2552 *Ms. Nusrat Sehar Abbasi: Will the Minister for Mines & Mineral be pleased to state:-
(a) Is it a fact that a scheme of feasibility study of Granite Deposits in District Tharparkar was to be completed by 2018 with estimated cost of RS-50.000 million;
(b) If answer to (a) above is affirmative, the current status of the scheme?
ANSWER
Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:
(a) It is a fact that the scheme of feasibility study of Granite Deposit District Tharparkar with an estimated cost of Rs 50.00 Million is underway and field work and study report has been completed.
b) (i) The Draft Release Order (DRO) for final payment of the remaining amount has been sent to Finance Department. After this payment the scheme will be completed and closed within the current financial year.
(ii) The delay in the scheme was due to the onset of Covid-19 and shortage of funds in the last financial years.
2563. *Ms. Nusrat Sehar Abbasi: Will the Minister for Mines & Mineral be pleased to state:-
(a) Is it a fact that a scheme of training of mining skills of displaced population of Sindh due to impact of climate change (Thatta, Tharparkar, Hyderabad, Karachi, Sukkur, Khairpur, Dadu, Sanghar, Jamshoro, Badin, Larkana) is at purview of your department;
(b) If answer to (a) above is affirmative, date of start and completion of the same?
ANSWER

(a) (i) Sindh Government has established Sindh Technical Education and Vocational Training Authority (STEVTA) to provide vocational training to the public including displaced population.
(ii) Energy Department in Thar is also carrying out various trainings related to coal mining sector.
(iii) Scheme for training in Granite mining will be introduced once the Cabinet approves Granite Mining policy in Karonjhar Range.
(b) As above.
3034. *Mr. Munawar Ali Wasan: Will the Minister for Mines & Mineral be pleased to state:-
(a) Is it a fact that Cement Industries established in the Province from 2017 till to-date;
(b) If answer to (a) above be in the affirmative, the details thereof including production made and yearly revenue earned from them?

It is a fact that there are total eight (08) Cement Factories exit in Sindh Province from which Six (06) are operational. The details of the same is as under:

It is further stated that M/s. Zeal Pak Cement limited has been restarted in the year 2018, while the cement factories mentioned above at Sr. Nos. 7 to 8 are closed.
(b) The statement showing year wise production and revenue/income generated from the above mentioned cement factories from Sr. Nos. 01 to 4 for five (05) years are at Annexure Placed on the Table of the House.
4816. *Dr. Seema Zia: Will the Minister for Mines & Mineral be pleased to state:-
Laws passed by Sindh Assembly related to Mines and Minerals Department during May 2008 to May, 2018 including status of implementation of the same as of August, 2018?
ANSWER
Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:
Although, no law has been passed by Sindh Assembly related to Mines and Mineral Development Department during May 2008 to May 2018, however the drafts of following two (02) laws have been vetted by Law Department and will now be submitted before the Sindh Assembly through Sindh Cabinet.
I. Sindh Mines and Minerals Governance Act, 2020
II. Sindh Metalliferous Mines Act, 2020
4934 *Mr. Muhammad Riaz Haider: Will the Minister for Mines & Mineral be pleased to state:-
(a) Is it a fact that other important minerals also exist in the province except coal reservoirs;
(b) If answer to (a) above is affirmative, the details there of?
ANSWER

(a) It is a fact that other important minerals also exist in the province in addition to coal reservoirs.
(b) The details of significant minerals except coal reservoirs are at Annexure Placed on the Table of the House.
4935 *Mr. Muhammad Riaz Haider: Will the Minister for Mines & Mineral be pleased to state:-
(a) Whether any industrial plan or industrial state exist in the Province regarding minerals;
(b) If answer to (a) above be in affirmative, the district-wise details thereof?
ANSWER
Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:
(a) (i) A plan for establishment of an industrial estate called Marble City Project is being executed under Sindh Board of Investment, at Northern Bypass Karachi West, at the cost of 5000 Million.
(ii) Mines and Mineral Development Department through a Fact Finding Committee’s Recommendations has proposed to establish a Granite City in Tharparkar -to facilitate the establishment of local granite industry and provide basic facilities, which will be submitted for approval of Cabinet shortly.

(a) Whether anybody for exploring the Minerals in Sindh existing under the department,
(b) If answer to (a) above be in affirmative, the details there of?
ANSWER
Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:
(a) An Exploration Wing headed by a Director is established in the Mines and Mineral Development Department to explore minerals.
(b) The Exploration Wing has executed the following:
· Study of Dimension and Cut Stone Deposits in Thatta, Jamshoro and Dadu Districts of Sindh.
· Geo-Database Centre has been established at Director General Office.
· Feasibility study of granite deposits in district Tharparkar is in final stage.
· Sindh Granite Policy is in formulation process.
· A project to prepare a comprehensive mineral profile of the province is under consideration of Planning and Development for next financial years ADP schemes. This project will determine the location, quality and quantity of all the important minerals in the province and assist in attracting investment in mining sector.
5606 *Mr. Arif Mustafa Jatoi: Will the Minister for Mines & Mineral be pleased to state:-
(a) Is it a fact that all minerals below a certain ground level are the property of the Government;
(b) If answer to (a) above is affirmative, is any compensation paid to the owners of the Land?
ANSWER
Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:
(a) As per law, all the underground minerals (excluding petroleum, gas and uranium) are the property of Provincial Government.
(b) Annual rent is taken in case the land belongs to the Government. In case of private land, the rate is assessed under revenue and rent law in the relevent district. If no such assessment can be made, the rate is determined by Licensing Authority as per rule 102 (i) b of Sindh Mining Concession Rules, 2002, which is reproduced as under:
“102 Rental and Renewal Fees-
(1) The holder of a mineral title or a mineral permit shall pay an annual rental in respect of the area to which the mineral title or permit relates –
(a) in the case of the lands belonging to the government in accordance with the second schedule and sub rule(2);
(b) in the case of private lands to the owner or occupier of such lands as the case may be at a rate assessable under the revenue and rent law in the district which the land is situated or no such assessment can be made at such rate as licensing authority may determine.”

(a) Is it a fact that the department has prepared a “Sindh Mineral policy”
(b) If answer to (a) above is affirmative, cost and details of the same?
ANSWER
Mir Shabbir Ali Bijarani, Minister for Mines & Mineral Development:
(a) It is a fact that the scheme “Sindh Mineral Policy” is reflected in ADP-2020-21 at Sr. No. 1495, with an estimated cost of 10 Million Rupees.

Auction could not be materialized despite 09 attempts after 09 times publications in leading newspapers. As a result, the collection was made by the department from 1st July 2019 to 30th June 2020, as per Rule-98 (5) of Sindh Mining Concession Rules-2002, the same is reproduced as under:
