MUHAMMAD RIAZ HAIDER, MPA: The attention of this is drawn towards establishment of illegal construction in my Constituency PS-130 Karachi Central. A residential housing society based in district west is constructing a bridge over a Katchi Abadi in my Constituency which falls in the jurisdiction of district central Karachi. Upon inquiry the constructor provided me a document that dated back to 2019 with no current approval or NOC for the construction. Will the Minister for Sindh Local Government Department be pleased to give answer/ statement regarding what steps are being taken to stop establishment of constructions without obtaining prior NOC/ approval?


04-       CALL ATTENTION NOTICE NO. 06 OF 2021;GIVEN NOTICE OF BY MR. SHAH NAWAZ JADOON, MPA: Will the Honourable Minister for Local Government, Sindh be pleased to answer regarding the death of Mst. Zakia Shahid during Anti-Encroachment drive at Gujjar Nallah and what action is taken against the responsible for her death?


05-       CALL ATTENTION NOTICE NO. 08 OF 2021;GIVEN NOTICE OF BY MS. ADEEBA HASSAN, MPA: The attention of this House is drawn towards forced closure of Karachi Medical and Dental College by the Administrator KMC on the instigation of some disturbing elements of the college. The college was closed without even issuance of prior notification in the wake of peaceful protests by College Staff against non-payment of their salaries for several months. The end sufferers of this decision are students and patients who are going through uncertainty. Will the Minister for Local Government be pleased to give answer/ statement regarding what steps have been taken to address this matter?

(a)   Is it a fact that residential houses constructed for employees appointed in Bohrki Safari Park Badin;

(b)   If answer to (a) above is affirmative, Grade-wise detail thereof?

 

ANSWER

 

            MR. MUHAMMAD TAIMUR TALPUR, MINISTER FOR FOREST:

 

Residential houses were not constructed for the employees appointed in Boharki forest under the development scheme titled “Habitat Restoration & Promotion of Ecotourism through Development of Wildlife Safari in Boharki Forest, District Badin”.


3134. *Syed Abdul Rasheed: Will the Minister for Forest be pleased to state:-

 

(a)   Is it a fact that jobs provided in Forest department during 01-07-2018 to 31-12-2018;

(b)   If answer to (a) above is in affirmative, District/Grade-wise details thereof including procedure followed?

ANSWER

 

          MR. MUHAMMAD TAIMUR TALPUR, MINISTER FOR FOREST:

 

No appointment was made in any grade for the period from 01.07.2018 to 31.12.2018 on regular basis. Five persons were appointed against “Deceased Quota” for the year 2018 after completing the procedure and codal formalities as per government policy). The details of deceased quota appointees is at Annexure placed on the Table of the House

 

The persons were appointed against “Deceased Quota” after adopting the procedure as laid down by the Government of Sindh. The application of deceased son / daughter after verification of all the documents is forwarded to the Administrative Department and then summary is floated to the Chief Secretary Sindh. After receiving back the Summary duly approved by the Chief Secretary Sindh the same is sent to the concerned District Recruitment Committee (DRC) for verification of credentials and further processing. The concerned DRC after verification and conducting interview of the applicant make the recommendation to the department for appointment against deceased quota. Finally, offer order followed by appointment order is issued by the department.

 

 

3605. *Ms. Rana Ansar: Will the Minister for Forest be pleased to state:-

 

(a)   Is it a fact that lease of 16800 acres of Forest land has been suspended in four districts including district Thatta;

(b)   If answer to (a) above is affirmative, the details & reasons thereof?

            MR. MUHAMMAD TAIMUR TALPUR, MINISTER FOR FOREST:

 

Yes, it is a fact that the lease of forest land has been cancelled in four districts including district Thatta.

However, in compliance of Honourable Supreme Court of Pakistan’s order passed in C.P No.52/2018, the Sindh Cabinet has cancelled Agro-forestry Lease Policy, 2004. Consequently, 52,921.63 acres lease of entire Sindh state forest land have been cancelled including Thatta district, where 1143.0 acres lease has been cancelled in Afforestation Division, Thatta.

 

4529. *Mr. Muhammad Ali Aziz: Will the Minister for Forest be pleased to state:-

 

Location-wise land given out on tender or lease to the timber traders during 28-09-2015 to 28-09-2018?

It is evident from relevant record that no state Forest land in Sindh Forest Department has been given out on tender or lease to the timber traders during the period from 28.09.2015 to 28.09.2018.

 

 

5817. *Mr. Muhammad Shabbir Qureshi: Will the Minister for Forest be pleased to state:-

 

(a)      Is it a fact that Miyani, Nawab Muhammad Khan and Khatri Forest located in union council Hatri and Masoo Bhurghain, taluka Hyderabad are under illegal occupation of influential Zamindar and they are growing crops there;

(b)      If answer to (a) above is affirmative, name of Zamindars, period of occupation and steps taken to vacate the same?

          MR. MUHAMMAD TAIMUR TALPUR, MINISTER FOR FOREST:

 

Conservator of Forests, Afforestation Circle, Hyderabad vide his letter No. G.II(b)/-795, dated 12.01.2021 has reported that Kathri and Nawab Muhammad Khan I.P Forests are free from illegal occupation. However, an area of 269.0 acres in Miani Riverine Forests was under encroachment of different persons. In compliance of orders passed by the Honourable Supreme Court of Pakistan in C.P No.52/2018 and Honourable High Court of Sindh Bench at Sukkur in C.P No.1115/2009 encroachment retrieval operation in Miani Riverine Forest is under way since 18.01.2021.

So far 110.0 acres of encroached land is retrieved. The balance area will also be retrieved as a result of ongoing operation.
