RESOLUTION MOVED BY SYEDA SHEHLA RAZA, MINISTER FOR WOMEN DEVELOPMENT, SINDH.
“This House condemns the brutal killing of 11 mine workers of Hazara Community in Quetta. It was reported that the victims were resting in a residential area compound near a mine when Daesh attackers slit their throats. Lethal attacks on workers and pilgrims of Hazara Community in Balochistan, has become a common norm due to Government’s failure to provide security. This incident also testifies Government’s inability to protect citizens from heinous terrorists like ISIS. The women of the Hazara Community alongwith victims’ relatives have been demonstrating against the killing of their loved ones and demanding Federal Government to bring culprits to justice. Unfortunately, neither Provincial Government, nor Federal Government has bothered to listen to their demands, which shows the Government’s apathy to the sufferings of victims’ families.
This House demands the Federal and Provincial Government of Balochistan to apprehend the culprits and punish them as soon as possible to do justice with the aggrieved Hazara Community.
This House further demands that adequate security measures must be taken to ensure safety not only of Hazara Community but of each and every citizen of the Province.”.

The Secondary Schools having Science Lab whereas the Higher Secondary Schools having Science as well as separate Physics, Chemistry and Biology Labs also.

Furthermore, every school having labs, if there is no separate lab of Physics, Chemistry or Biology, the Science Lab is used for Practical work.
402. *Ms. Rabia Azfar Nizami: Will the Minister for Education be pleased to state:-
(a) Is there a bench mark for Public Private Partnership adoption program for schools functioning under PPP under the SEF adoption program;
(b) If answer to (a) above is affirmative, what monitoring mechanism has been in place to ensure private partner role for PPP schools like SEF adopted ones?
ANSWER
MR. SAEED GHANI, MINISTER FOR EDUCATION:
There are two basic Public-Private Partnership modules running through Sindh Education Foundation ,i.e (i) Per-child subsidy model for Foundation (SEF) assisted schools (2401 schools) including 81 non-formal education centres and (ii) Adopt-a School Program for government schools.
The per child subsidy based program implies that the SEF assists the students of the assisted schools, which are selected through a competitive and transparent process in the form of student fee (subsidy) for which the Foundation has notified the schedule with the approval of competent authority i.e the SEF Board of Governors (BoGs) headed by the Chief Minister, Sindh. In addition to the subsidy, the Foundation`s technical interventions include capacity building initiatives and provisions of learning resources. Moreover, the overall quality assurance framework of SEF encompasses students’ and teachers’ assessment backed by regular monitoring and evaluation exercises. The partnership instruments (Contracts/Agreements) serves as the benchmark for compliance.
As for Government schools adopted by various entities through Adopt-a School program, the Secretary School Education & Literacy Department is the Chairman of the Steering Committee (Competent Forum), which also gives guidelines for the procedures related to school adoption while the adoption agreement lays out the terms of reference for engaging stakeholders.
The Steering Committee meeting is periodically organized where the decisions on adoption requests are accorded; updates related to performance of the Adopters/ Schools are shared; and programmatic issues/ problems are apprised to the committee by SEF team after which the decision are communicated to the concerned stakeholders for record and compliance.
470. *Mr. Arsalan Taj Hussain: Will the Minister for Education be pleased to state:-
a. The budget allocated for scholarships at Higher Secondary & graduation levels’
b. Details of scholarship programs running across the province and their budget allocation;
c. Criteria of selection of students for scholarships?
ANSWER
MR. SAEED GHANI, MINISTER FOR EDUCATION:
There is no budgetary allocation for scholarship for Higher Secondary Level as the Government of Sindh is providing free Education up to class XII. However the stipend is provided to the Girls students at the rate of Rs.3500/- from class VI to X in all Public Sector Schools in this regard the Government has allocated budget of Rs. 1500 million for the FY 2017-18.
As for graduation level is concerned the College Education Department is providing the Sindh Educational Endowment Fund (SEEF) to the students of Medical, Engineering, Computer, Science & Information Technology and Business Administration and Management Sciences with following criteria for award funding from SEEF:
i. The applicants shall be domiciled in Sindh.
ii. The student shall be enrolled in the educational institution on panel of SEEF approved by the BoT.
iii. The university/ institution shall be based in Pakistan.
iv. The annual income of parents/guardian of the student shall not exceed Rs. 1.5 million/annual.
v. The score/marks obtained by the student shall not be less than 2.5 GPA or 60%.
In this regard the Government has allocated 1000 million per annum.
721. *Mr. Khurrum Sher Zaman: Will the Minister for Education be pleased to state:-
(a) Is it a fact that around 6,000 schools in the Province are non-functional;
(b) If answer to (a) above is affirmative, the reasons thereof?

