Counting on achievements of GoS’s flagship Peoples Poverty Reduction Program formerly named as “Union Council Based Poverty Reduction Program (UCBPRP)” launched for reducing poverty in Shikarpur and Kashmore-Kandhkot districts in 2009; GoS extended its coverage to Badin, Khairpur Mirs, Mirpurkhas, Sanghar, Thatta and Umerkot districts in 2017 (a brief / supplementary material on UCBPRP renamed as Peoples Poverty Reduction Program), its achievements and phased expansion is at Annexre-I Placed on the Table of the House.

European Union (EU), following on the philosophy of UCBPRP, designed its SUCCESS in 2016 and targets reduction of poverty and enhancement of livelihoods by investing more than Rs. 8 Billion over a period of 5 years covering districts of Tando Muhammad Khan, Sujawal, Matiari, Jamshoro, Tando Allahyar, Dadu, Kambar@Shhadadkot and Larkano is at Annexre-II Placed on the Table of the House.

Cabinet has approved GoS Poverty Reduction Strategy (PRS) in 2018. PRS is a policy document based on which GoS strategizes its poverty reduction interventions (A brief on its philosophy and approaches is at Annexre –III Placed on the Table of the House.

(a)    Is it a fact that approved/un-approved schemes included in ADP during last 05 financial years were deleted from ADP;

(b)   If answer to (a) above is affirmative, the details & reasons thereof including year/department-wise name of schemes with estimated cost?

There were some schemes which were deleted / not continued by the concerned Administrative Departments in next year’s ADP while assigning reasons thereof.

The Administrative Departments include new/ un-approved schemes at the time of formulation of ADP. Later on, during the process of approval / implementation there are few schemes, which are found to be not feasible due many reasons hence the departments drop / delete those schemes from ADP.

Number of new schemes allocated during 2018-2019 along with detail of the schemes?

There were only 25 New Schemes in the ADP 2018-19 having allocation of Rs. 21,000.00 million as per details is at Annexre Placed on the Table of the House.

As against these 25 New Schemes of ADP 2018-19, 22 schemes are included in ADP                    2019-20 with an allocation of Rs. 9,435.848 million.  

2550.   *Ms. Nusrat Sehar Abbasi:    Will the Minister for Planning & Development be pleased to state:-

(a)    Is it fact that a scheme community development program through civil society  organization and others including corporate sector was to be completed by June 2018 with estimated cost of Rs.3000.00 million;

(b)   If answer to (a) above is affirmative, the present position of the same?

ANSWER

There was no such scheme with the nomenclature “Community Development Programme through civil society organization and others including corporate sector” included in ADP 2017-18 which was required to be completed by June, 2018.  However, an allocation of Rs.20,000.00 million for “Community Development Program for Sustainable Development Goals” was included in ADP 2017-18.

The above program was not continued in ADP 2018-19.

 

2551.   *Ms. Nusrat Sehar Abbasi:    Will the Minister for Planning & Development be pleased to state:-

(a)    Is it a fact that a scheme establishment of Sindh Data Centre for Bureau of Statistics Karachi was to be completed by June 2018 with estimated cost of RS-124.000 million;

(b)   If answer to (a) above is affirmative, current status of the same?

ANSWER

a)      Yes,

      The revised scheme namely “Establishment of Sindh Data Centre in Bureau of Statistics” was approved by PDWP in its meeting held on 24-05-2013 at the cost of Rs. 124.00 Million and completed in June 2018 during financial year 2017-18 at the cost of Rs. 107.028 Million. Then, Bureau of Statistics, P&D Department has submitted PC-IV of the scheme.

 

b)      Current Status:

      The BOS has established a data center in its head office located at Bureau of Statistics Complex, Punjab Chowrangi, Clifton Karachi. Data Center is equipped with IBM servers and relevant equipment, and networked with more than 50 computers at head office. Data Center has sufficient data storage and processing capacity to host and process all the databases.

      Data center has played a key role in building the IT skills of Bureau of Statistics Staff. BOS website established through this project for the publication and ease of statistical users such as researchers, academia and policy makers. Sindh Data Center is used for the improved data collection and repository. Its Computer-lab is connected with Servers through intranetworking which is used for data processing of different small-large scale surveys (major surveys are MICS 2014, MICS 2018-19 and Child Labour Survey, 2019).

