SARWAT FATIMA, MPA: Will the Honourable Minister for Education, Sindh may please to give answer/statement that during COVID-19 lockdown all private and government schools were closed but private school mafias charged high fees from their students during lockdown for continuation of students’ admission. Is there any policy to fix government and private schools fees and what action has been taken in this regard?

02-       CALL ATTENTION NOTICE NO.03 OF 2021;GIVEN NOTICE OF BY MR. MUHAMMAD RIAZ HAIDER, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/ statement that illegal constructions being made openly throughout Karachi City specially in my Constituency because of inefficiency and corruption of the Sindh Building Control Authority due to which accidents being increased day by day; what kind of action being taken by the department to stop the said illegal constructions and against the persons involved in corruption? 

03-       CALL ATTENTION NOTICE NO.05 OF 2021;GIVEN NOTICE OF BY MR. JAMAL UDDIN SIDDQUI, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that the status of storm drainages clearance in Sindh specially the City of Karachi. As in recent spell of monsoon rains people of Karachi faced lots of damages due to failure of departments specially KMC?

04-       CALL ATTENTION NOTICE NO.04 OF 2021;GIVEN NOTICE OF BY MR. KANWAR NAVEED JAMEEL, MPA: Will the Honourable Minister for Home, Sindh may please to give answer/statement that what kind of steps being taken by the Government of Sindh to control the increasing crimes in Karachi; kindly furnish detail in this regard?

05-       CALL ATTENTION NOTICE NO.01 OF 2021;GIVEN NOTICE OF BY MR. MUHAMMAD HUSSAIN KHAN, MPA: The attention of this House is drawn towards K-IV water scheme under execution which is supposed to provide 650 MGD to the city of Karachi. Will the Honourable Minister for Local Government, Sindh be pleased to give answer/statement regarding what are the major sources of water supply to materialize K-IV Project for Karachi?

VI.    PRIVILEGE MOTION NO. 01 OF 2021;GIVEN NOTICE OF BY MR. 2315.     *Mr. Khurrum Sher Zaman:       Will the Minister for Health be pleased to state:-

(a)   Is it a fact that over 50% of the people were suffering from diseases related to water and sanitation due to the lack of proper sanitation in the province;

(b)   If answer to (a) above is affirmative, the detail thereof?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)     No, it is not a fact that over 50% of the population is suffering from diseases related to water and sanitation.

The common disease due to lack of proper sanitation are Diarrhea, Dysentery and Typhoid.

The incidence of Diarrhea in the Province is 24.52%. Whereas, incidence of dysentery is 08%. However, 06 cases of Typhoid per 100, 0000 persons per year are estimated to occur in South Asia, which includes Pakistan.

b)   Not applicable.

(a)   Is it a fact that the Sindh Health Care Commission is yet to be fully operational;

(b)   If answer to (a) above is affirmative, the detail thereof?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a) Sindh Healthcare Commission (SHCC) is established under Sindh Healthcare Commission Act-2013 and is fully operational since March, 2018.

b) Not applicable.

2332.     *Ms. Adeeba Hassan:     Will the Minister for Health be pleased to state:-

(a)    Is it a fact that a number of children died of deadly disease measles in district Tharparker in last three years;

(b)    If answer to (a) above be in the affirmative, the detail there of including steps taken to eradicate the same?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)     During last 3 years 10 children died due to measles & its complications in District Tharparkar.

b)     The detail of such deaths including steps taken by the government to eradicate the measles are as under: 

Year 2016           0

Year 2017           0

Year 2018           10

The measles virus came in Tharparkar from adjacent District Badin, Thatta,Mirpurkhas&Umerkot during marriage ceremonies in the months of January & February 2018.

Steps taken by Health Department Tharparkar:-

·   Establishment of District Control Room for measles at M & E Cell DHO Office Mithi.

·   Establishment of Isolation wards for Measles cases in Civil Hospital Mithi, 03 THQH Diplo. Nagarparkar, Chachro& 02 RHCs Islamkot&Khensar

·   Measles case response started immediately in even suspected measles cases.

·   27,134 Children vaccinated against measles up to 05-06-2018.

·   Vitamin A supplementation given to suspected measles cases including active cases.

·   Enhancement of routine immunization through vaccinators for 10 vaccine preventable diseases.  

2488.     *Mr. Saeed Ahmed:         Will the Minister for Health be pleased to state:-

(a)   Is it a fact that Trauma Center is being established in Layari General Hospital, Karachi;

(b)   If answer to (a) above is affirmative, the details thereof including the date of start? 

ANSWER

a)     Yes, Trauma Center is being established in Lyari General Hospital, Karachi.

b)     The details are as under;

Hopefully it will be started in next financial year

(a)   Is it a fact that amount spent on repair and maintenance of Civil Hospital Dadu during 01-01-17 to 31-12- 2018?

