The recruitment procedure for vacant posts will be followed as per rules and regulations of Government of Sindh. However, Sales and Display Resource Centre was an ADP scheme which was completed in June 2015.

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

(a)     Yes it is a fact that Women Development Department has been established as single entity in 2003;

Originally, it was created as Women Development Cell in Planning and Development Department in 1979.

In 1994 Women Development Department clubbed with Social Welfare and Population Welfare Department. In 2003, Women Development Department was established as single entity.

 

(b) Yes, different goals and targets are achieved by the department for other work in progress;

Achievements:

Legislation; 

            The Domestic Violence (Prevention and Protection) Act, 2013

     The Sindh Child Marriage Restraint Act 2013

     Provincial Commission on Status of Women Act, 2015

Establishment of Women Complaint Cells for providing protection, rehabilitation and easy access to justice, 15 Women Complaint Cells at district level are functional. Help line 1094 has also instigated by the Department is working under women complaint cell.

Establishment of Day Care Centers to facilitate working women in Sindh.

 

o    Women Development Complexes has been established at Karachi, SBA, Sukkur & Sanghar to provide  information, advocacy, I.T trainings, education and support on issues concerning to women and families in safe and supportive environment under one roof.

 

o    Training on skill development through various schemes like beautician training, office skill management, business management and Child Care trainings.

 

o    Awareness Sessions at district level on advocacy of women related issues and pro women laws.

 

Introduction of two women empowerment projects;

 

i.       Business and Asset Creation (Revolving fund) enable Women’s excess to Finance (EWAF):

 

Women Development has provided Loan facility under the above scheme to all over the Sindh. 152 women were facilitated for their small business in two phases.

 

ii.     Japan International Cooperation Agency (JICA)

 

Project for improvement of livelihood and well-being of female home based workers.

 

Through change in Rule of Business addition of Dar-ul-Amans and Safe Houses to WDD from Social Welfare Department.

-          Establishment of Sindh Commission on Status of Women.

 

-          ADP Scheme Women Complaint Cell was approved and ongoing in 2017-18 in the district of Sindh i-e Shikarpur, khairpur, Jamshooro, Sangarh, Qamber Shahdad kot, Naushero feroz, Tando Mohammad khan, Matiari, Badin, Thatta, Gothki, Umerkoth, Tando Allah yar.

Moreover, the following  08  schemes as new un-approved were proposed to include in  ADP 2017-2018,  which are as follows:-

District-wise number of women crisis centers exist in the province and out of them number of functional centers?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

There is no Crises Center in the Women Development Department. Women Crises Centers were established by Ministry of Women Development, Government of Pakistan in 2005 all over Pakistan.

Four centers were established in Sind and were named Shaheed Benazirabad Centers for Women (SBBCW) at Karachi, Hyderabad, Shaheed Benazirabad and Jacobabad.  All the above mentioned centers are functional as offices of Deputy Directorate of Women Development.


3391.      *Ms. Rana Ansar:              Will the Minister for Women Development be pleased to state:-

Number of cases registered in women crisis centers in the province from 2017 to date along with number of cases implemented? 

ANSWER

 

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT: 

The Women Crises Centers had established by devolved Ministry of Women Development, Government of Pakistan in 2005 all over Pakistan. These centers renamed as Shaheed Benazir Bhutto Centers for Women (SBBCW). The SBBCW were transferred to Government of Sindh in pursuance of 18th Constitutional Amendment on 1st July, 2011.

 

The Women Development Department Sindh has re-activated these centers established as offices of Deputy Directorate of Women Development at Karachi, Hyderabad, Shaheed Benazirabad & Jacobabad.

Laws passed by Sindh Assembly related to women deployment department during May, 2008 to May, 2018 including status of implementation of the same as of August, 2018?

Law passed by Sindh assembly related to women development Department during May 2008 to May 2018 are

·         The Domestic Violence (Prevention and Protection) Act, 2013

The Act has passed from Sindh Assembly. The Rule of business has approved and the Provincial and district Monitoring Committees have been notified under this Act.

Yes the department has notified 11 district committees in the following districts:

·         The “Sindh Child Marriage Restraint Bill 2013

The Act has passed from Sindh Assembly. The Rule of business has approved and the Provincial and district Monitoring Committees have been notified under this Act.

·         Provincial Commission on Status of Women Act, 2015.

Under the Act, Sindh commission on the status of women has been Established in 2017 and performing their duties in accordance with their mandate. Rules of the said Act are under process of review

 

Currently 306 cases registered under Domestic Violence Act

20 cases were registered under early child Marriage

 Cases registered under Sindh Commission on Status of Women.

(a)     Is it a fact that the department has notified district protection committees in each district under “ The Domestic Violence (Prevention and Protection) Act, 2013;

Yes the department has notified 11 district committees in the following districts:

ANSWER

No appointment has been made against the post of protection officers (BPS-17) under the Domestic Violence (Prevention Act, 2013).