As per the available data based on Annual School Census 2016-17, 5800 are non-viable schools out of 42383 schools are closed.

(a) Is it a fact that there is any plan to make technical education a part of secondary education;
(b) If answer to (a) above is affirmative, the details thereof?

School Education & Literacy Department in the light of Education Policy 1972 has already taken steps for Technical Education.
At Secondary Level, Technical Education is being imparted in 03 disciplines i.e Agriculture, Electrical and Wood Work through Work Shop Instructors (WIs) & Assistant Workshop Instructors (AWIs).
723. *Mr. Khurrum Sher Zaman: Will the Minister for Education be pleased to state:-
(a) Is it a fact that measures have been introduced to ensure that teachers are hired on merit basis;
(b) If answer to (a) above is affirmative, the details thereof?

The process of hiring of teachers is purely on merit basis through a notified Recruitment Policy 2017 approved by the Chief Minister, Sindh.
Followings are the parameters of hiring / appointment of teachers:-

3. Successful (eligible) candidates will be called by DPC to verify their credentials / testimonies.

(a) Is there any plan/scheme to renovate/construct Government Boys High School Kamber being in dilapidated condition since long;

The construction work of Govt. Boys High School Kamber is in process through SERP Scheme. The construction of double story building consisting 08 classrooms is about to complete.

Sports Week was held in the month of December 2018 in which hockey tournament along with other games were played by the students of High School of District Khaipur.
Hockey tournament was played by the teams of GBHS Naz Pilot Secondary School & GBHS Saint Thersa.
The tournament was won by GBHS Naz Pilot Secondary School & GBHS Saint Thersa was declared as a runner up team.
1073. *Dr. Muhammad Rafique Banbhan: Will the Minister for Education be pleased to state:-
Steps taken by Government to control cheating in exams as such practice is very dangerous for future of new generation?
ANSWER
MR. SAEED GHANI, MINISTER FOR EDUCATION:
School Education & Literacy Department, Govt. of Sindh has taken serious efforts to control cheating with the coordination of Examination Boards.
In this regard, Steering Committee has decided in its meeting held on 2.1.2019 to conduct Board Examination 2019 in open grounds by consolidating the examination centres in the premises of schools & colleges.
The Honourable Minister for Education & Literacy, Sindh had also convened meetings with the Secretary School Education & Literacy Department, Secretary College Education Department, Chairmen Boards, Director Schools Education and Regional Director Colleges to curb the curse of cheating and to make the examination system more transparent & efficient.
1074. *Dr. Muhammad Rafique Banbhan: Will the Minister for Education be pleased to state:-
(a) Is it a fact that budget was allocated for extra curriculum activities in each High School of Khairpur during 2016-17 and 2017-18;
(b) If answer to (a) above is affirmative, details thereof including utilization of the same?

It is submitted that no budget / funds have been allocated separately under the head of extra- curricular activities in District Khairpur. However the extra-curricular activities being done by different sources under public private partnership and NGOs.

(a) Is it a fact that there are Government colleges and Schools in District Central, Karachi, whose buildings are in deplorable condition;
(b) If answer to (a) above is affirmative, the details thereof along with steps taken to repair the same?

School Side
Most of the school building in district Central Karachi are in good conditions but following few school buildings need repairs:
- Government Girls Primary School Al –Zehra.
- Government Girls High School Metropolitan.
- Government Boys Secondary School Sitar-e-Hydari 1-D New Karachi.
- Government Girls Secondary School Gulbai Liaquatabad
- Government Boys Secondary School 5-E New Karachi.
School Education & Literacy Department is considering to include these school in the M&R scheme.
Collage Side
a) The Chief Engineer Education Works Karachi has reported that out of 37 Govt. Degree Colleges in District Central Karachi, Seventeen (17) require repair works. Names of these 17 College are at Annexure-A Placed on the Table of the House.
The list of all 37 colleges in District Central Karachi is at Annexure-B Placed on the Table of the House.
b) The names of seventeen (17) Colleges which require repair are being included in M&R Program of 2019-20.
As far as Schools are concerned, it pertains to School Education and Literacy Department.

