DOW Medical Karachi was given the responsibility for the test questions. Thirty (30) questions were out of syllabus in the question paper prepared by the DOW Medical, 16500 students belong to Karachi and O level children are also included in it, the students of interior Sindh are also part of it. The merit of children of Karachi has been affected by this syllabus. What steps have been taken by the Health Minister and Government to solve this problem?

 

03.    CALL ATTENTION NOTICE NO. 04 OF 2022; GIVEN NOTICE OF BY MR. NAND KUMAR GOKLANI, MPA: Will the Honourable Minister for Home, Sindh may please to give answer/ statement that why Police and other Law Enforcement Agencies have been failed to take action against the bandits (Dacoits) in the Katcha areas  of districts Kashmore, Ghotki and Shikarpur? The recent incident in which five Police Officials who were killed there in District Ghotki by the bandits. On alternate days they kidnap innocent people and challenge the writ of Government by releasing video statements on social media.

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

No, it is not a fact.

In fact, all routine Laboratory tests are being done in Pathological Lab of Lyari General Hospital Round O’clock. However, for the specialized tests of Indoor & COVID-19 patients, DOW Lab has established its collection point to collect samples and perform the same.

As regard the Ultrasound Machine, there are two ultrasound machines fixed in Radiology Department and one in gynae ward for gynae and Obs patients.

            What is the function of Sindh Health Care commission?

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

            The functions of Sindh Healthcare Commission are as under:

·      Regulation of healthcare services both public and private.

·      Provision for improvement, access, equity and quality of healthcare services to ban quackery in all its forms.

·      Exercise such powers as may be required to improve quality of healthcare services and clinical governance.

·      To maintain register of all healthcare services providers.

·      Grant, revoke and renew license to persons involved in healthcare services

·      Monitor and regulate the standards of healthcare services.

·      Accreditation to healthcare service providers who meet the prescribed criteria and standards.

·      Inquire and investigate into maladministration, malpractice and failure in provision of healthcare services.

·      Impose and collect penalties on violation.

·      Grading of healthcare establishments.

·      Hold seminars, conferences on developing awareness.

 

 

 

4028.   *Ms. Sarwat Fatima: Will the Minister for Health be pleased to state:-

 

(a)   Is it a fact that preventive steps have been taken to control TB in the province;

(b)   If answer to (a) above is affirmative, the details thereof including budget allocated for same during 2016-18?

a)   It is a fact that Health Department, Government of Sindh has taken steps through Sindh T.B Control Program to control T.B. The details of steps are as under;

 

Currently 495 Diagnostic and Treatment centers (public & private) have been established in primary & tertiary level hospitals including GDs, BHUs, MCHs, THQs, DHQs and Civil Hospitals where all T.B drugs are provided free of cost.

There is only one Provincial Program for Hepatitis Prevention and Control initiated in 2008 by Chief Minister Sindh. The Program carry out its activities (screening, vaccination, diagnoses and treatment) through its Hepatic Sentinel Sites and vaccination centers across the Province.

            What is the current rate of low weight for height (wasting) in Sindh?

According to National Nutrition Survey (NNS) - 2018; 23.3% children (<5 years) are waste.

6554.   *Ms. Nusrat Sehar Abbasi:  Will the Minister for Health be pleased to state:-

 

District-wise steps taken regarding nutrition deficiency and shrivel disease in children in Sindh during 2013-18

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

In 2013-2014, Health Department with assistance of World Bank Launched Nutrition support Program in following 09 districts of Sindh. However, NSP was closed in December, 2019.

(1) Kamber –Shahdadkot (2) Larkana (3) Kashmore (4) Jacobabad (5) Tharparkar (6) Umerkot (7) Badin (8) Sanghar (9) Tando Muhammad Khan.

Later on, the Hon. Chief Minster declared ‘Nutrition Emergency in Sindh in 2016’ and accordingly launched multi-sectoral “Accelerated Action Plan (AAP) for reduction of Stunting and Malnutrition in Sindh – Sehatmand Sindh (2016-17 to 2020-21)”.

To execute the intervention, 08 Departments are working (Health, Local Government, Agriculture, Livestock, Fisheries, Population Welfare, Social Welfare and education Department) under the umbrella of AAP Secretariat, Planning & Development Department, Govt. of Sindh.

·         The Coverage has been expanded from 9 to 23 districts now.

·         13 districts (Sukkur, Mirpurkhas, Khairpur, Naushero Feroze, Ghotki, Hyderabad, SBA, Badin, Sanghar, Kashmore, Jacobabad, Tharparkar & Umerkot) are covered by AAP Health Sector.

·         10 Districts (Kamber Shahdadkot, Shikarpur, Larkana, Matiari, Tando Allahyar, TMK, Thatta, Sujawal, Dadu & Jamshoro) are covered by European Union (EU) Funded Program, Program for Improvement of Nutrition (PINS-2)

·         For children with Severe Acute Malnutrition (SAM), AAP Health Department component has established 1,087 Outpatient Therapeutic Program (OTP) sites (755 by AAP Health and 332 by EU PINS-2) in 23 Districts under the management of PPHI.

·         SAM children with medical complications where treated at Nutrition Stabilization Centre (NSC) which are 24 in number (one in each implementation district).

·         The surgeries done there during 2018-19 are as under;

            How the board of Health Care Commission is constituted, give details?

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

 

Sindh Health Care Commission is under the Section 5 of the Sindh Healthcare Commission’s Act 2013, requirement of the constitution of the Board is as follows:

Copy of Act attached as Annexure-1 Placed on the Table of the House

1.      The general superintendence, direction and management of the affairs of the Commission and overall policy making in respect of its operations shall vest in the Board which may exercise all such powers and do all such acts, deeds and things which may be exercise or done by the Commission under this Act.

2.      Government shall notify the Board which shall consist of nine Commissioners seven of whom shall be nominated on the recommendation of the committee.

3.      A person shall not be eligible to be nominated as Commissioner unless he possesses a minimum of fifteen years experience in public or private sector.

4.      The Committee shall recommend to Government a panel of two person of each vacant post of the seven Commissioner to be nominated on the recommendation of the Committee

5.      Government shall nominate a former judge of the Sindh High Court and a financial expert as Commissioners.

 

 

6.      The Board shall regulate the conduct of its meetings, quorum and minutes of the meetings

7.      Government shall prescribe the remuneration payable to a Commission for attending a meeting of the Board. Constitution of the Board

8.      A decision of the Board shall not be valid if decided in a meeting without quorum.

9.      The Committee, for the purpose of recommendation for nomination of Commissioners under this section, shall consist of the following”

            i.               Health Minister Chairperson

          ii.               Health Secretary Member

        iii.               Vice Chancellor of a Public Health University nominated by Government Member

        iv.               Vice Chancellor of a Private Health University nominated by Government Member

          v.               President / Secretary General of PMA Sindh Member

        vi.               President / Secretary General of Private Hospital Association Member

      vii.               One representative of College of Physicians and Surgeons of Pakistan Sindh Chapter Member

    viii.               An eminent senior medical professional recognized nationally and internationally,be nominated by the Secretary Health not below the rank of Grade 20. Member
