(a)   Is it a fact that Shershah Colony Katchi Abadi spread over 80 acres in SITE Karachi has still not been regularized;

(b)   If answer to (a) above be in affirmative, the reasons thereof?

 

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

It is submitted that Sher Shah Colony spread over 90 acres land instead of 80 acres land and become in the limit of S.I.T.E- Sher Shah, Keamari Zone, Karachi vide Sindh Katchi Abadis Authority, Government of Sindh,  Notification No.SKAA/DG/HOT/KAR-1/87, dated 14th November-1987 is at Annexure Placed on the Table of the House..

It is further submitted that 40% regularization of lease work has been completed by the Katchi Abadis Department, Karachi Metropolitan Corporation, Karachi and remaining 60% regularization of lease work will be completed within two years.

(a)   Is it a fact that Gizri Village Katchi Abadi comprising over 70 acres in Karachi has been regularized and leases issued to the resident;

(b)   If answer to (a) above be in affirmative, fees/charges for the same?

It is submitted that in pursuance of Housing Town Planning, Local Government and Rural Development Department, Government of Sindh’s Notification No.SOVIII/KA-I(25)/81, dated 10th February- 1985, that 85.00 acres land in (Gizri Village comprising upper and lower Gizri including Gizri Bagh Colony) were declared as Katchi Abadis (Annexure- I Placed on the Table of the House). Out of 85.00 acres land, 66.00 acres land of upper and lower Gizri has been regularized / leased by the Katchi Abdis Department, Karachi Metropolitan Corporation, Karachi.

It is further submitted that other part of 19 acres land (Lower Gizri) has not been regularized due to claim of Cantonment Board, Clifton.

 

855.     *Mr. Khurram Sher Zaman:           Will the Minister for Local Government be pleased to state:-

 

(a)    Is it a fact that department is reluctant to take action against 13,000 illegal appointments despite administrative department has recommended action against same after thorough verification;

(b)   If answer to (a) above is affirmative, the reasons thereof?

It is submitted that matter regarding appointments made by the Local Government Department is under investigation of NAB authorities, Karachi.

District-wise number of Safari Parks and National Parks in the province as on September 5, 2018?

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

It is submitted that only one “Safari Park”, situated at main University Road, Gulshan-e-Iqbal, district East, Karachi is functioning under the administrative control of Karachi Metropolitan Corporation, Karachi.

It is further submitted that “National Kherthar Park” exists in the Hyderabad Division, but not established / maintained by the Local Government and Housing Town Planning Department.

  

2471.   *Mr. Saeed Ahmed:  Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that thousands criminals have been appointed in local Government Department;

(b)   If answer to (a) above is affirmative, any FIR registered against the same?

            It is not correct.

 

2655.   *Mr. Shah Nawaz Jadoon:              Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that it is reported that illegal mineral water factories have been established at different places in Karachi;

(b)   If answer to (a) above is affirmative, action taken in this regard?

 

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

It is true that some private agencies are doing business of mineral water in the city. Mostly, they extract sub-soil water and process it for human consumption.

 

There is no policy under KW&SB to issue them licenses.

Policy for such business is being formulated under the Orders of Hon'ble Supreme Court of Pakistan.

 

 

2684.   *Mr. Shah Nawaz Jadoon:  Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that majority of amenity plots have been turned into dumping grounds in Keamari town, karachi;

(b)   If answer to (a) above is affirmative, the steps taken in this regard?

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

It is submitted that the people of the area of Keamari Town are throwing their household/garbage at few points since last twenty years due to non-availability of designated Katchra Kundi from where garbage is lifted for GTS / Landfill Site on daily basis. On availability of suitable place, proper collection point for garbage will be established.     

 

2967.   *Mr. Rabistan Khan:           Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that water hydrants found working illegally and removed by KW&SB during 01-01-2018 to 30-06-2018;

(b)   If answer to (a) above is affirmative, location-wise details thereof?

It is submitted that the Karachi Water and Sewerage Board is continuously working against the illegal Water Hydrants / Illegal Water Connections. During the period from 01.01.2018 to 30.06.2018, the KW&SB has removed (30) Thirty Illegal Water Hydrants / Illegal Water Connections. Details are as under:-

       1.     Conducted an operation against Illegal Water Hydrant, the same has been demolished and FIR at Police Station Peerabad has been lodged on 07.01.2018.