This data center will further be strengthened through hiring of human resource and undertaking various initiatives and survey which is under process.

2649.   *Mr. Shahnawaz Jadoon:      Will the Minister for Planning & Development be pleased to state:-

(a)    Is it a fact that government had announced to complete 293 development projects up to December, 2013 in Sindh;

(b)    If answer to (a) above is affirmative, the details thereof?

 

ANSWER

The Administrative Departments allocated full funds for 710 schemes to be completed by June, 2014. The Departments confirmed to complete 237 schemes by December, 2013 subject to 100% release of allocated funds. However, the Departments were able to complete 152 Schemes by December, 2013 based upon the release position and site conditions.

The Departments completed total 607 schemes by June, 2014. These include 152 schemes completed by December, 2013 and 455 schemes by June, 2014. The list of 152 schemes is at Annexure Placed on the Table of the House.

2669.   *Mr. Shahnawaz Jadoon:      Will the Minister for Planning & Development be pleased to state:-

(a)    Is it a fact that a project to convert salty water into sweet water has been started in Karachi;

(b)   If answer to (a) above is affirmative, the details thereof?

Only one scheme namely R.O Desalination Plant @ Manora Island which is reflected at S.No. 2037 at the cost of Rs. 427.648 million is under execution during current financial year 2021-22 Rs. 323 million (expenditure have been incurred upto June, 2021 throwforward is Rs. 104.470 million. Full funds have been allocated during current financial year 2021-22. The expected date of completion is June, 2022.

Whereas 45 R.O Plants having capacity of 15.000 GPD installed at different locations of Karachi by SID (Special Initiaitive Department) Phase I &II, the details is at Annexure-I Placed on the Table of the House.

2694.   *Mr. Arslan Taj Hussain:      Will the Minister for Planning & Development be pleased to state:-

Number of employees of P&D Department regularized under regularization Act-2013 including cadre/seniority of same as well as number of employees not yet regularized or waiting for promotions?

ANSWER

It is stated that services of total 106 (one hundred six) contract employees working in various development schemes / projects / programs, functioning under the administrative control of Planning & Development Department were regularized under Section-3 of (Sindh Regularization of Adhoc and Contract Employees) Act, 2013.

 

Matter related to the seniority and service structure of the employees so regularized would be decided once they are shifted to non-development side.  In this regard, the competent authority has already approved the Summary regarding creation of posts on non-development side.

 

There are around fifty (50) employees from BPS-01 to BPS-17 appointed in various projects / programs / development schemes on contract basis.  Since, these employees were appointed after cut-off date i.e. 25th March, 2013 set in the Sindh Regularization of (Adhoc & Contract Employees) Act, 2013, their services can not be regularized. However, their contract appointments are extended, on need basis.

 

As far as promotions are concerned, it may be mentioned that total 55 (fifty-five) officers & officials of P&D Department and its attached offices have been promoted in the current fiscal year 2020-21. As such, no case of promotion is pending at this point in time.

 

2887.   *Ms. Adeeba Hassan: Will the Minister for Planning & Development be pleased to state:-

(a)    Is it a fact that Government has started a program namely “Marble City”;

(b)   If answer to (a) above is affirmative, the details thereof?

The scheme was originally approved by PDWP in its meeting held on 10.03.2011 at the cost of Rs.50.00 million. Later the scheme was revised at the cost of Rs.140.00 million in PDWP meeting held on 08.11.2011.  An expenditure of Rs.76.525 million was incurred upto June 2020.

It is submitted that Investment Department, through letter dated 01.06.2020 is at Annexure-I Placed on the Table of the House has intimated that the ADP 2019-20 scheme # 879 has been excluded from ADP 2020-21 in pursuant of decision made in 29th meeting of Public Private Partnership Policy Board (The PPP Policy Board) under the chairmanship of Honourable Chief Minister, Sindh.  It was approved in the said meeting that Marble City Project will be executed under the PPP mode and Transaction Advisory phase for Marble City Project Karachi will be initiated through Project Development Fund (PDF).  Now this project is with PPP Unit, Finance Department.

