.1 Millions homes were damaged, out of which 1.4 Millions homes/houses were totally destroyed and the families are displaced. It is also not known how those devastated homes will be counted, marked and geo-tagged. Similarly, no mechanism has been     shown with regards to seasonal migrations of considerable population that    takes place in the Province of Sindh.

 

(5) The Officers of District Administration have also raised issues pertaining to    flaws in block formation, inconsistencies in the provided maps and the on-ground situation. It is reported that many blocks are also not based on compact population.

 

                       In light of the above, this House resolves that:

 

a)     The Government of Sindh should approach the Federal Government to extend the date of self-enumeration, the period for house listing and head counting.

 

b)     In order to ensure transparency, a proper mechanism and coordination needs to be ensured between the Federal Government and all the Provincial Governments.

 

 

c)  Individual households must be given access to their own private information which is being captured through the census exercise so that credibility of the entire exercise is maintained and information so entered is also corroborated from NADRA.
