It is not correct that the salary of BPS-01 to BPS-16 is less than the current official minimum wage. The salary position of BPS-01 to BPS-16 grade-wise minimum salary is at Annexure Placed on the Table of the House.

The total annual pension liability of the Government as on December 31, 2018 and whether this liability is funded or unfunded?

The Honorable MPA is informed that the Finance Department allocates annual budget under the head of account Superannuation and Pension during the fiscal year i.e July 2018 to June 2019. The payment of Pension to the retired as well as retiring employees is considered as a part of salary.

 

It is totally a funded provision allocated in the annual budget. The Budgetary allocation as well as release position during the Current Financial Year (2018-19) may be perused at Annexure Placed on the Table of the House.

Yes. The Community Development Programme was included in ADP 2015-16, 2016-17 and 2017-18.

During the financial Year 2017-18, Finance Department allocated funds of Rs. 5,000.000 million as grant-in-aid for twenty six (26) Universities throughout Sindh Province. Rs. 3,899,042,000/- were released, at the disposal of Administrative Secretary, However, remaining balance of Rs. 1,100,958,000/- were lapsed.

 

 

2070.      *Mr. Arif Mustafa Jatoi: Will the Minister for Finance be pleased to state:-

District-wise allocation under the PFC for fiscal year 2018-19 along with the actual releases as on June 1, 2019?

ANSWER 

 SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

It is submitted that the Finance Department has been releasing monthly OZT Share to all Local Councils in Sindh, according to tentative distribution proposed by the Local Government Department, duly approved by the Chief Minister Sindh. The Provincial Finance Commission (PFC) was constituted in 2016, under the Sindh Local Government Act (SLGA), 2013 and its first introductory meeting was held in June, 2017. Whereas, formal meeting for allocation of OZT share according to PFC formula has not been held yet, therefore, tentative share has been distributing to all Local Councils. The funds released position to all Local Councils for the last financial year 2018-19 is at Annexure placed on the Table of the House.

 

It is further submitted the prior to above transactional arrangement, the OZT share was released on the basis of last PFC Award 2007, which was adopted for consequent three year 2007-8 to 2009-10. The PFC could not be constituted due to non-availability of Public Representative of Local Government.


 

2639.      *Mr. Shah Nawaz Jadoon:              Will the Minister for Finance be pleased to state:-

(a)     Is it a fact that corruption cases registered against Officers/Employees of Finance department during 2014 to 2017;

(b)      If answer to (a) above is affirmative, the details thereof?

No any case has been registered against the officers / officials of Finance Department during 2014 to 2017.

 

2732.      *Ms. Rana Ansar:              Will the Minister for Finance be pleased to state:-

                Taluka-wise funds released for 4 Talukas of district Hyderabad during last financial year?

ANSWER

Finance Department has been releasing funds to all Local Councils including local councils of District Hyderabad according to tentative distribution proposed by Local Government Department. (a)     Whether Professional Tax is collected from employees;

Yes

The tax is levied under Article 163 of the Constitution of the Islamic Republic of Pakistan..

  

2907.      *Ms. Adeeba Hassan:        Will the Minister for Finance be pleased to state:-

(a)     Is it a fact that corruption cases registered against officers and employees of Finance department during 2014 to 2018;

(b)     If answer to (a) above is affirmative, the detail thereof?

ANSWER

 SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

Yes, the corruption cases have been registered against the officials of employees of Finance Department in 2018.

Brief of the case:-

In pursuance of the decision of Honourable Sindh High Court, Bench at Sukkur on the C.P No.D-597, D-1121 & D-599 of 2009, an allowance to the untrained Science Teachers was allowed. The said decision of the Honourable High Court was also upheld by the Honourable Supreme Court of Pakistan.

However, Mr. Hassan Jan Changaizi, ADAO-I, Shaheed Benazirabad (Accountant General, Sindh side) allowed arrears to the untrained teachers instead of untrained Science teachers.

