iv.                The 16 rooms of Family resorts are ready for use, out of 32 rooms.

 

The Director General (GHDA) has further informed that 16 completed rooms will be presented for rent through advisement in newspaper as per decision taken in the 9th Board of Governors meeting held on 03-01-2019.

            How many new tourist resorts/facilities made in the province of Sindh since Jan 2016 till today?

How much budget spent on STDC and how many tourists visited in last 36 months?

The budget / funds amounting to Rs. 230.000 million were spent on Sindh Tourism Development Corporation (STDC) in last 36 months.

In last 36 months 716158 tourists have visited at hotels, resorts and rest houses of Sindh Tourism Development Corporation (STDC).

(a)         Whether there is any website with details of the National heritage building in the Province;

The website “http://sindhculture.gov.pk” is activated, where all details of the National Heritage of Sindh are available.

(a)    Is it a fact that there are shrines of Mirs existing in Hyderabad;

(b)   If answer to (a) above is affirmative, present position of the same?

Yes, it is a fact that the shrine /tomb of Mirs declared as ancient Monuments and ‘Protected’ under Antiquities Act, 1975, is located in Hirabad, Hyderabad.

It is further stated that this department has the charge of one enclosure containing Tomb of Talpur Mirs. In the said enclosure, the shrine / tomb of following family members of Mirs exists:-

i)           Mir Muhammad Khan Talpur.

ii)         Mir Ghulam Hussain Talpur & Mir Abdullah Khan Talpur.

iii)       Tomb of Unknown children.

iv)       Tombs (Tajar) of five (05) unknown females located in East, North-West of Mir Muhammad Khan and Mir Ghulam Hussain Talpur’s Tombs.

Moreover, there is another enclosure which is privately owned by Mirs Family, adjacent to the above archaeological premises. For the conservation and preservation, the Endowment Fund Trust (EFT) has also carried out requisite works thereon.

The Shrines / tombs of the following family members of Mirs are existed therein:

i)             Mir Karan Ali Khan Talpur.

ii)           Mir Naseer Khan Talpur.

iii)         An unknown stone tomb.

iv)         Tombs (Tajar) of four (04) women of Mir family are known as :

a)         Mir Sobdar.

b)         Mir Fateh Ali Khan

c)         Mir Shehzad.

d)        Mir Naseer Khan.

It is a fact that Makli Necropolis is one of the largest sites in the world. The total area covered, for the same is 912 Acres and approximately half million graves are on the site as described in the nomination dossier of Makli Necropolis on the website of World Heritage Centre, UNESCO.

 

1700.   *Syeda Marvi Faseeh: Will the Minister for Culture, Tourism & Antiquities be pleased to state:-

 

(a)   Is it a fact that department does support writers, artists, artisans, singers, etc through stipend and endowment fund;

(b)   If answer to (a) above be in affirmative, minimum & maximum amount so far given to artists and criteria for the same?

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR CULTURE, TOURISM & ANTIQUITIES:

 

Yes. The department is supporting financially to the artists, artisans, writers, poets, singers, etc through stipend and endowment fund for medical treatment as well as marriages of their daughters. The Stipend is equally divided amongst all the deserving applicants’ @
Rs. 60,000/- each. However, the financial assistance from endowment fund is granted according to the actual need, which comes from Rs. 50,000/- to Rs. 500,000/-.The funds of stipends and endowment are managed by the Management Board headed by the Minister Culture with official and non-official members. The applications received from needy artists, artisans, writers, poets etc are placed in the meeting of Management Board and the Board verifies credentials of the applicants, assesses their actual need and gives the preference to the ailing applicants and financial assistance is released accordingly for their medical treatment. However, emergency cases are also entertained / accepted and later on placed in the next meeting of Management Board, for post facto approval

Yes. A library has been constructed at Orangi Town, Karachi. The possession of said library has been taken over by the Culture, Tourism & Antiquities Department, Government of Sindh, on 10-01-2018. However, the SNE of said library has not so far been approved.

2110.   *Ms. Rana Ansar:     Will the Minister for Culture, Tourism & Antiquities be pleased to state:-

 

(a)      Is it a fact that 3 lac sq. yard land of Moen-jo-Daro has been occupied by National Highway Authority;

(b)      If answer to (a) above is affirmative, the steps taken in this regard?

As per report of Director General (Antiquities & Archaeology), Culture, Tourism & Antiquities Department, Government of Sindh, Karachi, there is no land (any single ghunta) of Moen-jo-Daro has been occupied by National Highway Authority.

 

2111.   *Ms. Rana Ansar:     Will the Minister for Culture, Tourism & Antiquities be pleased to state:-

 

a)      Is it a fact that archeological site Makli Graveyard has no facility of water and electricity since long;

b)      If answer to (a) above is affirmative, steps taken by the department in this regard?

 

ANSWER

It is to state that there are electricity and water facilities available at Makli graveyard.

However, various steps have been taken by the department for providing electricity and water for the public at important points of the site as the site is scattered in vast area.

