MUHAMMAD HUSSAIN KHAN, MPA: The attention of this House is drawn towards failure of DMC Korangi in cleaning up the garbage and litter from my Constituency PS-92. There is heaps of garbage dumped in the area which is not being lifted regularly. Will the Honourable Minister for Local Government, Sindh be pleased to give answer/statement regarding why action is not being taken to punish the concerned while ensuring the cleanliness drive is carried out in my Constituency?

NAND KUMAR GOKLANI, MPA: Will the Honourable Minister for Law and Parliamentary Affairs, Sindh may please to give answer/statement that inform the august House about the land, funds and other relief packages to be given to the Honourable Sindh Bar Council, High Court Bar Association, District Bar Association and Tehsil Bar Associations’ advocates working in judiciary in order to empower them to play important role for the independence of judiciary and democratic dispensation?

767.       *Mr. Khurrum Sher Zaman:       Will the Minister for College Education be pleased to state:-

(a)   Is it a fact that Government Boys Degree College Naudero has been facing  shortage of teachers;

(b)   If answer to (a) above is affirmative, steps taken to meet the shortage? 

ANSWER

SYED SARDAR ALI SHAH, MINISTER FOR COLLEGE EDUCATION:

As many as Twenty Two (22) teachers are working at the Government Degree College, Naudero. It is clarified that Sindh Public Service Commission has been referred vacant as detailed below for increasing number of teachers in colleges:

776.       *Mr. Khurrum Sher Zaman:       Will the Minister for College Education be pleased to state:-

(a)   Is it a fact that even after a passage of eight years construction of Girls College in Hijrat Colony Karachi has not been completed;

(b)   If answer to (a) above is affirmative, the reasons thereof? 

ANSWER

SYED SARDAR ALI SHAH, MINISTER FOR COLLEGE EDUCATION:

The Hijart Colony College is under the umbrella scheme ADP Scheme No. 294 (where 23 Colleges are to be established in the Province). The entire college is nearly for completion phase, however a portion has been made functional besides office of the Principal to initiate academic activities. The Principal has been posted.

783.       *Mr. Khurrum Sher Zaman:       Will the Minister for College Education be pleased to state:- 

(a)   Is it a fact that Government Degree Girls College, Orangi Town is facing security threats, lack of faculty members and basic facilities since its inception in 2004;

(b)   If answer to (a) above is affirmative, the reasons thereof? 

ANSWER

Noting has been received from Principal and the team regarding any threat to the administration of the College from any corner. The basic facilities are available in the college that is why college having enrolment and faculty.

935.       *Ms. NusratSeharAbbasi:            Will the Minister for College Education be pleased to state:- 

District-wise total number of Science and Arts Colleges in the province along with the number of students admitted in these institutes and details of the extension/renovation carried out for the same from 2015 till date?

The detail of District-wise total number of Science, Commerce and Arts Colleges in the Province along with the number of students admitted in these institutes is at Annexure-A placed on the Table of the House. The detail of the extension/ renovation carried out for the same from 2015 to date is at Annexure-B placed on the Table of the House.

966.       *Ms. NusratSeharAbbasi:            Will the Minister for College Education be pleased to state:-

(a)   Number of government girls colleges in Hyderabad, Larkana, Sukkur and Mirpurkhas along with the number of students?

(b) Total number of girls who are of the college-going age in these divisions of Sindh as on July 31, 2018?

(a)   The number of Govt. Girls Colleges in the following four divisions of Sindh Province with the enrollment of girls students is as under:-

(b)   As per Bureau of Statistics & Census 2017, 4.7% of women are between 15 to 19 years old and 4.6% women are in age bracket of 20 to 24 years. That is approximately the college going age for classes XI, XII and B.A/B.Sc/ B.Com respectively. The details are as under:-

Accordingly, 11,89,932 number of girls are of college going age in above divisions of Sindh Province as on July 31^st 2018 on the presumption of 100% literacy.

Government Degree College Karoondi for Boys and Girls is functioning at Taluka FaizGanj, District Khairpur.

Following are the details of enrolment of Students and teaching faculty at the college. 

There is no commerce college at Taluka FaizGanj, Khairpur. However, in following colleges of District Khairpur Commerce is offered as choice of study. Details are as follows:-

Year in which Shaheed Benazir Bhutto Girls Cadet College established in Larkana along with amount allocated in financial year since its establishment and amount actually spent?

Shaheed Benazir Bhutto Girls Cadet College, Larkana is under construction since Financial Year 2017-18 at the estimated cost of       Rs. 1530 Million. The details of amount allocated since Financial Year 2017-18 and amount actually spent as of November 2019 are as under:- 

2431.     *Mr. Saeed Ahmed:         Will the Minister for College Education be pleased to state:-

(a)   Is it a fact that new Science, Arts and Commerce colleges opened in District West, Karachi during 2017-18;

(b)   If answer to (a) above is affirmative, the details thereof including criteria followed and amount spent?

(a)    There is no Science, Arts and Commerce College opened in District West, Karachi during year 2017-18.