(b)   If answer to (a) above is affirmative, the detail thereof?

ANSWER

a)     No repair and maintenance work has been carried out at Civil Hospital, Dadu during 01.01.2017 to 31.12.2018

b)     Hence, not applicable.

3193.     *Syed Abdul Rasheed:    Will the Minister for Health be pleased to state:- 

Number of nurses and para –medical staff currently working in Lyari General Hospital, Karachi alongwith number of vacant posts?

Number of nurses and para-medical staff currently working in Sindh Government Lyari General Hospital, Karachi along with number of vacant posts are mentioned as under;

3290.     *Mr. Kanwar Naveed Jamil:       Will the Minister for Health be pleased to state:-

(a)   Is it a fact that a retired employee has again posted as Administrator in NICH nursing school;

(b)   If answer to (a) above is affirmative, the reasons thereof?

a)     It is not a fact that a retired employee has again posted as administrator in NICH nursing school.

b)     Not applicable.

3380.     Ms. Rana Ansar:              Will the Minister for Health be pleased to state:-

(a)   Is it a fact that irregularities of crores rupees in contract to purchase medicines of Hepatitis “C” have been appeared and 18 lac 77 thousand Interferon-7 injections are being purchased in Rs.155 per injection instead of Rs.90 from different companies;

(b)   If answer to (a) above is affirmative, the reason thereof?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)     No, it is not a fact that irregularities of crores rupees in contract to purchase medicines of Hepatitis “C” were observed.

In fact, the said medicines i.e injection interferon lyophilized 3 MIU with cap. Ribavirin 400 mg (7 capsules with each injection) were procured in the financial year 2013-14 through tender process carried out by Health Department.

Four (04) firms participated in the tender process and two (02) amongst them were declared disqualified by the technical committee on various technical reasons. The both qualified firms quoted same rate in the financial proposals as per comparative statement i.eRs. 155 per vial.

It is further added that the said injection interferon has become obsolete and is not procured since 2016-17. As per current treatment guidelines the patients are being treated on oral therapy.

4023.     *Ms. Sarwat Fatima:      Will the Minister for Health be pleased to state:- 

               District wise number of patients suffering in hepatitis A, B, C during 2015-2018 in Sindh?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

Hepatitis due to virus ‘A’ is a self-limiting disease so, the data is not maintained with Hepatitis prevention and control program Sindh. However, district wise number of Hepatitis B and C registered patients in the province for the year 2015-2018 is as under:

Strength of Doctors in Teaching Hospital /Civil Hospital, Khairpur including number of Doctors on Visa leave?

ANSWER

The strength of doctors in KMC Civil Hospital, Khairpur as on 22.09.2020 is as under:

General Cadre Doctor

Special Cadre Doctor

However, no doctor is on visa leave.

(a)   Is it a fact that newly completed block of Sindh Government Service Hospitals, Karachi has not been opened for Government employees despite the lapse of several months;

(b)   If answer to (a) above is affirmative, the reasons thereof?

(a)    No, it is not a fact.

Newly completed block at Services Hospital, Karachi is being utilized by establishing 26 bedded Intensive Care Unit (ICU) / High Dependency Unit (HDU).

(b)   As above.

5002.     Ms. Rana Ansar:              Will the Minister for Health be pleased to state:-

(a)   Whether any diabetic center is functioning in district NausheroFeroze;

(b)   If answer to (a) above is affirmative, the details there of? 

ANSWER

a)     There is no diabetic center is functioning in District Naushahroferoze.

b)     Not applicable.

5281.     *Mr. Arif Mustafa Jatoi:              Will the Minister for Health be pleased to state:-

(a)   Is it a fact that there is an inquiry pending against the D.H.O. NausheroFeroze for the purchase of expired medicines;

(b)   If answer to (a) above is affirmative, the details thereof? 

ANSWER

a)     Not, it is not a fact.

Neither any enquiry regarding purchase of expired medicines held nor pending against D.H.O, NaushahroFeroze on account of purchase of expiry medicine because no expired medicines had/ have been purchased by the DHO.

               Tertiary Hospitals of Sindh registered with Sindh Health Care commission till November 2019?

               BHUs in the province registered with Sindh Health Care commission till November 2019?

The number of BHUs of Sindh Province registered with Sindh Healthcare Commission as on 06.05.2021 are 537.

(a)    Is it a fact  that  diagnostic  tests are being conducted through out of order machines at lyari general hospital, resulting lives of patients are on stake;

(b)    If answer to (a) above is affirmative, the reasons thereof?

The Machines placed in Diagnostic laboratory of Sindh Government Lyari General Hospital, Karachi are of latest model where tests / investigations of patients are being conducted.
