Percentage of the allocated amount by the department for the provision of loan to skilled needy women to start their own small business including number of women facilitated during January 2018 to November 2018?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

It is submitted that in the year 2014, the Women Development Department established a Revolving Fund of Rs.131, million. Interest free loan of   Rs. 50,000/- was given to each women entrepreneur / artisans for business and asset creation in the field of Handicraft, Agriculture Livestock, Food Production and Beauty Parlor.

The Women Development Department had provided the loan facilities to skill women which is as under:

·         In the year 2018, 132 women were granted loan amounting to Rs. 6700, 000/. Whereas in the year 2017, 20 women were granted loan amounting to Rs. 1800000/.

Funds allocated by Government for women crisis centers during financial year 2017-18 along with detail of its utilization?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

The Women Crises Centers had been established by devolved Ministry of Women Development, Government of Pakistan in 2005 all over Pakistan. These centers renamed as Shaheed Benazir Bhutto Centers for Women (SBBCW). The Crises Centers/SBBCW were transferred to Government of Sindh in pursuance of 18th Constitutional Amendment on 1st July, 2011.After 18th amendment the Shaheed Benazir Bhutto Centers for Women in Sindh have been given to the Women Development Department Sindh from Federal to Provincial level.

The Women Development Department Sindh has re-activated these centers and established as offices of Deputy Directorate of Women Development at Karachi, Hyderabad, Shaheed Benazirabad & Jacobabad. Now the funds have been allocated to Deputy Directorate offices .The details as given below:

Number of vacant posts at Day Care Center, Karachi and Sales and Display Resources Center, Karachi as well as recruitment procedure?

Day Care Centre

Following three posts are lying vacant in Day Care Center.

1.      Medical Officer (BPS-17) at Day Care Center Karachi

2.      Driver (BPS-04) at Day Care Center Karachi

3.      Sanitary worker (BPS-01) at Day Care Center Karachi.

The recruitment procedure for vacant posts will be followed as per rules and regulations of Government of Sindh.

Sales & Display Resource Centre

Currently no Sales & Display Resource Centre is working under Women Development Department hence no posts are lying vacant in this scheme.

 

 

*3132. Syed Abdul Rasheed:           Will the Minister for Women Development be pleased to state:-

 

(a)   Is it a fact that Women development complexes are being established in various districts of the province;

(b)   If answer to (a) above is affirmative, the detail thereof?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

Yes, it is fact that Women Development Complex are established in various districts of the province as per details given below:-

1.      Women Development Complex, Shaheed Benazirabad.

 

The original scheme of Complex approved on 10-08-2018 at a cost of Rs. 44.767 million, and the expenditure of Rs. 20.277 Million incurred upto 30-06-2020.

The funds of Rs. 4.500 Million (Revenue Component) allocated for the year 2020-21, the scheme revised on 29-09-2020, the DRO of release of allocated funds has not been submitted to FD till the another ADP scheme NO. 1920 namely Repair and Maintenance of Existing Building of Women Training in Institute at Shaheed Benazirabad (Capital Side) completed.

 

2.      Women Development Complex, Sukkur.

 

The original scheme was approved on 5-5-2011 with cost of Rs. 210.307 Million, the expenditure of Rs. 195.0 Million incurred up to June, 2020. The work of scheme relating to Capital component is completed.  The amount of Rs. 15.307 Million allocated for the year 2020-21, but due to revision of scheme the funds has not been released as yet.

3.      Women Development Complex, Karachi.

 

The scheme was approved on 12-01-2018 at cost of Rs. 244.275 Million, and the funds of Rs. 15.624 Million incurred upto June, 2020, the work is stopped due to litigation/ Orders of Honorable High Court of Sindh, Karachi.

4.      Women Development Complex Sanghar.

 

The scheme was approved on 6-02-2020 with cost of Rs. 23.752 million and the funds of Rs. 11.876 Million allocated for the year 2020-21, the amount of Rs. 2.969 million released as 1st quarter and the scheme in process of tender and other formalities. The work on the scheme to be start in mid of January 2021.

*3680. Mr. Arif Mustafa Jatoi:        Will the Minister for Women Development be pleased to state:-

 

            The sanctioned strength of the Department and the number of these who are women?

(a)      Is it a fact that department offers no assistance to those women trying to access higher grade jobs in civil service;

Civil service jobs are offered by a competitive examinations at national and provincial levels. No government department offers assistance in these jobs where as some universities and private academies run coaching classes regarding above jobs.

(a)   Is it a fact that  62.5 million rupees earmarked during 2017-18 for construction of Women Complex in Karachi;

(b)   If answer to (a) above is affirmative, current stage of the same?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

Allocation for the year 2017- 2018 for the project     of “Establishment of Women Development Complex at Karachi” was Rs. 62.5 million but as the land is under the litigation of court and the construction of the complex could not be initiated. However, the department has pursued with Advocate General office to solve the matter and to get the custody of the land as per rules.

 

*4820. Dr. Seema Zia:           Will the Minister for Women Development be pleased to state:-

 

(a)   Whether there is any plan to promote business run by women under Small and Medium Enterprises Development Authority (SAMEDA).

(b)   If answer to (a) above is affirmative, steps taken from May 31, 2015 to May 30,2018?