Number of programmes allocated in ADP 2018-19 and how much the same has been implemented up to now?

There were 2251 development projects in Annual Development Program 2018-19. out of which 458 projects costing Rs.75.00 billion were completed by June 30, 2019 and 1853 projects with an allocation of Rs.161.741 billion are continuing in ADP 2019-20.  As on January 31, 2020 Finance Department has released Rs.89.118 billion on these ongoing projects and the Administrative Departments have incurred total expenditure of Rs.51.497 billion.

 

4426.   *Dr. Seema Zia:         Will the Minister for Planning & Development be pleased to state:-

District-wise people living below poverty line in province as of May 31, 2018 including poverty alleviation programs initiated during May, 2015 to May, 2018?

The Federal Government has developed a Public Portal (www.data4pakistan.com) for Poverty Estimates of every district in Pakistan.  The district wise list of number of poor people of the province of Sindh collecting from portal is at Annexure-I Placed on the Table of the House.

The Government of Sindh (GoS) has initiated a pioneering programme Peoples’ Poverty Reduction Programme (PPRP) in 2008-09, it was formerly named as Union Council Based Poverty Reduction Program.  This program aims at improving the quality of life of the marginalized communities through Social Mobilization and Income Generation.

 

The PPRP was initiated in February, 2009 in two districts of Sindh, namely Kashmore-Kandhkot and Shikarpur.  In 2010, the program was expanded to two additional districts of Jacobabad and Tharparkar.

 

In 2016, the PPRP was further expanded in six districts of Sindh i.e Khairpur, Sanghar, Umar Kot, Mirpur Khas, Thatta and Badin. In 2019, two more districts i.e. Sukkur and Ghotki were brought under PPRP.  Currently, PPRP is operating in eight districts of province.  The detail of People’s Poverty Reduction Program (PPRP) in Sindh is at Annexure-II placed on the table of the House.

(a)    Is it a fact that department charge 1% amount of total allocation of each Provincial ADP Schemes being third party monitoring;

(b)   If answer to (a) above is affirmative, year-wise amount collected during last five years including action taken against defaulters its utilization?

Regarding the action taken against defaulter of utilization, it is submitted that the collected amount is being utilized for conducting Third Party Monitoring on the request of relevant Administrative Departments, therefore, question of defaulter of utilization does not arise.

Aims and functions of Sindh Coastal Community Project?

Aims & Functions of Sindh Coastal Community Project:

 

01.   The main aim and function of the project was to uplift the socio-economic conditions of the designated coastal community of Thatta and Badin which are the poorest districts of the province where the poverty extends to 79% of which 54% are the poorest (ADB 2006). Historically Thatta and Badin are the two major hazard-prone districts of Sindh, which frequently face cyclones, heavy rainfall, droughts, and floods in quick succession.

 

02.    The overall project aim is to improve the sustainable livelihood of the poor inhabitants of eight coastal Talukas of Thatta and Badin districts, which may be elaborated as under:-

 

        i.      To diversify household income generation options and access to service in ways sustainable to the fragile ecosystem.

      ii.      To improve coastal zone management by stabilizing environmental degradation, protecting coastal areas from accelerated coastal erosion.

    iii.      To strengthen institutional capabilities for coastal zone planning and development and management of fisheries resources.

 

03.  The project costing Rs.266.883 million (GoS Share) phased over the period of 5 years was initiated in 2007. The project was launched in eight coastal Talukas i.e. Mirpur Sakro, Ghorabari, Keti Bandar, Kharochan, Shah Bandar, Jati, S.Fazul Rahu (Golarchi) and Badin of District Thatta & Badin. The project was completed on 30.6.2013.  The program has been executed by the following organizations:-

        i.            National Rural Support Programme (NRSP)

      ii.            District Govt. Thatta & Badin;

    iii.            Forest Department;

    iv.            International Union for Conservation of Nature (IUCN) and

      v.            Livestock & Fisheries Department.

04.       Consequently, on completion of the Project on 30th June, 2013, the interventions were transferred to concerned organizations / departments for operation & maintenance of the completed interventions.
