Summary of Proceedings

Provincial Assembly of Sindh in its sitting held on Tuesday, the 15th February, 2022 has passed the following Resolution No. 739;given notice of by Mr. Nand Kumar Goklani, MPA:

 

This House resolves and recommends to the Government of Sindh to approach Federal Government to take back the unjust decision of enhancement of petroleum prices and supply of Regasified Liquefied Natural Gas (RLNG) instead of Local/ indigenous natural Gas to the consumers for domestic/ industrial/ CNG & commercial use in the Province of Sindh.

 

While the Sindh Province produces approximately 64% of the Gas in the Country for the requirement of domestic/ industrial/ commercial use in the Province of Sindh is 39%. So there is no need of RLNG for Sindh Province.

 

Article 158 (Priority of requirements of Natural Gas) of Constitution of the Islamic Republic of Pakistan, 1973 provides that “The Province in which a well-head of Natural Gas is situated shall have precedence over other parts of Pakistan in meeting the requirements from the well-head, subject to the commitments and obligations as on the commencing day”.

 

Therefore, the Federal Government take notice of violation of Article 158 of the Constitution and immediately stop the un-justified load-shedding of Gas in the Province of Sindh.

 

Surprising thing is that there is no any allocation of RLNG to Sindh Province SSGC supplying Local / Indigenous GAS and collecting RLNG bills which is clearly unjustified to the people of Province of Sindh.

3158.   *Syed Abdul Rasheed: Will the Minister for Energy be pleased to state:-

 

(a)  Is it a fact that Sindh is starting a program to install Separate transmission line;

(b)  If answer to (a) above is affirmative, the details thereof?

 

ANSWER

 

     MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

(a)      Yes.

 

(b)      Government of Sindh has designated Sindh Transmission and Dispatch Company (STDC) as a Provincial Grid Company (PGC) under section 18A of Regulation of Generation, Transmission and Dispatch of Electric Power Act 1997 (NEPRA Act 1997) to engage in the transmission of electric power within the territorial limits of Sindh.  

 

STDC is a commercial and for-profit company duly licenced by NEPRA. In pursuance of section 18B NEPRA Act 1997, STDC is responsible, among other things, to provide transmission and inter-connection services to the national grid company i-e NTDC and to others, wherever necessary, at such rates, charges and terms and conditions as the NEPRA may determine.  

 

STDC may lay specific transmission lines for the projects within the Sindh Province. Currently STDC has been mandated by PPP Policy Board of Government of Sindh to facilitate the electricity infrastructure including transmission line and grid stations for the supply of power to KW&SB & K-IV Water Pumping Stations. 

 



3699.   *Mr. Arif Mustafa Jatoi: Will the Minister for Energy be pleased to state:-

 

(a)   Is it a fact that there are many sites in Sindh where hydro-electric power can be generated;

(b)   If answer to (a) above is affirmative, locations and potential capacity?

ANSWER

(a)    Yes.

 

(b)   Based on the pre-feasibility study conducted in 2012, the consultant identified following locations for possible generation of power through run of river projects in Sindh.

Function and benefits of (LOIs) with detail?   

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

The Letter of Intent (LOI) is an initial level document outlining the understanding between two or more parties which understanding that they intend to formalize in a legally binding agreement. Broadly, it is an intent of one party relative to another. This concept, to some extent, is similar to Memorandum of Understanding (MoU).

In case of energy sector development and pursuance of certain policy framework in vogue, a Letter of Intent (LOI) is issued to a power project sponsor enabling it to carry out a bankable feasibility study, obtain relevant generation / transmission / distribution licenses and seek corresponding tariff from NEPRA and enter into power purchase agreement, if applicable, with CPPA-G. LOI generally envisages some milestones which are mandatory to be achieved in pre-defined timeframe by the prospective project developer.

 

In case of renewable energy sector, Energy Department Sindh issued LOI in pursuance of Renewable Energy Policy 2006 (now defunct) to power developers / sponsors for establishment of a renewable energy projects in the Province.

 

 

3868.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

 

(a)   Is it a fact that 100 Mega watt’s Power Company has been established at Nooriabad;

(b)   If answer to (a) above is affirmative, benefits achieved and fund utilized alongwith areas where such mega watt’s Power Company is being supplied?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

         

            Yes.

Government of Sindh under PPP mode established 2 x 50 MW (100 MW) natural gas fired power plants at Nooriabad through two companies namely Sindh Nooriabad Power Company (SNPCL) and SNPCL-II. It is 49%: 51% shareholding arrangement wherein Government of Sindh owns 49% shares. The debt-to-equity ratio for the project was 80:20. Total coast of both projects was Rs. 15.2 Billion. The project achieved COD in January 2018 and since then 100 MW power is being supplied to M/s KE. The residents of Karachi are beneficiary of this electric power.

 

5421.   *Mr. Khurrum Sher Zaman: Will the Minister for Energy be pleased to state:-

 

Location-wise Solar Energy Plants working in Sindh including new Plants installed during 2017 and amount spent?

 

ANSWER

 

     MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

2-Solar Power plants of 50 MW each namely Gharo Solar Power and Oursun Pakistan Limited are operational and injecting power in the KE System at Gharo.

These projects are IPPs based and were initiated by the Federal Government. The cost of Gharo Solar Power project is 41.620 USD million and Oursun Pakistan Limited is 42 USD million.

 

 

6516.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

 

(a)   Is it a fact that a project to convert Thar Coal into Gasification is at purview of the department;

(b)   If answer to (a) above is affirmative, the date of start present position and expenditure so far incurred on it?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

            Yes, Thar Coal into gasification is purview of the Energy Department, Government of Sindh.

 

As such there is no any project under execution.
