1142. *Ms. Adeeba Hassan: Will the Minister for Excise &Taxation be pleased to state:-
(a) Is it a fact that illegal drugs were seized during 01-01-2015 to 31-12-2016 in the province;
(b) If answer to (a) above is affirmative month wise quantity destroyed?
ANSWER

(a) Yes, following illegal drugs, were seized during 01-01-2015 to 31-12-2016 in the province:-
i) Heroine 21 Kgs 776 Gram
ii) Chars 10,454 Kgs 560 Gram
iii) Opium 10 Kgs 560 Gram
iv) Bhang 6,663 Kgs 200 Gram
(b) The seized goods are now case property, which are under trial in the concerned courts and shall be destroyed after the disposal of cases and with the approval of the competent court.
1162. *Mr. Saeed Ahmed: Will the Minister for Excise &Taxation be pleased to state:-
(a) Is it a fact that motor vehicle tax recovered in each District of Karachi during financial year 2016-17 and 2017-18;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Mr. Mukesh Kumar Chawla, Minister for Excise, Taxation & Narcotics Control:
No, it is not a fact. Motor Vehicle Tax Collection in the Karachi region is centralized through its main office situated at Civic Center, Karachi. 12 other NBP branches have also been authorized to collect Motor Vehicle Tax in Karachi. Moreover, Motor Vehicles are moveable property and the owner is at liberty to pay the Motor Vehicle Tax at any authorized place throughout the Province. However, details of Motor Vehicle Tax collected in Karachi During the Period of 2016-17 and 2017-18 is as under:-

1600. *Ms. Sadia Javed: Will the Minister for Excise &Taxation be pleased to state:-
Number of fake documented motor vehicles seized by Excise & Taxation Department during last 10 years?
ANSWER
Mr. Mukesh Kumar Chawla, Minister for Excise, Taxation & Narcotics Control:
The Excise, Taxation & Narcotics Control Department has not seized any fake documented Motor Vehicles during last ten years as the authority to seize such Vehciles lies with police and Customs Departments.
It is pertinent to inform that the Excise, Taxation & Narcotics Control department conducts road checking campaigns on quarterly basis in order to seize the documents of the defaulting vehicles. Moreover, vehicles with heavy amount of tax dues are temporarily impounded and upon payment of Motor Vehicle Tax dues, documents of defaulting Vehicles / impounded vehicles are released immediately.
2543. *Ms. Nusrat Sehar Abbasi: Will the Minister for Excise &Taxation be pleased to state:-
(a) Is it a fact that a scheme of construction of offices of Excise and Taxation in three districts i.e. Kashmor, Kambar and Sujawal is at purview of your department;
(b) If answer to (a) above is affirmative, present position, amount allocated and date of completion of the same?
ANSWER

Answer to (a) is in negation.
The construction of offices of excise and taxation in three districts, are not in the purview of this Department.
2692. *Ms. Tanzila Umm-e- Habiba: Will the Minister for Excise & Taxation be pleased to state:-
(a) Is it a fact that Government have any Department for the security feature number plate;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Mr. Mukesh Kumar Chawla, Minister for Excise, Taxation & Narcotics Control:
No, it is not a fact.
None of the Department of Government of Sindh manufactures the Security Featured Number Plates. However, M/s. National Radio Telecommunication Corporation (NRTC), is an organization working under the Ministry of Defense Production, Government of Pakistan has approached Government of Sindh with the proposal for the supply of Security Featured Number Plates.
2825. *Mr. Muhammad Aslam Abro: Will the Minister for Excise & Taxation be pleased to state:-
(a) Is it a fact that our law permits serving alcohol in restaurants;
(b) If answer to (a) above is negative, why the Government is not taking action against such violation?
ANSWER

No. It is not a fact.
No law permits serving alcohol in restaurants.
The concerned authorities take action upon receipt of intelligence / authentic information as and when received.
The Excise, Taxation & Narcotics Control Department is committed to perform its role in collaboration and coordination with the all law enforcement agencies working in this connection.

Number of registered commercial and non-commercial vehicles in Hyderabad region?

3663. *Mr. Arif Mustafa Jatoi: Will the Minister for Excise & Taxation be pleased to state:-
(a) Is it a fact that registration booklets are to be replaced with computerized cards?
(b) If answer to (a) above is affirmative, the reason thereof including fee to be charged?
ANSWER
Mr. Mukesh Kumar Chawla, Minister for Excise, Taxation & Narcotics Control:
(a) Yes, it is a fact that Registration Certificates / Registration Booklets are to be replaced with Security Featured M.V.R Smart Cards. In this regard, the agreement / contract is signed between Excise Taxation & Narcotics Control Department and M/S Inbox Business Technologies Pvt. Ltd. However for want of amendment in relevant Motor Vehicle Laws & Rules, its implementation could not be started. However, since now the required change in the relevant law has been made, the Smart Card will be issued soon.
(b) The replacement is being processed due to security reasons and to stop / avoid any forgery / fabrication in the record / data pertaining to any vehicle, as the Security Featured M.V.R Smart Card contains various Security features.
It is decided that the first time fee at the time of registration for the issuance of Security Featured M.V.R Smart Card will be charged as Rs. 750/- (Seven Hundred Fifty Rupees) and fee at the time of change of ownership / alteration / duplicate card will be charged as Rs. 800/- (Eight Hundred Rupees Only).