       2.     Conducted an operation against Illegal Water Hydrant at Rehman Marble Factory, Awan Colony, the same has been demolished and FIR at Police Station    Peerabad has been lodged on 08.01.2018.

      3.     Conducted an operation against Illegal Water Hydrant, the same has been demolished and FIR lodged on 23.01.2018 at Manghopir.

      4.     Conducted an operation against Illegal Khadda Water Hydrant, the same has been demolished and FIR lodged on 24.01.2018 at Mochko Police Station.

      5.     Conducted an operation against Illegal Water Hydrant at Super Marble Factory, Mianwali, Manghopir Road has been demolished and FIR has been lodged on 31.01.2018 at Peerabad Police Station. 

      6.     Conducted an operation against Illegal Water Hydrant at Mullah Essa Goth, the same has been demolished and FIR at Police Station Gulshan-e-Maymar has been lodged on 07.01.2018.

      7.     Conducted an operation against Illegal Water Hydrant at Mullah Hassan Goth, the same has  been demolished and FIR at Police Station Gulshan-e-Maymar has been lodged on 12.02.2018.

25. Conducted an operation against illegal water  connection from 12” Dia Line near Shaheed Public School, the same has been disconnected and FIR has been lodged on 13.05.2018 at Police Station Pakistan Bazar.

26. Conducted an operation against illegal Pumping Stations at Sanitary Market and under Lasbella Bridge, the same have been disconnected/demolished and FIR has been lodged on 14.05.2018 at Police Station Gul Bahar.

27. Conducted an operation against illegal Water Hydrant at Katchi Abadi, Bilal Colony, Rasheedabad, the same has been demolished and FIR has been lodged on 19.05.2018 at Police Station Khawaja Ajmeer Nagri.

28. Conducted an operation against illegal water connection opposite Tulio Martaige Line, the same has been disconnected and FIR has been lodged on 21.05.2018 at Police Station Bahadurabad.

29. Conducted an operation against illegal water connections near Zulfiqar School, the same has been disconnected and FIR has been lodged on 24.05.2018 at Police Station Surjani Town.

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

Stoutly denied and stated that no any type of “Hafta and Monthly” collected from Patharas / Cabins within the Municipal Limits.

On the contrary, in compliance of the Orders of the Honourable Supreme Court of Pakistan, the Anti-encroachment operations are carried-out on daily basis against the illegal Patharas / Cabins encroachments throughout the Karachi City.

 

 

3105.   *Syed Abdul Rasheed:         Will the Minister for Local Government be pleased to state:-

Location-wise number of amenity plots encroached in district South Karachi, during 2017 and 2018 along with name of encroachers?

ANSWER

It is submitted that there is no any encroachment on amenity plots situated within the jurisdiction of District Municipal Corporation (South) Karachi. 

 

3221.   *Mr. Muhammad Rashid Khilji:     Will the Minister for Local Government be pleased to state:-

(a)    Is it a fact that S.B.C.A demands N.O.C issued from HMC and WASA at the time of approval  of map;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

It is submitted that the Sindh Building Control Authority (SBCA) established vide Notification dated 14th February- 2011 to promulgate the Sindh Building Control Ordinance 1979 under its provisions as an authority for the purpose to control the building control affairs and in accordance to the provisions of regulations in KB&TPR-2020, there is no requirement for obtaining NOC from KW&SB / WASA, prior to approval of building plan/ projects.

 

It is further submitted that SBCA has made necessary amendment through RIB&TPR-2018 to ensure that the Commercial Building Plans be considered for approval by obtaining NOC of WASA (List of NOCs of Commercial Buildings with effect 15th January- 2018 to date at Annexure placed on the Table of the House.

 

As far as NOC of HMC is concerned, the layout plans of all private housing schemes within the controlled area of HDA, consisting of Four (04) Talukas i.e. Hyderabad City, Rural, Qasimabad and Latifabad are approved by Planning and Development Control (P&DC) HDA and Shah Latifabad was approved as Satellite Town by Town Planning Department, Government of Sindh in the decade of 1950s and subsequently was transferred to HMC as its controller / custodian.