Number of Women Complaint Cells established in Sindh under the Domestic Violence (Prevention and Protection) Act, 2013 including complaints registered by the Cells?

ANSWER

 

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

Women Development Department, Government of Sindh has been established Women Complaint Cells at Karachi, Hyderabad, Shaheed Benazirabad, Larkana and Sukkur during 2008-09. These cells have been functional since 2009.

While the Domestic Violence (Prevention and Protection ACT, 2013 has been passed in 2013, subsequently, there is no separate Women Complaint Cells have established under the said Act.

At present 15 Complaint Cells are functional in Sindh. Detail Report is attached.


5301.      *Dr. Seema Zia: Will the Minister for Women Development be pleased to state:-

(a)     Is it a fact that the Commission is empowered to take suomoto notice of matters relating to domestic violence and the non- implementation of the law under the section 4 (2) (c) of the Domestic Violence (Prevention and protection) Act, 2015;

(b)     If answer to (a) above be in affirmative, year- wise suomoto notice taken from May 31, 2015 to May 30, 2019?

The Sindh Commission on the Status of Women Act was passed in   2015.In 2017 a Chairperson and Members were appointed to the Sindh commission on the Status of Women, Government of Sindh and SCSW was constituted in November 2017.

2.       The Sindh Commission on the Status of Women, Government of Sindh has powers to take suo moto notice of matters relating to domestic violence and non-implementation of the law under the section 4 (2) (c) of the Domestic Violence (Prevention and Protection) Act 2013, as per Chapter III 12 (g), (h) and (k) of the Sindh Commission on the Status of Women Act 2015.

 

3.       As SCSW was constituted in Nov 2017, Sou moto notice has been taken for the following cases in the period of November 2017 to May 2019:

a)       Honour Killing of a girl in Dadu, September 2017.

b)       Attempted rape case of a schoolgirl in Karachi, January 2018

c)       Attempted honor killing of a couple in Karachi, March 2018

d)       Harassment case of a girl in Hyderabad, May 2018

e)       Harassment case of a girl at Sindh University Jamshoro, May 2019

 

Sou moto notice has also been taken on the following:

b)       Murder of a woman in Jamshoro, 5th July 2020

c)       Acid crime case of a girl in Nawabshah , 13th August 2020

e)       Forced conversion case of a girl in MirpurKhas , 31st August 2020

(b)     If answer to (a) above is affirmative, the current status of the same?

a)       Yes , it is a fact that a scheme for establishment of Sanghar, Qambar, Kashmor, Jamshoro, Khairpur, Shikarpur, Badin, Ghotki, Nausheroferoz, Thatta, Tando Allahyar, Umerkot, Tharparker, Dadu, Matiari was to be completed upto June 2019.

 

b)       The current status of scheme is that the recruitments for the required/requisite staff are under process through IBA Sukkur. The scheme has been extended and will be completed in financial year 2021-2022.

(a)     Is it fact that a scheme for establishment of Day Care Centres three in Karachi and one at  each Divisional Headquarters in Sindh (Karachi, Hyderabad, Sukkur, Larkana, SBA and Mirpurkhas) was to be completed in June 2019;

(b)     If answer to (a) above is affirmative, current status and expenditure incurred?

a)       Yes, it is a fact that a scheme for Establishment of Day Care Centre three in Karachi and one at each Divisional Headquarter in Sindh (Karachi, Hyderabad, Sukkur, Larkana & Mirpurkhas) was to be completed in June 2019.

Current Status:-

 

b)        The scheme was revised in July 2019 and is reflected in ADP 2020-21 at Serial No.1917 at the total cost of Rs. 69.149 million excluding day care centers Mirpurkhas, Larkana and Hyderabad.   Currently the scheme is ongoing with revised name “Establishment of Day Care Centres at Karachi, Jamshoro & Sukkur”, under which three Day Care Centres are established. The total expenditure incurred up to April 2021 is Rs..43.166 million

 

6492.      *Ms. Nusrat Sehar Abbasi:              Will the Minister for Women Development be pleased to state:-

(a)     Is it fact that a scheme for establishment of women development complex at Sukkur was to be completed in June, 2018 with estimated cost of Rs. 210.307 million;

(b)     If answer to (a) above is affirmative, the current status of the same?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

a)       Yes, it is a fact that a scheme for establishment of women development complex at Sukkur was to be completed in June 2018 with estimated cost of Rs.210.307 million. 

Current status:

b)       The scheme was approved at the cost of Rs.210.307 million. The construction work got completed with the cost of Rs.195.000 million in 2018 and building was handed over to Women Development Department. The remaining amount of 15.307 million will be utilized after the modification of PC-1 during the financial year 2021-2022.