There was no such plan to promote business run by women under small and medium enterprises development authority (SMEDA) during the given period of 2015 to 2018.

District wise number of development projects for the welfare of women started during 01-01-2017 to 30-11-2018?

No new project got started during 01-01-2017 to 30-11-2018 in the districts however the on-going scheme were functional in the Districts of Sindh which are as follows:-

Establishment of Day care centre three in Karachi and one each at District headquarters.

Karachi, Sukkur, Hyderabad, Mirpurkhas and Larkana.

Establishment of Women Complaint Cells.

Sanghar, Qamber, Kashmore, Jamshoro, Khairpur, Shikarpur, Badin, Ghotki, Naushero Feroze, Thatta, T.A. Yar, Umerkot, Tharparkar, Dadu, Matiari.

No appointment was made during period 01-01-2017 to December 2018 so the answer may be treated as nil.

(a)   Is it a fact that Women Development department has signed MOU with JICA to start some programs for skill development;

(b)   If answer to (a) above is affirmative, the details thereof?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

Yes a project has been initiated with the grant of JICA. The project name is Improvement of Livelihood and Well-being of Female Home Based Workers (FHBWs) in the informal Economic Sector in Sindh Province and is being executed with assistance of Japan International Cooperation Agency (JICA). The Project has been approved by the CDWP on 01-01-2020, the total cost of the project is Rs. 541.086 million with JICA Grant of Rs. 435.729 Million and the Government of Sindh share is Rs. 105.535 Million, The location of the project is Karachi, Sukkur, Shikarpur and KhairpurDistricts of Sindh Province. The Administrative Approval (AA) of the project was issued on 29-09-2020.

The project is included in the ADP 2020-21 at General Sr.No. 1922 with an allocation of Rs. 26.000 million (Revenue Component) for the year 2020-21. Under this project the HBWs are being supported by providing the:

1.      Capacity Development.

2.      Life management skills Development.

3.      Financial Access Improvement.

4.      Income Generation.

5.      Formal Employment.

*5723. Mr. Arif Mustafa Jatoi:        Will the Minister for Women Development be pleased to state:-

Cases of “Karo Kari” reported in the Province during Jan 1, 2019 to-date including steps Government intends to take to stop the same in future?

Karo-Kari cases are not reported in Women Development Department and are reported at Home Department. However Women Development Department is taking steps to stop Karo -Kari Cases.

*5801. Mr. Muhammad Shabbir Qureshi: Will the Minister for Women Development be pleased to state:-

 

District-wise details of women complaint centers working in the Sindh Province as on 1-01-2016 to 31-12-2018 alongwith facilities available in each center?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

Women Development Department has established Women Complaint Cells at divisional level in Sindh during 2008-09. These cells have been functional since 2009 and they are providing legal, moral aid and counseling to the women in distress. As on 01-01-2016 to 31-12-2018 there are six Women Complaint Centers at following Districts are functional i,e:

                            I.   Karachi

                         II.   Hyderabad

                      III.   Mirpurkhas

                      IV.   Shaheed Benaziabad

                         V.   Larkana

                      VI.   Sukkur

More over during the financial year 2017-18 a new ADP scheme has also been approved to establish Women Complaint Cells at district level i,e Establishment of Women Complaint cells at Sanghar, Qamber @ Shahdadkot, Kashmore, Jamshoro, Khairpur, Shikarpur, Badin, Ghotiki, Nausheroferoz, Thatta, Tando Allah yar, Umerkot, Tharparkar, Dadu&Matiari. Recruitment is under process after lifting of ban on appointment. Honourable Chief Minister Sindh has allowed recruitment process.

*5802. Mr. Muhammad Shabbir Qureshi: Will the Minister for Women Development be pleased to state:-

 

            District wise details of Legal Advising Centers working for providing legal assistance to Women in Sindh as on 15.03.2019?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

Women Development Department has established Women Complaint Cells at Karachi, Hyderabad, Mirpurkhas, Shaheed Benaziabad, Larkana and Sukkur. These cells have been functional since 2009 and they are providing legal, moral aid and counseling to the women in distress.

Moreover, the Legal Aid facility is being provided through panel of lawyers of offices of Deputy Directorate of Women Development Department at Karachi, Hyderabad, Shaheed Benaziabad, and Jacobabad; while the remaining districts the cases for legal assistance lawyers and Legal Officers of the referral organizations and NGOs working for rights in Sindh.

            Moreover, Women Development Department in collaboration with Legal Aid Society (LAS) is providing legal assistance to women prisoners at Karachi, Hyderabad, Sukkur and Larkana prisons since 2016.  

 

*5813. Mr. Muhammad Shabbir Qureshi: Will the Minister for Women Development be pleased to state:-

 

District wise Community Muhalla Schools and Training Centers for Women working in Sindh as on 15.03.2019?

SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT:

 

Women Development department does not run any Muhalla school where as Training Institute for Women exists in Shaheed Benazir Abad which was established in 2010 and was inaugurated by the then Honourable President of Pakistan Mr. Asif Ali Zardari. The women Training institute is a part of ADP scheme namely “Establishment of Women Development complex Shaheed Benazir Abad and provides various vocational trainings to the women free of cost to make them financially strong in socio-economic field. It has trained more than 1000 women in various fields from 2016 to 2019.