 

In the year 1976, the HDA was created and empowered to exercise the Master Planning of Hyderabad, since that P&DC Department, Hyderabad Development Authority, is exercising the functions of Town Planning of Hyderabad and in the case of Shah Latifabad issue NOC under the mutual communication with HMC, then after accomplishment, the SBCA Hyderabad is considering the approval of the building plans in the light of NOC of P&DC, Hyderabad Development Authority, Hyderabad.

 

3582.   *Ms. Rana Ansar:     Will the Minister for Local Government be pleased to state:-

Volume of budget allocated for maintenance of zoological garden in Sindh during 2017-18 along with amount actually spent?

It is submitted that Sindh Solid Waste Management Schemes are prepared under Annual Development Programme for the year 2015, 2016 and 2017. Details are at Annexure Placed on the Table of the House.    

 

 

3930.   *Ms. Nusrat Sehar Abbasi:  Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that fund earmarked for construction of University road from NED University to Safoora Chowk, Karachi;

(b)   If answer to (a) above is affirmative, the details thereof including fund utilized and construction period?

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

 

(a)   Yes, the funds were earmarked during the Financial Year 2016-17 and 2017-18 for construction of University Road from NED University to Safoora Chowk, Karachi.

(b)   The funds amounting to Rs:1470.909 million had been utilized including payments made to the different utility agencies.

The Project was completed during the financial year 2017-18 and completed on 9th June- 2018, the completion period of the Project was 18 months.   

 

 

4075.   *Mr. Kanwar Naveed Jamil:           Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that enquiry is going on against corrupt officers of Sindh Solid waste Management Board?

(b)   If answer to (a) above is affirmative the detail thereof?

 

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

No, there is no any enquiry is going on against any officer / official of Sindh Solid Waste Management Board.

Strict monitoring and surveillance procedure is in practice to avoid any violation in this regard. Even though, if any one captured in violation, be taken to task and his Tanker be struck from the strength of concerned Hydrant. In this regard, Notices were issued to all KW&SB Hydrants Operating Contractors by the Superintending Engineer vide No. KW&SB/SE(HS/TO)/2018/523 & 524 dated: 06.11.2018 to make on Pana-Flex Board and fixed on the main front entry of Water Hydrant. (Annexures-II & III are placed on the Table of the House).

            What are the available mode of payments for booking water tanker in Karachi?

It is submitted that the Karachi Water and Sewerage Board, has introduced Online Water Tanker Service whereby general public book their request for water tanker service. Accordingly, consumer will receive the message with request number and required payment of Water Tanker on their Mobile Phone.   

It is further submitted that after delivery of Water, the Driver of Water Tanker will receive the payment from the Consumer and he will furnish the receipt of the same

 

4575.   *Ms. Mangla Sharma:          Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that Sindh Solid waste management Board is working in four districts of Karachi;

(b)   If answer to (a) above is in affirmative, the reasons for not working in remaining two districts?

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

 

(a)       Yes, the Sindh Solid Waste Management Board is conducting its Front End Collection operations in four district viz Malir, East, South and for district west operational modalities on the operators have been finalized and operations will start in a month’s time.

(b)         It is further submitted that process of remaining two districts i.e. Korangi and Central, operations will be started after passing Council’s Resolutions regarding transferring of sanitation functions to the Sindh Solid Waste Management Board, Karachi, after completion of requisite formalities. 

 

4576.   *Ms. Mangla Sharma:          Will the Minister for Local Government be pleased to state:-

Duration of Contract signed by Sindh Solid Waste Management Board with Chinese Company, along with TORs of the contract?

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

The duration of the Chinese Company working in District South, East, Malir and West is seven year extendable further three years based on mutual written consent of Contractor and client and on performance of the Contractor on same terms and conditions (Annexure-I Placed on the Table of the House). The TORs of the Contract for District South, East, Malir and West are placed at (Annexure –II Placed on the Table of the House). 

 

 

5760.   *Mr. Arif Mustafa Jatoi:      Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that the department has appointed fresh employees since July 1, 2019;

(b)   If answer to (a) above is affirmative, number appointed, grade and district of appointment?

 

ANSWER

Mr. Muhammad Saleem Baloch, Parliamentary Secretary for Local Government:

It is not true.

It is submitted that this department has not made any appointment since 1st July, 2019 and up till now.