Due to this, Finance Department initiated disciplinary action against its employees;

                            i.            Mr. Bahawal Khan Mari,       Accountant (BS-17)

                          ii.            Mr. Ghulam Murtaza Magsi,                Sub-Accountant (BS-14)

                         iii.            Mr. Javed Ahmed Zardari,                    Data Processing Assistant (BS-12)

                        iv.            Mr. Abdul Hameed Rind,                      Sub-Accountant (BS-14)

                          v.            Mr. Muhammad Rafique,                     Sub-Accountant (BS-14)

                        vi.            Mr. Mumtaz Ali Zardari,                        Sub-Accountant (BS-14)

                       vii.            Mr. Talib Hussain Zardari,                   Junior Clerk    (BS-11)

 

 

Their services were placed under suspension & Show Cause as well as final Show Cause Notices were issued to them. The Accountant General, Sindh was also requested to take action against. Mr. Hassan Jan Changaizi, who was the main culprit in the case; as Mr. Changaizi was the officer of the Accountant General, Sindh office.

It is pertinent to point out that the matter was also referred to the, Enquires & Anti-corruption Establishment (E&ACE) Sindh. After necessary inquiry the Enquires & Anti-corruption Establishment (E&ACE) registered case against 60 DDOs of Education Department including employees of District Accounts Office, Shaheed Benazirabad. At the present, case is underway at Anti-corruption Court, Shaheed Benazirabad.

It would not be irrelevant to point out that almost 68% amount from the beneficiary teachers has so far been deducted from their salaries by the District Accounts Office, Shaheed Benazirabad in installments (Annexure-I Placed on the Table of the House). Further the deduction, of remaining amount is also in process in order to make 100% recovery.

Whether it is a fact that Sindh Bank is functioning under Sindh government or any private organization is also involved in it?

ANSWER

 SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

Sindh Bank was incorporated as a commercial bank in Pakistan on October, 29, 2010 as a public unlisted company under Companies Ordinance 1984. Being a licensed scheduled commercial bank, the State Bank of Pakistan is the regulatory authority of the bank with its  separate Board of Directors, and is governed by the Banking Companies Ordinance 1962, and Prudential Rules and Regulations framed by the State Bank of Pakistan.

Government of Sindh is the sole sponsor of the Bank as it holds 99.95% shares of the Bank. No private organization is involved in any manner in the management and functioning of the bank.

In the financial year 2014-15, there was an allocation of Rs. 143.000 billion development budget, Rs. 110.380 billion were released and expenditure was made to the tune of Rs. 95.873 billion.

In the financial year 2015-16, there was an allocation of Rs. 142.000 billion development budget, Rs. 120.872 billion were released and expenditure was made to the tune of Rs. 97.597 billion.

(a)     Is it a fact that Sindh Government is also borrower of Federation;

(b)     If answer to (a) above is affirmative, the detail and reason thereof?

ANSWER

 

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

Yes, it is correct that Sindh Government is a borrower of Federation.  The domestic loan portfolio is Rs.13,047.17 million as of June 30, 2019, and includes normal Cash Development loan and SCARP Cash Development Loan.  The year-wise details are given at (Annexure Placed on the Table of the House). 

The domestic debt portfolio comprises of Cash Development Loans (CDLs) and Non-SCARP CDLs.  The CDL is a development loan extended by the Federal Government to the Province for financing its ADP (Annual Development Programme), and SCARP CDL is extended by Federal Government to WAPDA for the execution of Irrigation Projects.

Sindh Government is not taking any Non-SCARP CDLs since FY-2002-03. However, the SCARP CDLs which, started a decade ago are being routinely transferred from the Federal Government to WAPDA for the execution of different Irrigation Projects, once the Projects are completed, they are transferred to Irrigation Department, G.O.S

Sindh Government has not opted for any new SCARP CDL after 2014-15.

Definition of Universal Insurance Scheme alongwith objectives, date of start and amount placed for the same?

