The said employees are being denied their salaries without any reasonable grounds on part of the Quaid-e-Awam University Administration, Nawabshah. This has led to the serious financial constraints being faced by the employees of the said campus. SHAHZAD QURESHI, MPA: Will the Honourable Minister for Education, Sindh may please to give answer/statement that owing to the pandemic, students are to be imparted online education, however the technological infrastructure is not available in these Government schools, neither is internet accessible to students nor can they afford the internet connectivity. Whether the Sindh Government can provide recorded lectures to the students of Government schools in USB Flash Drive to continue imparting education to the students?

It is mandatory requirement under Section-11 of Sindh Zakat & Ushr Act, 2011, the Auditor General shall conduct annual audit of the Sindh Zakat Fund, District Zakat Fund and Local Zakat Fund including the accounts of a Deducting Agency or an institution receiving Zakat (Annexure-A Placed on the Table of the House)

Internal Auditors are also regularly conducting audit of District Zakat Fund, Local Zakat Funds and Institutions receiving assistance out of Zakat fund. The details of external audit are as under:

(a)   Is it fact that a project of  construction of  Dargha Shah Yakeek district Sajawal with cost of Rs. 7.000 millions was to be completed by June, 2018;

(b)   If answer to (a) above is affirmative, details of work completed to date?

 

ANSWER

MS. HEER SOHO, PARLIAMENTARY SECRETARY, FOR AUQAF, ZAKAT & USHR: 

The scheme “Construction of Dargah Shah Yakeek District Sujawal is ongoing scheme of ADP 2019-20 at Gen. Sr. No. 39 with approved cost of  Rs. 7.000 million and the amount of Rs. 3.421 million has been incurred upto June 2019. The allocation of Rs. 3.063 million kept in ADP 2019-20 and 100 % funds released to executing agency and the work is in progress.

The plinth beam has been laid and the column has been erected & quite a lot of block masonry work has been carried out. The scheme will be completed by June, 2020 in all respect.


245.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Auqaf, Zakat & Ushr be pleased to state:-

(a)   Is it fact that a project of  construction of  musafir khana lavatory blocks and    up-gradation of graves at Dargha Usman Shah MirpurKhas road Hyderabad and allied facilities at Dargha Baba Salah-uddin Kotri Hyderabad, Jacobabad with cost of Rs. 39.875 millions is to be completed by June, 2019;

(b)   If answer to (a) above is affirmative, details of work completed and amount spent to date? 

ANSWER

MS. HEER SOHO, PARLIAMENTARY SECRETARY, FOR AUQAF, ZAKAT & USHR: 

The scheme “Construction of Musafirkhana, Lavatory block & up-gradation of graves at Dargah Usman Shah Mirpurkhas road Hyderabad and provision of allied facilities at Dargah Baba Salahuddin Kotri ADP No. 40 of 2019-20” is being undertaken by Auqaf Department with an estimated cost of Rs. 38.951 million and the amount of Rs. 5.000 has been incurred upto June 2019, the funds of Rs.12.000 million allocated in ADP 2019-20 from which 25% amount of Rs. 3.000 million released to executing agency the work is under progress and the scheme will be completed by June 2021.

The demolition of old structure & Marble flooring work is being carried out at Dargah Baba Salahuddin Kotri and the amount of Rs. 5.000 million is spent upto June 2019.

 

2674.   *Mr. Shah Nawaz Jadoon:    Will the Minister for Auqf, Zakat & Ushr be pleased to state:-

Procedure of distributing zakat fund in deserving students of schools alongwith amount distributed in the district West Karachi under the head of zakat during 2017 to 2018 December?

ANSWER

 

MS. HEER SOHO, PARLIAMENTARY SECRETARY, FOR AUQAF, ZAKAT & USHR:

Hon’able High Court of Sindh Circuit Court Hyderabad passed orders dated 29-12-2016 and 26-09-2017 in C.P. No. D-2248 OF 2013, D-3651 of 2016, D-214 OF 2017, D-652 OF 2017 AND D-857 OF 2017 that Zakat fund under the head of Educational Stipend should be allocated to all public sector / government universities as well as degree colleges on proportionate basis directly, not through the District Zakat & Ushr Committee. Hence no Zakat funds under the head of Educational Stipend provided to District West Karachi during 2017. Since 2018-19 Zakat funds under the head of Educational Stipend are provided to public sector / government universities directly by Zakat and Ushr Department.

2753.   *Ms. Rana Ansar:      Will the Minister for Auqaf, Zakat & Ushr be pleased to state:-

(a)   Criteria adopted by the government to distribute Zakat and Ushr among deserving poor people of Sindh?

(b)   Number of Zakat members committee?

ANSWER

 

MS. HEER SOHO, PARLIAMENTARY SECRETARY, FOR AUQAF, ZAKAT & USHR:

            Criteria for distribution of Zakat fund among deserving poor people of Sindh has been laid down in Section-8 of Sindh Zakat & Ushr Act, 2011 as under:-

8. Utilization of Zakat Fund: The moneys in Zakat Fund shall be utilized for the following purposes, namely –

(a)        assistance to the needy, the indigent and the poor particularly orphans and widows, the handicapped and the disabled, eligible to receive Zakat under Shariah for their subsistence or rehabilitation, either directly or indirectly through deeni madaris or educational, vocational or social intuitions, public hospitals, charitable institutions and other institution providing health care:

            Provided that the lists of the individuals to be assisted directly and of the institutions through which assistance is to be given from a Zakat Fund shall be prepared and maintained in such form and manner as may be prescribed;

In view of Section-14, 15 and 16 of Sindh Zakat & Ushr Act, 2011 number of members in District Zakat Committee, Taluka Zakat Committee and Local Zakat Committee are as under:-

(3)   The District Committee shall consist of – Sub-Section (3) of Section-14 of Sindh Zakat & Ushr Act, 2011provides as under:

(a)        a Chairman, who shall be non-official, the District Officer (Revenue), District Officer (Health) and District Officer (Education) of the district and two women from within the district who shall not be less than thirty five years of age and one non-official member from each Taulka or sub-division in the district:

Provided that, where the number of Talukas in a district is less than five, the number of members other than the Chairman and the women members shall be raised to seven:

            Provided further that, in any district where there is a District Social Welfare Officer appointed by Government, the District Committee may co-opt him as a member of the Committee, ex-officio;

(b)        The District Zakat Officer, who shall also be the Secretary of the Committee;

 

Taluka Zakat Committee:- Sub-Section (3) of Section-15 of Sindh Zakat & Ushr Act, 2011 provides as under:-

(3)   The Taluka Committee or Town Committee shall consist of the Deputy District Officer (Revenue), two women members who shall not be less than thirty five years of age and six members to be elected, in the prescribed manner, by the Chairmen of the Local Committees of the, Taluka or Town committee, from amongst themselves:

Local Zakat:- Sub-Section (3) of Section-16 of Sindh Zakat & Ushr Act,      2011 provides as under:-

(3)  The Local Committee shall consist of nine members, of whom two shall be Muslim women who are not less than thirty five years of age.

(a)   Is it a fact that persons provided jobs in Zakat and Ushar Department during 2018-2019;
