ARIF MUSTAFA JATOI, MPA: Will the Honourable Minister for Education, Sindh be pleased to answer or provide a statement on the fact that during the recent IBA conducted tests for teachers in Sindh, the fail rate was over 99% and that the Government is now reducing the pass rate so more teachers pass the test which will destroy the already pathetic standard of Education in Sindh as compared to Punjab where teachers are appointed only if fully qualified?

922.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Labour & Human Resources be pleased to state:-

(a)     Industry-wise number of registered and unregistered labourers presently working in Sindh;

(b)     Whether adequate compensation is provided in case of accident or any other mishap;

(c)      If answer to (b) above is affirmative, the details thereof? 

ANSWER

           

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

(a)   Sindh Employees Social Security Institution (SESSI) has registered total workers 644,616 up-to January, 2021 through-out Sindh and industry-wise number of registered workers are 400,463 up-to January, 2021. However, number of un-registered workers are not available with SESSI.

 

(b)   In case of accident or any other mishap, SESSI is providing compensation i.e injury benefit, disablement gratuity, disablement pension to the secured workers, while survivors person and death grant to the dependants of secured workers as admissible under SESS Act, 2016.

 

Furthermore, death compensation of Rs. 500,000/- is being provided by the Employees to the legal heirs of the deceased workers through Commissioner, Workman Compensation, under Sindh Workers Compensation Act, 2015. Also, death grant of Rs. 500,000/- is being granted to the legal heirs of the deceased workers by the Workers Welfare Board, Sindh under Sindh Workers Welfare Fund Act, 2014.

 

 

3791.   *Mr. Rabistan Khan: Will the Minister for Labour & Human Resources be pleased to state:-

(a)   Is it a fact that the department has taken measures to register the un- registered Labourers;

(b)   If answer to (a) above is affirmative, the detail thereof?   

ANSWER

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

This is a continuous process to register the un-registered workers and to make them secured through Field Directorates of SESSI. SESSI has also started online registration of workers through automation programme.

 Furthermore, Universalization of Social Security in Sindh is under process, wherein, every worker would be registered with SESSI and in this regard, necessary amendments have also been approved by the Provincial Cabinet and according to the amendments, self-employed workers will also be registered with SESSI.

 

 

4795.   *Ms. Rabia Khatoon:     Will the Minister for Labour & Human Resources be pleased to state:-

 

Details of benefits such as hospitals, dispensaries, schools for the children of labour being provided to the laborers in province during 2018 to 2019?

 

ANSWER

MR. SAEED GHANI, MINISTER FOR LABOUR & HUMAN RESOURCES:

SESSI hospital are providing treatment & health care facilities to the secured workers & their dependents i.e vaccination, medicines, Lab investigation, surgeries consultations & follow up treatments. There are departments of Medicines, General Surgery, ENT, Eye, Gynecology/Obstetrics/Psychiatry, Oncology, Dermatology, Dental Care, Radiology, Neurology & Orthopedic, there are also indoor & outdoor facilities for the patients in these departments, as per their requirement.

 

However, SESSI Dispensaries are also providing treatment as basic health unit & refer patients to the tertiary care SESSI hospitals, for further treatment.

 

Furthermore, Workers Welfare Board, Sindh is also providing education to the worker’s children through 22 institutions all over Sindh, which includes free of cost text books, exercise copies, registers, practical journals, school bags, uniforms in each academic session.

Location-wise numbers of SESSI hospitals/ clinics exist in the province along with numbers of staff working there during 2017 to 2019?

Detail of SESSI Hospitals / Medical Centres & Dispensaries in Sindh alongwith the number of staff working there, during 2017-2019 is at Annexure Placed on the Table of the House.

District-wise every years quota of the students in the “Technical Training Centers” in Sindh along with district-wise report of the same in detail?

 

ANSWER

There is no any quota of the students in the technical training centres & Workers Welfare Board, Sindh is providing education to the workers children free of cost through their own schools in the following trades:-

 

            i)         Computer

      ii)         Electrical

      iii)        Civil

        iv)       Tailoring

           v)        Welding.

Yes, the Joint Director, Labour (East) Karachi Division has conducted inquiry in the incident.

            How the term “Unemployed” is defined by the Sindh Government?

 

ANSWER

No term of "unemployed” is mentioned in any Labour Laws.

              (a)   Is it a fact that 4 new dispensaries for laborers of Karachi are likely to be completed;

(b) If answer to (a) above is in affirmative, the details there of?

No, only one Dispensary situated at Banaras Chowrangi, Karachi has been completed and is functioning properly.