ANSWER

 

 SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

Universal Accidental Insurance Scheme is a pro-poor social benefit scheme that is available for the residents of the province of Sindh. The objective of the scheme is to provide financial assistance to the families of deceased victims who have lost their lives in the event of terrorism or any accidental occurrences. Under this scheme, any accidental death occurring on or after 1st October 2016 shall be entitled to receive an upfront cash compensation of Rs 100,000/- for the families of the deceased after completion of necessary formalities by the Sindh Insurance Limited (an insurance company that is wholly owned by Government of Sindh).

In the FY 2016-17, an amount of Rs 2,216,160,038/- has been paid to Sindh Insurance Limited on account of premium for Universal Accidental Insurance Scheme as per the agreement signed in between Finance Department and Sindh Insurance Limited.

 

 

3904.      *Ms. Nusrat Sehar Abbasi:              Will the Minister for Finance be pleased to state:-

(a)     Is it a fact that  one billion rupees placed during 2017-18 for Health Insurance Policy for Sindh Secretariat employees ;

(b)     If answer to (a) above be in the affirmative, employees benefitted from?

ANSWER

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

No Finance Department had not allocated an amount of rupees one billion for the employees of Sindh Secretariat during the financial year 2017-18.

 

3921.      *Ms. Nusrat Sehar Abbasi:              Will the Minister for Finance be pleased to state:-

(a)     Is it a fact that 15% salaries of government employees increased during 2017-18;

(b)     If answer to (a) above is affirmative, the reasons thereof including amount spent from public exchequer?

ANSWER

Yes. The Government of Sindh had allowed an Adhoc Relief Allowance-2017 @15% of the running basic pay of 2017 to the employees of Sindh Government (Annex-I).

The reason for such increase in salary was to provide financial relief to the government servants.

The amount spent on the Employee Related Expenses (ERE) by Government of Sindh (including Adhoc Relief  Allowance 2017) in financial year 2017-18 and onwards are as under:-

No. There is no such missing or suspected expenditure during the budget of 2016-17. Current PFC Award formula for distribution of funds to each District during financial year 2018-19 alongwith amount allocated to each District?

It is submitted that the Provincial Finance Commission (PFC) was constituted in 2016, under the Sindh Local Government Act (SLGA), 2013 and its first introductory meeting was held in June, 2017. Whereas, formal meeting for allocation of OZT share according to PFC formula has not been held yet, therefore, tentative share has been distributed to all Local Councils with the approval of competent authority i.e Hounrable Chief Minister Sindh. The amount allocated to each District for the financial year 2018-19 is at (Annexure-I Placed on the Table of the House).

It is further mention here that after first P.F.C formula in 2007 (Annexure-II Placed on the Table of the House) the tentative share of all Local Councils have been revised as under:-

5819.      *Mr. Muhammad Shabbir Qureshi:             Will the Minister for Finance be pleased to state:-

                    Time by when review of N.F.C award will take place?

ANSWER

 SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

In pursuance of clause (1) of Article 160 of the Constitution of Pakistan, the President shall constitute a National Finance Commission within six months of the commencing day and thereafter at intervals not exceeding five years.   As per clause (2) of Article 160, it shall be the duty of the National Finance Commission to make recommendations to the President. 

The 7th National Finance Commission was awarded vide Presidential Order No.5 of 2010 (Annex-I Placed on the Table of the House).  After that, 8th & 9th National Finance Commissions were constituted vide Finance Division’s Notifications dated 21st July, 2010 & 24th April, 2015 respectively (Annex-II & III Placed on the Table of the House).   However, the recommendations for both 8th & 9th NFCs could not be finalized by the Commission.  As per clause (1) of Article 160, the maximum tenure of the NFC is five years to review the NFC Award.  Presently, 10th NFC exists to review the NFC Award, which was notified by Finance Division, GoP on 21st July, 2020 (Annex-IV Placed on the Table of the House).
