Subject:            RESOLUTION

I am to state that the Provincial Assembly of Sindh in its sitting held on Monday, the 24th May, 2021 has passed the following Resolution moved by Mr. Sohail Anwar Siyal, Minister for Irrigation, Sindh, Mr. Muhammad Ismail Rahoo, Minister for Agriculture, Sindh, Mr. Mukesh Kumar Chawla, Minister for Excise, Taxation and Narcotics and Parliamentary Affairs, Sindh, Syed Sardar Ali Shah, Minister for Culture & Tourism, Sindh, Syed Qaim Ali Shah, MPA, Jam Shabbir Ali Khan, MPA, Mr. Tariq Ali MPA, Syed Zia Abbas Shah, MPA, Syed Farukh Ahmed Shah, MPA, Syed Aijaz Hussain Shah, MPA, Mr. Muhammad Yousuf Baloch, MPA, Mr. Arif Mustafa Jatoi, MPA, Mr. Nand Kumar Goklani, MPA, Dr. Muhammad Rafique Banbhan, MPA, Ms. Sadia Javed, MPA, Ms. Shamim Mumtaz, MPA, Ms. Farhat Seemen, MPA, Ms. Hina Dastagir, MPA, Ms. Shazia Umar, MPA, Ms. Tanzila Umi Habiba, MPA, Ms. Ghazala Siyal, MPA, Ms. Heer Soho, MPA, Ms. Shaheena, MPA and Ms. Nusrat Bano Sehar Abbasi, MPA:

This House condemns Indus River System Authority (IRSA) decision to cut down Sindh’s water share by three tier formula which is a violation of 1991 Water Accord. The Province’s Agriculture sector contributes at least 23% of GDP of Pakistan. Not only in the economy at shake but also the livelihoods of many farmers across the Province.

The Water Apportionment Accord of 1991 is an agreement on water-sharing between the Provinces of Pakistan. IRSA’s decision to cut Sindh’s water supply is not only against the Water Accord of 1991 but also violates the very sanctity of the Constitution of Pakistan.

Thousand of acres shrinkage because of non-availability of water downstream of Kotri Barrage.

This House demands of Sindh’ due share to water in light of the Water Accord of 1991. All Provinces deserve fair distribution of water under the agreed formula. The relevant authorities must be held accountable for denying Sindh’s due share of water.
