2-   The Sindh Parliamentary Secretaries (Salaries, Allowances and Privileges) (Amendment) Bill, 2021.

 

3-     The Control of Narcotics Substance (Sindh Amendment) Bill, 2021.

 

4-     The Sindh Water Management (Amendment) Bill, 2018.

The Revenue earned for property transfers/registration in Bahria Town Karachi during 2018?       

ANSWER

No Revenue has been earned on account of Stamp duty and Registration Fee for property transfer /registration in Bahria Town Karachi during 2018.

What is the status of e-stamping and automated registration process?

 

MAKHDOOM MEHBOOB ZAMAN, MINISTER FOR REVENUE & RELIEF:

 

·         The obsolete microfilming technology has been replaced with digital scanning and indexing by establishing six Digital Scanning Units (DSUs) at divisional level in Karachi, Hyderabad, Mirpurkhas, Sukkur, Larkana and Shaheed Benazirabad. All property deeds registered in Sindh province are now scanned and indexed at the Digital Scanning Units.

·         Entire old record of registries in Sindh available on 25600 microfilm rolls in Microfilming Units has been converted into digital images (JPEGs). Details of all digitized registries are searchable online and Certified True Copies of registries can be obtained within 30 minutes from the DSUs.

·         Online work stations have been established in all Sub-Registrar Offices of Karachi and busy Sub-Registrar Offices in other areas of the province which cover around 80% of registration workload in Sindh.

·         Stamp duty calculator has been developed and made online for property evaluation and to calculate other property taxes.

 

·         Online services like search registered deeds, online tracking of registry status, stamp duty calculator, deed templates, registration statistics etc. have been made available online free of cost to facilitate people of the province.

·         These reforms are helping to reduce time of registering property in Sindh from 208 to 17 days and improved Pakistan’s ranking in Ease of Doing Business Index of World Bank.

            Number of Service Centres functional and how the department monitor the same?

 

MAKHDOOM MEHBOOB ZAMAN, MINISTER FOR REVENUE & RELIEF:

 

27 Peoples Service Centers, one in each District except Karachi Korangi and Sujawal which were created after project inception and revision. Records of these districts are being provided through Peoples Service Centers adjacent to these Districts, i.e. Peoples Service Center Malir also provides land records for District Korangi. Likewise, Peoples Service Center Thatta also provides land records District Sujawal.

 

Monitoring of Service Centers:

 

Office of Land Administration & Revenue Management Information System (LARMIS) through its team of Network Operation Center (NOC), Engineers of Software, Hardware, Network and Database experts under a Deputy Director IT and Network Administrator monitor the IT, Electrical and Infrastructural systems through online portals at Centralized Data Center at Karachi, Disaster Recovery Center at Hyderabad, Live CCTV footage monitoring at Data Center, while Divisional Managers at each Division monitor the physical progress at these PSCs.