Names of Girls intermediate colleges existing in District Dadu along with enrolment of each as on 30-10-2018?

In District Dadu there was only one Intermediate Girls College named Government Intermediate Girls College K.N. Shah and its total enrolment of students was 462 by 30-10-2018.

(a)   Is it a fact that amount spent on repair and maintenance of Government Inter Colleges for Girls in District Dadu during 2016-17 and 2017-18;

(b)   No amount was spent on repair and maintenance of Government Inter Colleges for Girls in District Dadu during 2016-17 and 2017-18.

(a)   Is it a fact that action has been taken against officers who did not post teachers/staff at Maryam Mukhtar Girls College Liaqatabad despite of completion of its building two years ago;

(b)   If answer to (a) above is affirmative, the details thereof?

a)       It is not a fact. The Maryam Mukhtar Girls College Liaquatabad, Karachi functionalized/ completed on 14-02-2018 and teachers and staff was posted. Posting orders/notifications are at Annexure placed on the table of the House.

3274.     *Mr. Kanwar Naveed Jamil:       Will the Minister for College Education be pleased to state:-

(a)    Is it a fact that steps have been taken by the Principal for the betterment of Maryam Mukhtar Girls College Liaqatabadsince her posting;

(b)   If answer to (a) above is affirmative, the details thereof?

(a)   Yes. It is a fact.

(b)   The Principal of Maryam Mukhtar Girls College has taken following steps for the betterment of college:

1.      Functionalized the College Library, Computer Lab and Science Laboratory.

2.      Provided Water Dispensers for Students and Staff.

3.      Conducted English Classes and Carrier Counseling.

4.      Affiliated the College with Board of Intermediate Education Karachi for the session 2018-19.

5.      Conducted Seminars, Lectures, Quiz Competition and Organized Student’s Week with all Healthy (Sports) Activities.

3286.     *Mr. Kanwar Naveed Jamil:       Will the Minister for College Education be pleased to state:-

(a)    Is it a fact that Shaheed Benazir Bhutto Girls Degree College,Layari constructed 06years ago has not been inaugurated as yet;

(b)   If answer to (a) above is affirmative, the reasons thereof?

a)      No it is not a fact. The College was inaugurated on 01-03-2013.

b)     Not applicable.

3441.     *Mr. Rabistan Khan:      Will the Minister for College Education be pleased to state:- 

(a)    Is it a fact that new degree colleges established in every district of Karachi during 2017 and 2018;

(b)   If answer to (a) above is affirmative, the details thereof including amount spent?

ANSWER

(a)    Not a fact. No Degree College was established in any District of Karachi during 2017 and 2018.

(b)   Not applicable.

(a)   Is it a fact that new science, arts and commerce colleges established in every district of the province during 2017 and 2018;

(b)   If answer to (a) above is affirmative, location-wise details thereof including amount spent?

ANSWER

SYED SARDAR ALI SHAH, MINISTER FOR COLLEGE EDUCATION:

(a)    No, it is not a fact. There was no new scheme for Science, Arts and Commerce College in every Districts of the Province, during 2017 and 2018.

(b)   Not applicable.

3617.     *Ms. Rana Ansar:            Will the Minister for College Education be pleased to state:- 

(a)   Is it a fact that any fund is provided annually to colleges for publishing of college magazine and student week;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

SYED SARDAR ALI SHAH, MINISTER FOR COLLEGE EDUCATION:

a)        Yes, it is a fact.

b)        The Government allocated funds for printing and publishing. During Financial Year 2018-19,  Rs. 25,603,000/= was allocated while in 2019-2020, Government has allocated Rs. 26,656,000/=. The details of budget allocated for printing and publishing are present in Budget Book for all colleges of Sindh.

Moreover, an amount of Rs. 30/= for magazine and Rs. 40/= for SWF (Student Welfare Fund) are being collected from each graduate student. On accumulation of such amount the college Principals publish their magazine and student weeks are organized by the Principal from Student Welfare Fund through College Management Committee (CMC).

               Subject-wise Lecturers appointed on merit in the department during 2016-18 in districts 0f Karachi?

Lecturers are appointed on Provincial basis, therefore, no specific recruitment of lecturers was made during 2016-18 in districts of Karachi.

(a)   Is it a fact that lecturers recruited in colleges of Sindh during 2016 to 2018;

(a)    It is a fact.

(b)   The College Education Department forwarded requisition for recruitment of Lecturers (BS-17), Male and Female to Sindh Public Service Commission (SPSC) in the year 2012. After completing due process, Sindh Public Service Commission recommended the following candidates for appointment to the post of Lecturer (BS-17) in various subjects on 6^th May, 2016.

(a)   Is it a fact that GG Degree Collage in Mehrabpur, District NausheroFeroze has been completed;

ANSWER

(a)   It is a fact. Government Girls Degree College in Mehrabpur District NausheroFeroze is completed and is functioning.

(b)   Govt. Girls Degree College Mehrabpur handed over to Department in July 2014 and its total Enrolment for the session   2019-20 is 129