(a)   Is it a fact that steps have been taken to preserve 129 sites of the province;

(b)   If answer to (a) above is affirmative, the district-wise details thereof?

SYED SARDAR ALI SHAH, MINISTER FOR CULTURE, TOURISM & ANTIQUITIES:

 

The conditions of 129 Archaeological Sites and Monuments were   not good before devolution from Federal Government to Government of Sindh. Keeping in view  the condition of sites and monuments various development schemes for different sites and monuments have been prepared by the Culture, Tourism & Antiquities Department and some of the most important sites/monuments have been given first Aid after devolution such as Makli Hill Monuments, Thatta, Mohenjo Daro, Larkana, Kalan Kot, Two dome Mosque district Thatta, Tomb of Ghulam Nabi Kalhoro, Tajjar Building, Larkana, Bohi ja Kuba, Shikarpur, Mansura (Brahmnabad) district Sanghar, Qadir Bux Kuba district Khairpur Mirs, Gori Temple in Nagarparkar, Umerkot Fort, Khudabad Mosque, Dadu, Qauid-e-Azam House Museum, Karachi, Sonda Graveyard, Ameer Khan, Masjid, Thatta, Mir Tomb Hyderabad, Shahdadpur jo Qubba district Sanghar, Moomal ji Mari, Ghotki, Stupa Thull Mir Rukhan.

 

It is further stated that conservation work on following archaeological sites/monuments is being carried out. Chowkandi Graveyard, Tong Graveyard, Ali Muhammad Tomb, Essa Khan 1 & 2, Sultan Qaus Makli , Hamsheera Fatah Khan, Makli, Hala Haveli Monuments, Luqman Temple Khairpur, Saint Patrick Church, Karachi, BVS School, Karachi Quaid-e-Azam Birth Place, Karachi, Qasim Fort, Karachi.The district-wise list of archeological sites / monuments is at Annexure Placed on the Table of the House.

Number of schemes of the department approved during ADP 2018-2019 and details of the funds released till date?

The Culture, Tourism & Antiquities Department has not taken up / approved any new scheme during the ADP 2018-19.

 

 

2513. *Ms. Nusrat Sehar abbasi:     Will the Minister for Culture, Tourism & Antiquities be pleased to state:-

 

(a)     Is it a fact that a Scheme  of provision of Ferry Service at Sukkur and Keenjhar Lake to facilitate the Tourists had to be completed by June 2018 but not completed;

(b)    If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR CULTURE, TOURISM & ANTIQUITIES:

 

The Scheme namely, “Provision of Ferry Service at Sukkur and Keenjhar Lake to facilitate the Tourists” was approved at a cost of Rs. 40.000 million on 05-01-2017. The scheme was revised at the cost of Rs. 99.568 million on 12-04-2018, due to addition of component of provision of Ferry Service at Baqar Lake & Keenjhar Lake to facilitate the tourists.Two Ferries with complete fiber jetty are provided at Keenjhar Lake, Thatta including Tuck Shop / Ticket Station and One waiting Hall for visitors. The Scheme is ongoing and remaining work will be completed by June, 2020.

(a)   Is it a fact that a scheme construction of compound wall and missing facilities at M.H Panhwar Institute faculty Jamshoro was to be completed by 2018 but could not complete;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 As a result of 18th Amendment made in the Constitution of 1973 of the Islamic Republic of Pakistan, 129 Archeological Sites & Historical Monuments transferred / devolved from Federal Government to Culture, Tourism, Antiquities & Archives Department in 2011. The overall conditions of transferred 129 Archaeological Sites and Monuments were deplorable, due to lack of maintenance. Since then by realizing the condition of sites and monuments, various development schemes for different sites and monument have been prepared by the Culture, Tourism, Antiquities & Archives Department and some of the most important sites / monuments have been given First Aid after devolution such as Makli Hill Monuments, Thatta, Mohenjo Daro, Larkana, Kalan Kot, Two dome Mosque district Thatta, Tomb of Ghulam Nabi Kalhoro, Tajjar Building, Larkana, Bohi Ja Kuba, Shikarpur, Mansurah (Brahmanabad) district Sangahr, Qadir Bux Kuba district Khairpur Mirs, Gori Temple in Nagarparkar, Umerkot Fort, Khudabad Mosque, Dadu, Qauid-e-Azam House Museum, Karachi implemented successfully to restore the original features of cultural jewels. Besides, the Culture, Tourism Antiquities & Archives Department has also prepared various schemes and implementing the Conservation work to restore the cultural heritage for coming generations.

Yes, it is fact that Culture, Tourism & Antiquities Department, Government of Sindh has established a Museum at Kot Diji Fort, Khairpur. 90% construction work is completed and remaining work will be completed in June, 2020.

Yes. The Cultural Complex and Model Library in New Karachi, was approved in 2011 and is functional.

The scheme was completed in the year 2011 and it is fully functional with facilitate as far as SNE is and the department has placed it request to Finance Department for examining the same.

