225. *Ms. Nusrat Sehar Abbasi: Will the Minister for Livestock & Fisheries be pleased to state:-
(a) Is it fact that a project of capacity building of technical and managerial staff of Livestock Department placed for district Hyderabad with cost of Rs.40.000 million is to be completed by June 2019;
(b) If answer to (a) above is affirmative, detail of work completed and amount spent todate?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
Yes; the subject scheme was launched by the Department during 2017-18. The scheme completed by June, 2019.
A project namely “Capacity Building of Technical and Managerial staff of Livestock Department” was approved on 04.8.2017 with total cost of Rs. 40.000 million (Rev Component) during the financial year 2017-18.
- The scheme completed on 30.6.2019.
- Rs. 19.980 million were released.
- Rs. 19.317 million utilized up-to 30.6.2019.
The details of trainings, seminars, workshops etc are attached at Annexure-A. Placed on the Table of the House.
486. *Mr. Khurrum Sher Zaman: Will the Minister for Livestock & Fisheries be pleased to state:-
(a) Is it a fact that Cango virus is spreading in the animals;
(b) If answer to (a) above is affirmative, efforts being made by the department to combat the same?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
Yes it is fact, most of research studies suggest that animals act as reservoirs for Congo virus. The virus remains asymptomatic (without showing any sign) or does not cause any major pathological lesion in animals.
The virus is zoonotic in nature which cause infection to human while in contact with infected or reservoir animals through ticks etc. The majority of cases have occurred in people involved in the Livestock business industry, such as Livestock Farm workers, Butchers and Veterinarians.
· Congo Virus infection is most commonly reported in the Afghan border region of Baluchistan. Some studies suggested that cases of Congo Virus in humans are the coinciding event during Eid-ul-Adha, which reflect that animal movement during Eid-ul-Adha from Baluchistan might be facilitating the transmission of Congo virus.
· Department is only providing Anti-helminthic (Ivermactin) Drugs to the animals within province in their respective areas to kill ticks which carry cango virus.
· However; Department continually organizes awareness campaign in Malperies (animal mandies) though distribution of literature /leaflets mentioning precautionary measures.
However; Congo virus does not survive in high temperatures, and well-cooked meat does not pose any risk of transmission of the virus.
1394. *Mr. Arif Mustafa Jatoi: Will the Minister for Livestock & Fisheries be pleased to state:-
The total number of cattle and other livestock imported for distribution/breeding in Sindh from January 1, 2017 till December 31, 2018?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
No any cattle / Livestock have been imported for distribution under the Directorate of Animal Breeding Sindh, Hyderabad from January 2017 till December 31, 2018.

Total area available for cattle farms in the Province of Sindh?

There are 8221-39 acres of land is available in Government cattle farms in Sindh province as detailed below.

(a) Is it a fact that Government is establishing disease free zone of livestock in the province;
(b) If answer to (a) above be in affirmative, the district wise detail thereof?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
No, it is not fact.
The Government intends to establish disease control zone which is also under action plan of Sindh Agriculture Policy 2018-2030.
Whereas; Livestock Department and Food and Agriculture Organization (FAO) is working on developing Peste des Petits Ruminants (PPR) disease control zone at Tharparkar and Umerkot (Arid Zone). It is disease specific and area specific approach.

(a) Is it a fact that matter of up-gradation of Stock Assistants has not been resolved as yet;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
No. It is not a fact. The matter of up-gradation of Stock Assistants in Livestock & Fisheries Department has been resolved through re-structuring the service structure and all posts are up-graded from BS-11 to BS-15 and posts of Senior Stock Assistant (BS-16) and Supervisor Stock Assistant (BS-17) have also been created for further promotions.
After re-structuring this department conducted the Departmental Promotion Committee meeting and some officials have also been promoted from the post of Stock Assistant (BS-15) to Senior Stock Assistant (BS-16).
For further promotion to Supervisor Stock Assistant BS-17, the promoted officials will have to earn One year ACR/PER.

Taluka wise veterinary doctors in district Khairpur including strength of staff?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
The list of Taluka-wise Veterinary Doctors including staff of District Khairpur working under office of the Deputy Director Livestock / Animal Husbandry, Khairpur are attached as Annexure-A Placed on the Table of the House.

(a) Is it a fact that the department would consider conducting a census for livestock;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
No. it is not fact.
Conducting livestock census is not in plan of Livestock department: It is under the mandate of Federal Government.
The last livestock census was conducted in 2006. The next livestock census was due to be conducted in 2016 but the same was not conducted by the Federal Government.
5200. *Ms. Rana Ansar: Will the Minister for Livestock & Fisheries be pleased to state:-
Number of veterinary doctors appointed through Sindh Public Service Commission during last 10 years along with the number of veterinary doctors pass out every year in the province?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
(272) Veterinary Doctors have been appointed through Sindh Public Service Commission during last 10 years working in Animal Husbandry and Poultry wings of Livestock & Fisheries Department.
In addition, 527 posts of veterinary officers have been forwarded to Sindh Public Service Commission for appointment. The same are under process.
Further, the number of Veterinary Doctors passed out every year in Sindh is made by Sindh Agriculture University Tandojam and Shaheed Benazir Bhutto University of Veterinary & Animal Sciences Sakrand District Shaheed Benazirabad. The data is available with these universities which come under the University and Board Department.
5389. *Mr. Arif Mustafa Jatoi: Will the Minister for Livestock & Fisheries be pleased to state:-
(a) Is it a fact that the Department is using liquid nitrogen gas for use with animals;
(b) If answer to (a) above is affirmative, for what purpose?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:
Yes, the Liquid Nitrogen Gas (LNG) is an essential item to conduct Artificial Insemination activities in the animals. The (LNG) play a vital role to preserve costly Semen doses of Exotic as well as Enzootic Breeds and for transportation to the Artificial Insemination Centers scattered throughout the province
