96.       *Mr. Arif Mustafa Jatoi: Will the Minister for Information, Science & Technology be pleased to state:-

(a)   Is it a fact that GIS mapping project with specialized overlays has cost over one billion rupees with no benefit for the public;

(b)   If answer to (a) above is in affirmative, the reasons thereof? 

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

Currently, GIS mapping has been deployed by Board of Revenue for different departments through LARMIS project and they have also developed Base map of Sindh Province for GIS.

Moreover, IST Department initiated project namely “Development of Core Geographic Information System (GIS)

with Specialized Overlays” in the year 2009, since 2009 the project has not been completed due to non-availability of space for establishment of GIS Directorate which will be established at the building of Bureau of Statistics, P&D Department but still not handed over to the IST Department despite of many meetings and correspondence, however, only initial consultancy of the project have been initiated, which is under process, therefore, no any physical activities have been materialized so far.

1112.   *Ms. Rabia Azfar Nizami:  Will the Minister for Information, Science & Technology be pleased to state:-

(a)   Is it a fact that in ADP Budget Documents page 120, implementation of E-Governance Hiring of consultant approved in 2017 and completion date is June, 2020;

(b)   If answer to (a) above is affirmative, cause of delay in just hiring a consultant? 

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

Scheme approved in DDWP in its meeting on 3^rd October, 2017 and Administrative approval also authenticated by the Finance Department, Govt. of Sindh.  Furthermore,  a meeting called by then Chief Secretary, Sindh on departmental briefing, wherein chair advised to establish the in house capacity instead of implementation the project namely “Implementation of E-Governance (Hiring of Consultant)” Hence, this scheme was deleted from  ADP 2018-19 with consent of the P&D Department, Govt. of Sindh. In this regard, this department is currently engaged to establish ICT Board for the deployment of e-governance in the province.

2714.   *Ms. Rana Ansar:  Will the Minister for Information, Science & Technology be pleased to state:-

District-wise number of people trained by the department under the SBBYDP along with their current employment status? 

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

District-wise number of people trained by the Information Science & Technology Department under the SBBYDP Phase-I in year 2008-09 and Phase-II 2009-10 is as under:-

Furthermore, IS&T Department was only imparted training to youths of the Sindh Province in order to enhance their technical skills. However, their employment status is not mandate of IS&T Department, Government of Sindh.

(a)      Is it a fact that I.T learning centers have been established in the Province;

               (b)      If answer to (a) above is affirmative, the details thereof?

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

Information Science & Technology Department, Government of Sindh has no IT Learning Center in the Province. However, this department is executing / implementing training program with IBA Karachi for employees of Sindh Secretariat for their capacity building.

3513.   *Syeda Marvi Faseeh:          Will the Minister for Information, Science & Technology be pleased to state:-

(a)   Is it a fact that department has created an official website which contains separate website for each department;

(b)   If answer to (a) above is affirmative, name the website and department for which the same is made? 

ANSWER

Information Science & Technology Department has initiated “E-Portal for all Departments”, whereby websites of 40 plus departments have been developed and their focal persons have been provided with related training.

4640.   *Mr. Khurrum Sher Zaman:           Will the Minister for Information, Science & Technology be pleased to state:-

(a)   Is it a fact that we are likely to see introduction of e- government in Sindh Government;

(b)   If answer to (a) above is affirmative, the detail thereof? 

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

Information Science & Technology Department is committed to launch e-government in Sindh Province

In this regard, some important initiatives have already been taken in coordination with various departments of Government of Sindh. Particularly, in health sector, a complete Hospital Management Information System (HMIS) is operational at Civil Hospital Karachi which one of the largest Public Hospital in the country and extending medical services to citizen of Sindh Province and people from Baluchistan.

Similarly, this department had installed Traffic Management System / Driving License, Madadgar 15 call centre, F.M radio 88.6 for Police Department, which are currently fully operational.

We have been continuously providing Video Conferencing services to Governor, Chief Minister, Chief Secretary, all Secretaries, Commissioners and all Deputy Commissioners of Sindh as and when required by the authorities. These services currently huge swing against transportation cost and quick decisions and time saving, which disposing of official business.

IS&TD recently deployed a complete automated system at Cadet College Larkana, Cadet College Petaro which has enhanced their education with ICT based assistance. This department has also installed Wi-Fi facilities in eight (08) major Public Universities in Sindh students and administration is utilizing this facility on large scale as per their requirements.

IST Department is also engaged to provide the technical assistance to all departments Government of Sindh in all IT related projects for moving forward as an initiate towards introducing e-government

Currently, the department is also engaged to automate Livestock Sector in Sindh with the latest technologies tools and also was plan to install surveillance cameras at all minorities worship places in Sindh for their Securities under ADP Schemes.

Besides these above services for e-government, the department has moved towards an important initiative for the establishment of the Information & Communication Technology (ICT) Board Sindh with the main objective to launch e-governance and digitalization in Sindh also developing in-house capacity through market based resources from ICT Industries, in this regard, draft Act has been submitted to Sindh Cabinet and in process for its approval to place the Bill before Sindh Assembly.

5510.   *Ms. Nusrat Sehar Abbasi:  Will the Minister for Information, Science & Technology be pleased to state:-

(a)   Is it a fact that effective monitoring of social media including Facebook, WhatsApp, Twitter etc is being done by the department;

(b)  If answer to (a) above is affirmative, the details thereof?

This is the exclusion domain / mandate of Federal Government i.e. PTA and FIA as such being handled by them.