Rani Kot is archaeological site declared protected under Antiquities Act, 1975. Rani Kot is wonderful tourist spot which attracts a lot of people from all over Pakistan to visit the site. Sufficient facilities have been provided for the tourists such as Huts, portable water, canteen, toilets etc. where they can stay at night and enjoy the wonderful site.

Total number of Government libraries in Tharparker and number of these functional along with list of staff and date of posting?

There is one library in Shaheed Mohtarma Benazir Bhutto Culture Complex, Mithi, Tharparkar. However, the same has been handed over to NED University of Engineering & Technology, Karachi, for establishment of Thar Institute of Engineer, Science & Technology on 16-09-2019, for a period of three (03) years.

  The following staff is posted:-

i)                       Mr. Noor Hassan alias Faheem Mangi, Programmer (BPS-16), posted as Incharge since 27-08-2019.

ii)                     Mr. Hameer, Sweeper, working on contingent paid basis.

iii)                   Mr. Mitham Ram, Chowkidar, working on contingent paid basis.

It is stated that Sheesh Mahal is not property of the Department. It is private property owned by Mirs of Khairpur District. The department is considering to conserve the above building subject to the availability of funds allocated by the Finance Department, Government of Sindh.

Yes, it is a fact that a motel named on legendary character “Rooplo Kolhi” is operated by Culture, Tourism & Antiquities Department in Tharparkar.

There are two categories of rooms:

1)      Super Deluxe Rate                      Rs. 6000/-

2)      Deluxe Rate                                 Rs. 3000/-

Facilities available:

1)      AC & Non-AC Rooms.

2)      Restaurant with traditional and continental food is served.

3)      Big Conference Lounge.

4)      Tourist Guide.

(a)   Is it a fact that Sindh Govt. has any carbon dating laboratory;

There is no Carbon Dating Laboratory in Sindh functioning under Culture, Tourism, Antiquities & Archives Department. This kind of facility is only available in the institutions run by Defense Ministry in Pakistan. We have the programme of seeking this facility in near future, if allowed by the Defense Ministry since it is a sensitive matter.

What was the cost and quality of material used for the restoration of Gen. Hosh Mohammad Sheedi tomb?

The scheme was approved during 2015-16 at cost of Rs. 20.000 million and the work was completed at a cost of Rs. 18.626 million. As far as, the quality of the material used is concerned, it is to state that high quality material i.e. cement, bricks, colour and steel was used in the construction work and famous Kashi Bricks-tiles of Nasarpur were used. The construction was upto the mark as per civil work specification.

Number of museums in the province as of May, 2018 along new museums established and museums renovated during May, 2015 to May, 2018?

The following museums have been established / renovated during the May, 2015 to May, 2018:-

i)               Establishment of Makhdoom Khuhra Museum & Library at Dargah Makhdoom Khuhra, Taluka Gambat, District Khairpur.

ii)             Establishment of Mithi Museum at Mithi.

iii)           Establishment of Police Museum at Karachi.

iv)           Establishment of Shikarpur City Museum.

v)             Upgradation of the museum of Amri Jo Daro.

vi)           Conservation / Rehabilitation of Miani & Dubbo Obelisks, Meer’s Mosque & Construction of Filed Museum at District Hyderabad.

vii)         Construction of Site Museum and Upgradation & Promotion of Visitors Facilities at Makli.

viii)       Establishment of Khairpur Estate Museum.

ix)           Conservation, Preservation, restoration, Rehabilitation and face lift on from side road of Quaid-e-Azam Muhammad Ali Jinnah House Museum at Karachi.

x)             Establishment of Museum at Kotdiji District Khairpur.

(a)   Is it a fact that conservation & rehabilitation of Mitha Ram hostel Karachi approved in 2010 has not been completed yet;

The scheme namely “Conservation / Rehabilitation Mithram Hostel Digital Media Library, Karachi” was approved in the year 2010 at an estimated cost of
Rs. 86.786 million, which was not completed till the financial year 2015-16.

Thereafter the scheme was submitted for revision before the PDWP Forum in the year 2018, but the same was deferred.

 

4712.   *Mr. Khurrum Sher Zaman:           Will the Minister for Culture, Tourism & Antiquities be pleased to state:-

 

(a)   Is it a fact that the department will take action to look into the wear and tear at Agham Kot or Aghamano historical site;

(b)   If answer to (a) above is affirmative, the details thereof?    

 

ANSWER

 

SYED SARDAR ALI SHAH, MINISTER FOR CULTURE, TOURISM & ANTIQUITIES:

 

It is stated that the Agham Kot or Aghamano site is declared protected under Antiquities Act, 1975. More than 200 archaeological sites / monuments are declared protected under Antiquities Act, 1975 and funds allocated by the Government of Sindh for the preservation work of sites are limited for the current year. The protection and preservation work will be started on already enlisted priorities sites;

The Agham Kot or Aghamano site will also be considered for preservation work in next year budget.
