05- CALL ATTENTION NOTICE NO. 05 OF 2021;GIVEN NOTICE OF BY MR. SHAHZAD QURESHI, MPA: Will the Honourable Minister for Education, Sindh may please to give answer/ statement that under Section 10 of the Sindh Right of Children to Free and Compulsory Education Act, 2013, the Private Schools are to provide free education to 10% disadvantaged children, however, Private Schools are not complying with this Section. What steps have been taken for the implementation of this Section in letter and spirit?

2-     The Sindh Parliamentary Secretaries (Salaries, Allowances and Privileges) (Amendment) Bill, 2021.

 

3-     The Control of Narcotics Substance (Sindh Amendment) Bill, 2021.

 

4-     The Sindh Water Management (Amendment) Bill, 2018.

96.       *Mr. Arif Mustafa Jatoi: Will the Minister for Information, Science & Technology be pleased to state:-

 

(a)   Is it a fact that GIS mapping project with specialized overlays has cost over one billion rupees with no benefit for the public;

(b)   If answer to (a) above is in affirmative, the reasons thereof?

 

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

Currently, GIS mapping has been deployed by Board of Revenue for different departments through LARMIS project and they have also developed Base map of Sindh Province for GIS.

 Moreover, IST Department initiated project namely “Development of  Core Geographic Information System (GIS)

with Specialized Overlays” in the year 2009, since 2009 the project has not been completed due to non-availability of space for establishment of GIS Directorate which will be established at the building of Bureau of Statistics, P&D Department but still not handed over to the IST Department despite of many meetings and correspondence, however, only initial consultancy of the project have been initiated, which is under process, therefore, no any physical activities have been materialized so far.

1112.   *Ms. Rabia Azfar Nizami:  Will the Minister for Information, Science & Technology be pleased to state:-

 

(a)         Is it a fact that in ADP Budget Documents page 120, implementation of E-Governance Hiring of consultant approved in 2017 and completion date is June, 2020;

(b)   If answer to (a) above is affirmative, cause of delay in just hiring a consultant?

 

ANSWER

Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:

Scheme approved in DDWP in its meeting on 3rd October, 2017 and Administrative approval also authenticated by the Finance Department, Govt. of Sindh.  Furthermore,  a meeting called by then Chief Secretary, Sindh on departmental briefing, wherein chair advised to establish the in           house capacity instead of implementation the project namely “Implementation of          E-Governance (Hiring of Consultant)” Hence, this scheme was deleted from  ADP 2018-19 with consent of the P&D Department, Govt. of Sindh. In this regard, this department is currently engaged to establish ICT Board for the deployment   of e-governance in the province.
