128. *Mr. Arif Mustafa Jatoi: Will the Minister for Auqaf, Zakat & Ushr be pleased to state:-
(a) Is it a fact that Department has constructed a complex at the shrine of Abdullah Shah Ghazi;
(b) If Answer to (a) above is affirmative, the details with estimated expenditure?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
It is a fact that a complex was constructed at shrine of Hazrat Abdullah Shah Ghazi, Clifton, Karachi by the M/s Bahria Town Pvt. Limited with the approval of concerned authorities in order to facilitate the general public. The all expenditure was incurred / borne by M/s Bahria Town Pvt. Limited being devotee at their own accord.

(a) Is it a fact that Department has constructed a new complex at the shrine of Abdullah Shah Ghazi and same is a Heritage Site;
(b) If Answer to (a) above is affirmative, the details thereof?

MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
It is a fact that a complex was constructed at shrine of Hazrat Abdullah Shah Ghazi, Clifton, Karachi by M/s Bahria Town Pvt. Limited. The shrine Hazrat Abdullah Shah Ghazi, Clifton, Karachi heritage site and said complex stands constructed with the approval of concerned authorities in order to facilitate the general public.
239. *Ms. Nusrat Sehar Abbasi: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
(a) Is it fact that a project of construction of boundry walls for security purpose of Auqaf Darghas/Mosques in various districts of Sindh with cost of Rs. 23.021 million was to be completed by June, 2018;
(b) If answer to (a) above is affirmative, details of work completed and amount spent to date?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
The scheme “construction of boundary walls for security shrines purpose of Auqaf Dargahs / Masajids various district in Sindh ADP No.40 (2015-16)” was executed by Auqaf Department with an approved cost of Rs.23.021 million in which following Dargahs were to be secured by constructing boundary walls:-
1) Dargah Usman Shah Hyderabad Mirpurkhas road.
2) Dargah Umeed Ali Shah Mirpurkhas.
3) Dargah Saman Shah Sarkar Pangrio
4) Dargah Abdullah Shah Ashabi Makli, Thatta.
5) Dargah Bahar Shah Larkana
6) Dargah Shah Abdul Karim Bulri T.M. Khan.
7) Lal Bagh Sehwan Sharif.
8) Dargah Mangho Peer Karachi.
9) Dargah Baba Salahuddin Kotri.
The scheme has since been completed in June 2018 with an expenditure of Rs. 20.881 million.
1414. *Mr. Rabistan Khan: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
Grade-wise number of persons employed in Zakat & Ushar department during 2017-18 alongwith criteria followed?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
No general employment was made in Zakat & Ushr Department during 2017-18
However, two persons were appointed on deceased quota in Zakat & Ushr Department one as Naib Qasid (BPS-02) and other as Sanitary Worker (BPS-01) after fulfilling all codal formalities.
2025. *Ms. Ghazala Siyal: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
District-wise number of Mosques under the administrative control of Auqaf Department as on 01-09-2018 alongwith amount spent on repair/renovation of each Mosque during financial year 2017-2018?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
The District-wise number of Mosque under the administrative Control of Auqaf Department as on 01-09-2018 is at Annexure A place on the table of the House and the work was carried out on at “Jamia Masjid Bunder Road Sukkur” with an estimated cost of Rs. 8.073 million and the work was completed in June-2019.
2132. *Ms. Rana Ansar: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
Number of members of a district Zakat Council along with tenure of chairman of district Committee as well as power limits of the same?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
Section-14 of the Sindh Zakat & Ushr Act, 2011 outlines the organizational structure including eligibility criteria, tenure, jurisdiction and administration of the District Zakat & Ushr Committee at Annexure-A. Placed on the Table of the House.
The working of District Zakat & Ushr Committees is strictly in accordance with the provision of Section-14 of Sindh Zakat & Ushr Act, 2011.
2635. *Mr. Shah Nawaz Jadoon: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
(a) Is it a fact that CIA maps of scheme was under consideration during 2011-12’
(b) If answer to (a) above is affirmative, the details thereof?

