This House should be apprised that what steps the police are taking to stop it?

345.     *MR. ARIF MUSTAFA JATOI:    Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that Sindh Government has done nothing to stop the direct theft from river system in Punjab;

(b)   If answer to (a) above be in affirmative, the reason thereof? 

ANSWER

MR. JAM KHAN SHORO, MINISTER FOR IRRIGATION:

It is not fact. As per Indus River System Authority Act 1992, IRSA is responsible for regulation and monitoring the distribution of water sources of Indus River in accordance with water Accord amongst the provinces and to provide for matters connected therewith and ancillary thereto.

In a recent meeting of IRSA Advisory Committee held on 1.10.2018, the representative of Sindh Province demanded third party audit to ascertain the factual position of river inflows, system losses and provincial utilization.

349.     *MR. ARIF MUSTAFA JATOI: Will the Minister for Irrigation be pleased to state:- 

(a)   Is it a fact that over one M.A.F of water from Sindh quota is currently being directed siphoned out of the River Indus above Sukkur Barrage in violation of the Water Accords;

(b)   If answer to (a) above be in affirmative, the reason thereof? 

ANSWER

MR. JAM KHAN SHORO, MINISTER FOR IRRIGATION:

It is not fact. The utilization by Canals at three barrages is included in the Water Accord of Sindh Province. Losses en-route is not been included in Sindh share.

1789.* MS. MANGLA SHARMA: Will the Minister for Irrigation be pleased to state:-

Number of Small and Large Dams in Sindh along with their water storage Capacity?

ANSWER

MR. JAM KHAN SHORO, MINISTER FOR IRRIGATION:

There is non any Dam In constricted by Small Dams Organization Sindh, as yet however the detail of 62 Small Dams/ Weirs constructed under ADP and PSDP Program and their water storage capacity is 1,119,967,46, in further the detail is at annexure placed on the table of the House.

1821.* DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Irrigation be pleased to state:-

(a)    Is it a fact that water is not being provided in downstream Kotri.

(b)    If answer to (a) above is affirmative, quantity of water flow during March, May, July and August, 2018.

ANSWER

MR. JAM KHAN SHORO, MINISTER FOR IRRIGATION:

Yes, it is fact that water was not released in downstream Kotri Barrage during the months of March to August, 2018.

Details of discharges at Kotri Barrage downstream of March to August 2018 is at annexure placed on the table of the House.

(a)    Is it a fact that people recruited in Irrigation Department during  2017 - 18;

(b)   If answer to (a) above is affirmative, grade-wise details thereof including procedure followed?

ANSWER

MR. JAM KHAN SHORO, MINISTER FOR IRRIGATION:

Yes, it is a fact that department on the recommendation of Sindh Public Service Commission and with the approval of the Competent Authority (40) eligible candidates were appointed to the post of Assistant Executive Engineer Civil (BPS-17) in the year 2018, out of which (02) candidates have not joined their duties as yet.

3393.* MS. RANA ANSAR, MPA: Will the Minister for Irrigation be pleased to state:-

(a)       Is it a fact growers association are demanding for substitute of Sukkur Barrage as the Barrage has completed its  physical life and government has formulated a plan in this regard:

(b)      If answer to (a) above is affirmative the detail thereof? 

ANSWER

MR. JAM KHAN SHORO, MINISTER FOR IRRIGATION:

The demand from the growers for substitute of Sukkur Barrage has not been receive. However the survey study work has been started for the substitute of Sukkur Barrage. Recently a Project for the Modernization of Sukkur Barrage which was approved by the ECNIC with the Cooperation of world Bank.

Approved cost of the Project is as under:-

a)    World Bank Loan                       Rs.  14,685 million

b)   Government of Sindh Share       Rs. 1002.25 million

c)    Government of Pakistan share   Rs. 1002.25 million

         Total Cost:     Rs.16,689.5 million

·         Major scope of work is replacement of all Barrage and Canal Head Regulator Gates.

·         Repair and Rehabilitation of civil work structures etc

(a)    Is it a fact that amount sanctioned for repair and maintenance of Gudu Barrage during 2018-19;

(b)   If answer to (a) above is affirmative, the detail thereof including amount actually spent and work carried –out?
