(a)   Is it a fact that over 50% of the people were suffering from diseases related to water and sanitation due to the lack of proper sanitation in the province;

(b)   If answer to (a) above is affirmative, the detail thereof?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)     No, it is not a fact that over 50% of the population is suffering from diseases related to water and sanitation.

The common disease due to lack of proper sanitation are Diarrhea, Dysentery and Typhoid.

The incidence of Diarrhea in the Province is 24.52%. Whereas, incidence of dysentery is 08%. However, 06 cases of Typhoid per 100, 0000 persons per year are estimated to occur in South Asia, which includes Pakistan.

b)   Not applicable.

(a)   Is it a fact that the Sindh Health Care Commission is yet to be fully operational;

(b)   If answer to (a) above is affirmative, the detail thereof?

a) Sindh Healthcare Commission (SHCC) is established under Sindh Healthcare Commission Act-2013 and is fully operational since March, 2018.

(a)    Is it a fact that a number of children died of deadly disease measles in district Tharparker in last three years;

(b)    If answer to (a) above be in the affirmative, the detail there of including steps taken to eradicate the same?

a)     During last 3 years 10 children died due to measles & its complications in District Tharparkar.

b)     The detail of such deaths including steps taken by the government to eradicate the measles are as under:

The measles virus came in Tharparkar from adjacent District Badin, Thatta,Mirpurkhas&Umerkot during marriage ceremonies in the months of January & February 2018.

 

Steps taken by Health Department Tharparkar:-


·   Establishment of District Control Room for measles at M & E Cell DHO Office Mithi.

·   Establishment of Isolation wards for Measles cases in Civil Hospital Mithi, 03 THQH Diplo. Nagarparkar, Chachro& 02 RHCs Islamkot&Khensar

·   Measles case response started immediately in even suspected measles cases.

·   27,134 Children vaccinated against measles up to 05-06-2018.

·   Vitamin A supplementation given to suspected measles cases including active cases.

·   Enhancement of routine immunization through vaccinators for 10 vaccine preventable diseases.

(a)   Is it a fact that irregularities of crores rupees in contract to purchase medicines of Hepatitis “C” have been appeared and 18 lac 77 thousand Interferon-7 injections are being purchased in Rs.155 per injection instead of Rs.90 from different companies;

(b)   If answer to (a) above is affirmative, the reason thereof?

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)     No, it is not a fact that irregularities of crores rupees in contract to purchase medicines of Hepatitis “C” were observed.

In fact, the said medicines i.e injection interferon lyophilized 3 MIU with cap. Ribavirin 400 mg (7 capsules with each injection) were procured in the financial year 2013-14 through tender process carried out by Health Department.

Four (04) firms participated in the tender process and two (02) amongst them were declared disqualified by the technical committee on various technical reasons. The both qualified firms quoted same rate in the financial proposals as per comparative statement i.eRs. 155 per vial.

It is further added that the said injection interferon has become obsolete and is not procured since 2016-17. As per current treatment guidelines the patients are being treated on oral therapy.

               District wise number of patients suffering in hepatitis A, B, C during 2015-2018 in Sindh?

Hepatitis due to virus ‘A’ is a self-limiting disease so, the data is not maintained with Hepatitis prevention and control program Sindh. However, district wise number of Hepatitis B and C registered patients in the province for the year 2015-2018 is as under:
