(a) Is it fact that a project of construction of two (02) courts building at Johi Dadu with cost of Rs.55.000 million is to be completed by June 2019;

The scheme was approved on 27/8/2008 at an estimated cost of Rs.256.826 Million Block. With completion plan period of three years but due to adequate funding and hike in the cost of construction material, labour charges, work could not be completed within original approved cost and scheme needs revision, revised rough cost estimate under preparation.

(a) Is it a fact that the officials are working on O.P.S basis in the province despite the fact that there is no legal provision allowing this type of posting in Sindh Civil Servants Act;

Rule 8A of the Sindh Civil Servants (Appointment, Promotion & Transfer) Rules, 1974 the appointing authority is competent to fill a post on acting charge basis the most senior officer otherwise eligible for promotion in the organization, cadre or service as the case may be and this Rule has also been validated by the Hon’able High Court of Sindh, Sukkur Bench in C.P No. D-1285/2010 and also by the Hon’ble Supreme Court in C.P.L.A No. 108-K/ 2014 (Province of Sindh Vs. Dr. Mazhar Ali Khamisani), and this dictum laid down by the Hon’ble Supreme Court and Hon’ble High Court has been followed by the competent authority in the letter and spirit.
However, there is no official working in O.P.S basis in Law & Parliamentary Affairs Department and its attached offices i.e.

The Sindh Witness Protection Act, 2013 was promulgated on the 1st of November, 2013 which lays the structure of the witness protection under section 4 in the province.Witness Protection measures vary from case to case basis and details can be provided by the Home Department for which a fresh question may be submitted.

Yes, it is fact, Government intends to appointment Parliamentary Secretaries.
In Parliamentary systems of Government of several jurisdictions, it is customary for the Chief Executive of Federation or Province to appointment Parliamentary Secretaries in the Parliament / Assembly members (Lawmakers) to assist the Cabinet Ministers, in their work.
Likewise, with us Chief Minister is competent to appoint the Parliamentary Secretaries under section 2(b) of the Sindh Parliamentary Secretaries (Salaries, Allowances and Privileges) Act, 1974. The appointment of Parliamentary Secretaries is made from the governing party from amongst MPAs / Lawmakers to assist the Ministers in their Assembly work. The terms and conditions are governed under Act ibid.