There are total 8,465,117 students getting education in the Province out of which 3903977 students are enrolled in Private Schools.
Whereas, 4,561,140 students are enrolled in Government Schools with the ratio of 2,812,000 are boys and 1,749,140 are Girls.
1242. *Ms. Rana Ansar: Will the Minister for Education be pleased to state:-
Number of schools currently closed within the province alongwith steps taken to devise any policy to re-open the same?
ANSWER
MR. SAEED GHANI, MINISTER FOR EDUCATION:
5800 schools are non-viable.
Government has taken steps to reopen the viable schools on priority basis, in this regard 431 closed schools of various districts through rationalization and placement plan are reopened whereas the survey/ re-verification of non-viable closed schools is being conducted through Directorate of Monitoring & Evaluation.
1431. *Mr. Muhammad Aslam Abro: Will the Minister for Education be pleased to state:-
How many buildings of primary, middle and high schools in Jacobabad district declared un-safe along with measures taken by department to renovate them?
ANSWER
MR. SAEED GHANI, MINISTER FOR EDUCATION:
As per joint survey conducted by the DEOs and XEN of the District Jacobabad on 18-07-2017, there were 117 school buildings found repairable, out of which 110 building were recommended for repair and rehabilitation through PSDP 2019-20 and District ADP.

(a) Is it a fact that middle schools were up graded to secondary schools in district Central Karachi during 01-01-2018 to 31-08-2018;

Amount of Rs. 100.000 million was allocated for construction of Libraries in ADP Scheme No.301 of 2017-18 which is an umbrella scheme of 2007-2008 Program. The PC-I is under revision Rs. 2.499 Million were spent during 2017-18.
1548. *Dr. Seema Zia: Will the Minister for Education be pleased to state:-
(a) Is it a fact that teachers of government schools are sent on training programmes;
(b) If answer to (a) above is affirmative, district-wise number of training courses attended by teachers with objectives during May 31, 2015 to May 30, 2018?

Yes; the teachers of Govt. schools have been trained through Provincial Institute of Teacher Education (PITE) Nawabshah.
The details of training courses from May30, 2015 to May 30, 2018 is given below:
· Induction Training Program for 1016 Head Masters held in 2017.
· Mandatory Training for 601 Head Masters for their promotion held in 2017, 2018 & 2019.
· Life Skill Based Education (LSBE) for 494 Teachers /HMs as Master Trainers held in 2018.
· Mandatory Training for 625 Subject Specialists for their promotion held in 2019.
1578. *Mr. Kanwar Naveed Jamil: Will the Minister for Education be pleased to state:-
(a) Is it fact that despite of releasing Rs.46 crore the rehabilitation work of deteriorated 139 primary, middle and high schools could not completed in district Jacobabad;
(b) If answer to (a) above is affirmative, action taken against responsible officers and contractor?

It is a fact that rehabilitation work of 182 schools is approved out of which 134 schools are in progress.
48 remaining schools will be repaired next year under rehabilitation ADP Schemes No.193 and 315/2019-20.

(a) Is it a fact that 27 Crore rupees under the head of salaries arrear of teachers and staff of Hyderabad Public School have not been paid by the Government;

Yes.
Public School Hyderabad is facing financial crisis as the gap between income/expenditure widened due to increase in salaries and pension of staff, cost of various essential commodities and enhancement in utility charges etc.
Due to financial constraints the salaries of employees could not be increased as announced by Government of Sindh from time to time. At present the salaries are being paid as per 2013-14.
As such the difference of pay raised after 2012-13 along with Medical allowance since 2010-11 and revised conveyance allowance since 2012-13 is being accumulated over the years.
Accordingly, the liabilities of 270 million accumulated over the period from 2010.
1586. * Mr. Kanwar Naveed Jamil: Will the Minister for Education be pleased to state:-
Sources of income of Hyderabad Public School other than fees collected from students?

It is a fact that efforts have been made to overcome the gap and ensure quality academics by critically evaluate and review the curriculum and textbooks.

(a) Is it a fact that there is any process available for survey of schools in the province;

ANSWER
MR. SAEED GHANI, MINISTER FOR EDUCATION:
The School Education & Literacy Department, Govt. of Sindh conducts Annual School Census (ASC) for the schools through Sindh Education Management Information System (SEMIS), Reform Support Unit.
The last Annual School Census was conducted during March-April, 2019.