No such scheme was under taken by Auqaf Department by the year 2011-12.
2849. *Mr. Jamaluddin Siddiqui: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
(a) Is it a fact that amount spent on conducting “Me Raqsam” fair has been made through any tender or distrusted by officers among their favorite persons;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER

The amount spent on conducting Me Raqsam has been made through the tender notice on SPPRA as per SPPRA rules, 2010 (amended 2019) by Chief Administrator Auqaf letter No.AUQ(CAA)TENDER/2018-1671 dated: 05.08.2019 copy is at Annexure Placed on the Table of the House.
2850. *Mr. Jamaluddin Siddiqui: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
(a) Is it a fact that despite employees of Department are not drawing their salaries since last 08 months people are dying by starvation, pensioners don’t have money to spent, the “Me RaQsam” fair organized by Auqaf Department;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
The employees of Auqaf Department are drawing their salaries and pension regularly through SAP system, the money spent on “Me Raqsam” fair not spent from the head of salary and pension.

(a) Is it a fact that any fund is received by Sindh from Federation under the head of Zakat;
(b) If answer to (a) above is affirmative, the details thereof?

Taluka-wise number of shrines exist in district Jacobabad along with donations recovered from them during 2017 and 2018 as well as utilization of the same?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
There exist only one Shrine of Pir Bukhari in Taluka Jacobabad in District Jacobabad under the administrative control of Auqaf Department, Government of Sindh, as regards the Nazrana is concerned the amount received Rs. 73,072/- in the year 2017 and Rs. 78,028/- in the year 2018, had been deposited in State Bank of Pakistan through account No.1 sub-account No.C038 others Government of Sindh.
3119. *Syed Abdul Rasheed: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
(a) Is it a fact that funds given to poor orphan girls in the province on account of dowry during 2015 to 2016;
(b) If answer to (a) above is affirmative, the district-wise details thereof?

3458. *Mr. Rabistan Khan: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
Amount of donations collected from different shrines in the province during 2017-18 including head-wise utilization of the same?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
The list of amount of donations collected from different shrines in the province during 2017-18 is enclosed for ready reference (Annexure-A).
It is further submitted that such amount had been deposited in State Bank of Pakistan through Account No.1 sub-account No.C038 others Government of Sindh.
4111. *Dr. Seema Zia: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
District and year-wise fund allocated under the head of Education to help poor people along with the number of beneficiaries thereof from May 31, 2015 to May 30, 2018?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
District and year-wise fund allocated under the head of Education to help poor people alongwith the number of beneficiaries thereof from May 31, 2015 to May 30, 2017 are at Annexure-A Placed on Table of the House.
It is further stated that in compliance to orders passed by the Hon’able High Court of Sindh Circuit Court Hyderabad into C.P No. D-2248 OF 2013, D-214 OF 2017, D-652 OF 2017 AND D-857 OF 2017 Zakat funds under the head Educational Stipend are directly released to universities and Degree Colleges of public sector w.e.f July 2018. Since 2017 funds to District Zakat & Ushr Committees under the head Educational Stipend were withheld by the Hon’able High Court and no Zakat funds released to District Zakat & Ushr Committees under the head.
4457. *Dr. Muhammad Rafique Bhanbhan: Will the Minister for Auqf, Zakat & Ushr be pleased to state:-
(a) Is it a fact that a Amleen-e- Zakat (Zakat paid staff) is working on contract basis since many years;
(b) If answer to (a) above is affirmative, why they are not being regularized?
ANSWER
MR. SOHAIL ANWAR SIYAL, MINISTER FOR AUQAF, ZAKAT & USHR:
It is fact that Amleen-e-Zakat (Zakat Paid Staff) are working on contract basis since many years.
Amleen-e-Zakat (Zakat paid Staff) are not working against sanctioned posts nor getting salaries from Provincial exchequer. Services of Amleen-e-Zakat (Zakat Paid Staff) are purely seasonal nature. Their services are utilized for preparation of record of Local Zakat & Ushr Committees as and when required.
Regularization of services of all such Amleen-e-Zakat (Zakat Paid Staff) under Federal as well as Provincial Regularization enactments have been clinched by the Hon’able Supreme Court in SUO Moto Case No.15 of 2010 and Civil Review Petition No. 168 of 2013 and 432 / 2014 was also dismissed by the Hon’able Supreme Court of Pakistan Annexures-A & B are placed on the table of the House.
