101.     *Mr. Arif Mustafa Jatoi:      Will the Minister for DEPD be pleased to state:-

 

(a)      Is it a fact that funds have been earmarked during 2018-19 for economic support to handicapped women in the province;

(b)      If answer to (a) above is affirmative, district wise expenditure todate and criteria for selection?

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

No funds had been earmarked for economic support to handicapped women in the Province during the year 2018-19.

 

917.     *Ms. Nusrat Sehar Abbasi:  Will the Minister for DEPD be pleased to state:-

 

Number of handicapped children registered in district Tharparkar along with steps taken for their welfare during 2013 to-date?

ANSWER

It is to inform that the District Tharparkar comprises only 01 centre and total 28 number of disabled children registered @ Government Special Education & Rehabilitation Centre Mithi District Tharparkar.

STEPS TAKEN FOR THE WELFARE OF DISABLED CHILDRED DURING 2013 TILL TO-DATE

i)                    Government vehicle providing free Pick & Drop facilities of disabled children from home to Centre & back.

ii)                  Providing free uniforms, shoes & books for all disabled children.

iii)                The stipend amounting to Rs.2, 000/- p.m to the special children is going to start.

iv)                Providing Wheel chairs to the Physically Handicapped Children.

v)                  Providing Hearing Aid to the Hearing Impaired Children.

vi)                Providing Free Education, Rehabilitation Services & Vocational Training to the disabled children.

vii)              Nutrition for students with disabilities to commence soon.  The matter is pending with the Finance Department for allocation of funds.


2940.   *Ms. Adeeba Hassan:           Will the Minister for DEPD be pleased to state:-

 

(a)   Is it a fact that department is addressing the issues of low pay and innovation of Special Education Teachers;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

Department of Empowerment of Persons with Disabilities, Govt. of Sindh is planning capacity building training for the teachers to train them through innovative approaches.  For this purpose, the Department has established Training Centre viz: “Teachers Training Academy Sindh Jamshoro at Kotri”.

 

2941.   *Ms. Adeeba Hassan:           Will the Minister for DEPD be pleased to state:-

(a)    Is it a fact that training programs have been introduced by the government for Special Education Teachers;

(b)   If answer to (a) above is affirmative, the details thereof?

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

Government of Sindh through the Department of Empowerment of Persons with Disabilities has established “Special Education Teachers Training Academy Sindh (SETTAS)”, at Kotri District Jamsoro for enhancing professional skills of staff through in-service training. The Academy is being run by the Director, Teachers Training Academy. Following seminar/workshops have been conducted at SETTAS:-

1.      Presentation and distribution of books in sign language of six kalma & Namaz.

2.      Introduction to learning disabilities-Dyslexia.

3.      Introduction to Autism.

4.      Hearing assessments of the newly born.

5.      How to build individual Education Plan for disabilities.

6.      Follow up workshop for Individual Education Plan (IEP).

7.      Introduction to Braille.

 

 

3139.   *Syed Abdul Rasheed:         Will the Minister for DEPD be pleased to state:-

(a)   Is it a fact that department has made plans to improve access to Special Education in rural areas of the province;

(b)   If answer to (a) above is affirmative, the detail thereof?

 

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

The Department of Empowerment of Persons with Disabilities, Govt. of Sindh is already providing special education in rural areas.  The detail of 30 Govt. Special Education and Rehabilitation Centres is at Annexure Placed on the Table of the House.

In addition to this, one Centre in Tando Muhammad Khan is in planning stage and 2nd in Sujawal would be run in collaboration with an NGO.

 

3146.   *Syed Abdul Rasheed:         Will the Minister for DEPD be pleased to state:-

(a)  Is it a fact that department is addressing the issues of low pay and motivation of Special Education Teachers;

(b)  If answer to (a) above is affirmative, the details thereof

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

Department of Empowerment of Persons with Disabilities, Govt. of Sindh is addressing the issues of low paid and motivation of Special Education Teachers. The Competent Authority i.e. Chief Minister, Sindh has approved incentive for low paid employees working in Government Special Education & Rehabilitation Centres under Department of Empowerment of Persons with Disabilities by allowing two additional basic pay besides their salary.

 

3546.   *Ms. Rana Ansar:     Will the Minister for DEPD be pleased to state:-

Number of Centres for the rehabilitation of disabled persons working in the Province along with details/numbers of staff working therein?

There are 18 Centres for rehabilitation of disabled persons working in the Province. There are 247 employees working against the 274 sanctioned posts in the Rehabilitation Centres.  The details are at Annexure Placed on the Table of the House.

 

3742.   *Mr. Rabistan Khan:           Will the Minister for DEPD be pleased to state:-

Number of Trainings conducted for blind and deaf persons in province and explain the nature of Trainings?

Laws passed by Sindh Assembly related to Special Education during May, 2008 to May 2018 as well as status of implementation of the same as of August, 2018?

 

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

A law namely “Sindh Empowerment of Persons with Disabilities Act-2018” related to Special Education was passed by Sindh Assembly in May 2018. Compliance in the respect of the provisions of law had immediately been started.

4881.   *Ms. Nusrat Sehar Abbasi:  Will the Minister for DEPD be pleased to state:-

 

(a)   Is it a fact that recruitment rules of the department are not yet framed;

(b)   If answer to (a) above is affirmative, the reasons there of including the period of Abeyance?

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

No, it’s not a fact. In fact the Recruitment Rules had been framed for all the sanctioned posts as reflected in the budget of the department vide Notification No. SO-I/SPL. EDU/REC: RULES/2018 dated 21st March, 2018. At Annexure Placed on the Table of the House. It is further clarified that after issuance of notification of recruitment rules they were not held in abeyance.

 

4918.   *Ms. Nusrat Sehar Abbasi:  Will the Minister for DEPD be pleased to state:-

 

(a)   Is it a fact that measures have been initiated to computerize the record of the employees and their salaries;

(b)   If answer to (a) above is in affirmative, the details there of?

 

ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for DEPD:

The Accountant General and all the District Accounts Offices in Sindh has installed SAP system for computerization of salaries of the employees since long time. As such, all government employees are drawing their salaries through SAP System.

 

As far as the computerization of record of employees is concerned, it is intimated that no such scheme /program regarding computerization of record of employees has been introduced by the Government.

 

5630.   *Mr. Khurrum Sher Zaman:           Will the Minister for DEPD be pleased to state:-

           What is the timeline to constitute a Provincial Advisory Council?

 

ANSWER

A Provincial Advisory Council has already been constituted and duly notified vide Notification No. SOVI(SGA&CD)/13-30/2019 dated 22.10.2019 is at Annexure Placed on the Table of the House.
